Guide for procurement of power station equipment - Part 2-4: Electrical equipment - High power static convertors

This standard gives guidance on writing the technical specification for the procurement of static a.c. and d.c. high power convertors for use in electricity generating stations (power stations). This Guide for procurement is not applicable to equipment for use in the nuclear reactor plant area of nuclear power stations. Other possible applications of such equipment have not been considered
in the preparation of this Guide. This Guide covers each type of power convertor, i.e. rectifier, inverter, static excitation system, conversion of a.c. to a.c./d.c. to d.c. and switching, for the purpose of changing and/or controlling one or more characteristics.
This type of equipment is used for many applications such as motor drives and actuators, e.g. variable frequency starting equipment, a.c. and d.c. power supplies for computers and instrumentation, in chemical process plant, e.g. rectifiers for electrolysis in hydrogen production, in mechanical plant, e.g. electrostatic precipitators, etc. For additional, or specific, requirements for batteries, battery chargers or uninterruptible power supplies (UPS) refer to the relevant guides in this series. The equipment covered by this Guide is defined by its function rather than design type. Therefore, the guidance to the specification is stated in performance terms rather than being specified by a detailed description of the equipment to be supplied.
This Guide indicates to potential purchasers how their specification should be prepared so that:
- the equipment type and capacity interfaces correctly with other elements of the systems;
- predicted performance is achieved;
- ancillary equipment is properly sized;
- reliability, availability and safety requirements are achieved;
- proper consideration is given to the evaluation process and the quality measures to be applied.
This Guide does not determine the type of specification (e.g. detailed, performance, functional) or the extent of supply for any given contract which is

Overview

EN 45510-2-4:2000 - Guide for procurement of power station equipment, Part 2-4: Electrical equipment - High power static convertors (CEN).
This CEN procurement guide gives practical guidance for writing technical specifications for high power static a.c. and d.c. convertors used in electricity generating stations (power stations). It is a performance-focused guide (function defined) rather than a prescriptive design standard. The Guide does not apply to equipment for use in the nuclear reactor plant area, and other non-power-station applications were not considered in its preparation.

Key Topics

  • Types of high power static convertors covered:
    • Rectifiers, inverters, static excitation systems
    • Conversion between a.c., d.c., and a.c./d.c., plus switching for control of electrical characteristics
  • Specification principles:
    • Emphasis on performance-based requirements rather than detailed design
    • Clear definition of equipment type, capacity and interfaces with plant systems
  • Performance and quality:
    • Predicted performance verification, testing and acceptance criteria
    • Requirements to meet reliability, availability and safety
    • Guidance on ancillary equipment sizing and integration (e.g., filters, transformers, control interfaces)
  • Procurement and evaluation:
    • Recommendations for the evaluation process, quality measures and contract scope
    • Advice on specifying guarantees, documentation and supplier responsibilities
  • Exceptions and cross-references:
    • For batteries, battery chargers and uninterruptible power supplies (UPS), refer to the relevant guides in this EN 45510 series

Applications

EN 45510-2-4:2000 is applicable when procuring high power static convertors for power station use, notably for:

  • Large motor drives and actuators (e.g., variable frequency starting equipment)
  • Power supplies for control systems, instrumentation and computers
  • Industrial electrochemical processes (e.g., rectifiers for electrolysis/hydrogen production)
  • Mechanical plant such as electrostatic precipitators Practical users include procurement engineers, specification writers, plant designers, OEMs, system integrators, technical consultants and asset owners responsible for power station electrical equipment.

Related Standards

  • Other parts of the EN 45510 series (guides for batteries, battery chargers and UPS) - consult the relevant guides for detailed requirements when those systems are in scope.
  • Use EN 45510-2-4 alongside project-specific standards and national/regulatory requirements for safety and plant interfaces.
