This Technical Specification describes the specific ‘Design for PRM use’ requirements applying to rolling stock on the Trans-European Network (TEN) covered by the TSI for PRM and the assessment of those require¬ments. Regarding this document, the following statements apply.
- The definitions and requirements describe specific aspects of ‘Design for PRM use’ required by persons with reduced mobility as defined in the TSI PRM.
- The definitions and requirements of this specification will be used for rolling stock applications.
- This specification only refers to aspects of accessibility for PRM passengers; it does not define general requirements and general definitions for specific components and systems.
- This specification assumes that the vehicle is in the nominal operating condition; any damage or opera¬ting failures will not be taken into account when assessing these requirements.
- Where minimum or maximum dimensions are quoted, these are absolute NOT nominal requirements.
Measurement methods and/or assessment procedures needed to establish a clear pass/fail assessment are provided where necessary.

Diese Technische Spezifikation beschreibt die spezifischen Anforderungen und deren Nachweisführung bezüglich der „Auslegung für eingeschränkt mobile Personen“ von Infrastruktur und Fahrzeugen, die auf dem transeuropäischen Netz (TEN) verkehren und in der TSI für PRM behandelt werden. Die nachfolgenden Punkte gelten für dieses Dokument:
Die Definitionen und Anforderungen beschreiben bestimmte Aspekte der „Auslegung für eingeschränkt mobile Personen“, die wie in der TSI für PRM festgelegt, für eingeschränkt mobile Personen erforderlich sind.
Die Definitionen und Anforderungen dieser Spezifikation gelten für Schienenfahrzeuge.
Diese Spezifikation behandelt ausschließlich Aspekte der Zugänglichkeit für PRM-Fahrgäste. Sie definiert keine allgemeinen Anforderungen an oder allgemeine Festlegungen für bestimmte Komponenten und Systeme.
Diese Spezifikation geht von der Annahme aus, dass sich das Fahrzeug im nominalen Betriebszustand befindet. Bei der Nachweisführung in Bezug auf die Anforderungen werden Beschädigungen oder Betriebsfehler nicht berücksichtigt.
Sind Mindest- oder Höchstabmessungen angegeben, ist zu beachten, dass es sich hierbei NICHT um Nominalwerte handelt.
Wo erforderlich, werden Messverfahren und/oder Verfahren für die Nachweisführung bereitgestellt, wenn diese für die Erstellung klarer Abnahmekriterien benötigt werden.

La présente Spécification Technique décrit les exigences spécifiques relatives à la « conception à l'usage des PMR » s'appliquant au matériel roulant sur le réseau transeuropéen (TEN) couvertes par la STI relative aux PMR, ainsi qu'à l'évaluation de ces exigences. En ce qui concerne le présent document, les déclarations suivantes s’appliquent.
Les définitions et exigences décrivent des aspects spécifiques de « conception à l'usage des PMR » requis par les personnes à mobilité réduite telles que définies dans la STI PMR.
Les définitions et exigences de la présente Spécification seront utilisées pour les applications de matériel roulant.
La présente Spécification ne se rapporte qu'aux aspects d'accessibilité pour les passagers à mobilité réduite. Elle ne définit pas d'exigences et de définitions générales pour des éléments et des systèmes spécifiques.

Standard CEN/TS 16635 opisuje posebne zahteve za načrtovanje za osebe z omejenimi gibalnimi sposobnostmi, ki se uporabljajo za železniška vozila na vseevropskem železniškem omrežju (TEN) in so obravnavane v tehničnih specifikacijah za interoperabilnost za osebe z omejenimi gibalnimi sposobnostmi, ter oceno teh zahtev. This Technical Specification (CEN/TS) was approved by CEN on 26 November 2013 for provisional application.
The period of validity of this CEN/TS is limited initially to three years. After two years the members of CEN will be requested to submit their
comments, particularly on the question whether the CEN/TS can be converted into a European Standard.
CEN members are required to announce the existence of this CEN/TS in the same way as for an EN and to make the CEN/TS available

Introduction
This document is a Technical Specification for the assessment of the internal space requirements of a
universal (wheelchair accessible) toilet.
This document aims to define the assessment and measuring methodology to allow a clear pass/fail
assessment and allow successful implementation of the Technical Specification for Interoperability (TSI) for
Persons with Reduced Mobility (PRM) [1]. Clause 5 reflects the requirements in the TSI and Clause 6 adds
assessment criteria based on those requirements.
This document will be used until the issuing of EN 16585-1, Railway applications — Design for PRM use —
Equipment and components onboard rolling stock — Part 1: Toilets [2].
1 Scope
