1.1   This European Standard applies to clipping machines
This European Standard specifies safety and hygiene requirements to minimise the hazards which can arise during the commissioning, the use and the maintenance of clipping machines for portioning and closing of casings filled with foodstuffs, and intended to be used in butcheries, meat processing factories, main kitchens and other food processing factories.
This European Standard deals with all significant hazards, hazardous situations and events relevant to clipping machines, when they are used as intended and under conditions of misuse which are reasonably foreseeable by the manufacturer (see Clause 4).
This European Standard is not applicable to clipping machines which are manufactured before the date of publication of this European Standard by CEN.
1.2   This European Standard covers the following types of machines:
Concerning the sort of actuation:
-   machine for gathering up by hand, power motioned locking-stroke;
-   machine for automatic-motioned gathering and automatic-motioned locking-stroke.
Concerning the removal-system:
-   machine with removal by fixed or movable clip-guide (see Figures 1 and 2);
-   machine with spread-removal (see Figures 3 and 4).

Clipping machines will be used for closing of tubes with a single-clip (one side) or a double-clip (endlocking and startlocking).
The machines are equipped with closing tools (punch/die), which make the locking by deforming the locking-element (clip).

1.2 Diese Norm umfasst folgende Bauarten von Maschinen:

⎯ Unterscheidung nach Bauart:
⎯ Tischmaschine;

1.1   La présente Norme européenne s'applique aux machines à attacher
La présente Norme européenne spécifie les prescriptions en matière d'hygiène et de sécurité pour minimiser les phénomènes dangereux qui peuvent se produire pendant la mise en service, le fonctionnement et l’entretien des machines à attacher destinées à calibrer et fermer des boyaux remplis d’aliments, et destinées à être utilisées dans les boucheries, les usines de traitement de la viande, les cuisines industrielles et autres usines de traitement des produits alimentaires.
La présente Norme européenne traite tous les phénomènes dangereux significatifs, les situations et les événements dangereux associés aux machines à attacher, lorsqu’elles sont utilisées !normalement et dans les conditions de mauvaises utilisations raisonnablement prévisibles par le fabricant (voir l'Article 4)".
La présente Norme européenne ne s’applique pas aux machines à attacher qui sont fabriquées avant la date de publication de la présente Norme européenne par le CEN.
1.2   La présente Norme européenne couvre les types de machine suivants :
Concernant le type d'actionnement :
-   machines à resserrage manuel, à blocage automatique de la course ;
-   machines à resserrage automatique et blocage automatique de la course.
Concernant le système de retrait :
-   machines avec retrait par guide d'attaches fixe ou mobile (voir Figures 1 et 2) ;
-   machine avec retrait étalé (voir Figures 3 et 4).

Concerning construction:  table-top-machine;  movable floor machines;  floor-mounted-machine. 1.3 Description Clipping machines will be used for closing of tubes with a single-clip (one side) or a double-clip (endlocking and startlocking). The machines are equipped with closing tools (punch/die), which make the locking by deforming the locking-element (clip). A removal/gathering is used to form a free space and to gather the tube in a way that the locking equipment can be put over the pressed tail and this can be locked. By automatic action the clipping machine will be placed at the end of the filling-tube and after each ejecting of the filling-portion there are positioned one or two clips at the casing. From the machine the filled portion will be divided with a knife from the skin which still remains on the filling-tube. If necessary, an additional loop for hanging up the package will be attached. EN ISO 13857, the manufacturer shall carry out a risk assessment to establish the requirements of the type
B-standard. This specific risk assessment shall be part of the general risk assessment of the machine." Where the means of reducing the risk is by the physical arrangement or positioning of the installed circular saw the manufacturer shall include in the information for use a reference to the reduction means to be provided, and to any limiting value of the requirement, and, if appropriate, to the means of verification. Where the means of reducing the risk is by a safe system of working the machinery, the manufacturer shall include in the information for use details of the system and of the elements of training required by the operating personnel. 5.2 Mechanical hazards 5.2.1 General The machines shall be designed in accordance with Annex C and to the conditions mentioned below. !Fixing systems for fixed guards or for demountable parts of the machine casing (i.e. designed as fixed guards) shall remain attached to the guards or to the machine when the guards are removed." At power driven table top-clipping machines with hand operated, movable clip guide, the triggering of the punch or the knife is only allowed if the clip guide is closed. The movable clip guide is part of the safety system. SIST EN 13885:2005+A1:2010

movable clip guide – removal shut Figure 12 — Clipping machine with movable clip guide in different positions Access to the danger point of punch and dividing knife shall be prevented or restricted:  by limiting the width of the slots between the clip guides and the knife guides to S1 ≤ 8 mm (see
Figures 10 and 12b) or  by attaching protective beadings or similar provisions at both sides in such a way, that S2 – t ≤ 8 mm. At mechanical driven clipping machines with fixed clip guide, the casing shall be introduced in an opening slot. At the end of this slot or in the hand region is a trigger for the punch and the dividing knife. 5.2.3 Floor machines  Zone 2: product infeed side For the automatic power driven swivelling of the top of the machine into its working position, the access to the danger point shall be prevented. EN 61496-1:2004, ESPD type 2. The manufacturer can consider other solutions, but the equivalence shall be established by a risk assessment. If the top of the machine will be swivelled by hand, there is no technical protection measure necessary.  Zone 1: closing zone The access to the danger-points at removal, die, punch and dividing knife shall be restricted (see Figures 12a and 12b).  Access from the infeed side The access to the danger-points through the casing brake of the machine shall be restricted. The inner diameter D shall be ≤ 60 mm, while the distance A to the danger point shall be ≥ 75 mm (see Figure 14).  Access from the outfeed side Access shall be restricted by guarding. The safety distance depending from the opening height shall be in accordance with the values of Table 1 (see Figures 13 and 14). NOTE Because of technical construction constrains, the se safety distances are not completely in line with
!EN ISO 13857". Movable guards shall be interlocked (see 5.3.7). Safety devices without contact (e.g. light barrier) can be used, if the same safety level is achieved. SIST EN 13885:2005+A1:2010
