An EU Regulation is a binding legislative act that must be applied in its entirety across the European Union. Unlike directives, regulations do not need to be transposed into national law and are directly applicable in all member states. Regulations are used when uniform application across all EU countries is essential.
Regulation 65/2014 covers "Commission Delegated Regulation (EU) No 65/2014 of 1 October 2013 supplementing Directive 2010/30/EU of the European Parliament and of the Council with regard to the energy labelling of domestic ovens and range hoods". This legislation has harmonized European standards (hENs) that provide a presumption of conformity with its essential requirements. There are 38 standards associated with this regulation.
Harmonized standards under 65/2014 are European standards (ENs) developed by CEN, CENELEC, or ETSI in response to a mandate from the European Commission. When these standards are cited in the Official Journal of the European Union, products manufactured in conformity with them benefit from a presumption of conformity with the essential requirements of 65/2014, facilitating CE marking and free movement within the European Economic Area.
IEC 61591:2023 applies to cooking fume extractors incorporating a fan for the recirculation or extraction mode situated in a household kitchen. It can also be used for cooking fume extractors where the fan is mounted separately from the appliance, but controlled by the appliance when the fan is defined in the technical documentation (e.g. name plate data) and instructions for installation. This document deals also with down-draft systems arranged beside, behind or under the cooking appliance. This document defines the main performance characteristics of these appliances, which are of interest to the user, and specifies methods for measuring these characteristics. This document does not specify a classification or ranking for performance. This document does not deal with safety requirements that are in accordance with IEC 60335-1 and IEC 60335-2-31. Cooking fume extractors without fans operated by a central ventilation system are covered in EN 13141-3. This third edition cancels and replaces the second edition published in 2019. This edition constitutes a technical revision.

This standard defines the main performance characteristics of these appliances which are of interest to the user and specifies methods for measuring these characteristics. This standard does not specify requirements for performance. This first edition of IEC 60350-2 is related to IEC 60350:1999 which shall be separated in two parts: one part for cooking ranges, ovens and steam ovens and the other part for hobs. This part 2 of IEC 60350 covers hobs, and IEC 60350-1 covers ovens.

This European Standard specifies the method of test for determining the gas energy consumption in gas-fired domestic ovens when they are being used in one or more of the oven cooking modes defined in 3.1. It applies to the gas-fired domestic ovens which are capable of utilizing gases of group H or group E, possibly after conversion according to instructions for use.
This European Standard applies to these gas-fired domestic ovens, whether they are separate appliances or component parts of domestic cooking appliances.
This European Standard also applies to domestic appliances that can utilize gas and/or electrical energy to provide heat for cooking when the ovens are utilizing gas energy to provide heat for cooking, but not when electric energy is used to provide any or all of the heat for cooking in the oven.
It is not applicable to:
- microwave combination ovens;
- small cavities ovens (3.2);
- oven cavities not provided with devices to detect and control the temperature for the preparation of food;
- cooking modes others than defined in 3.1.1 and 3.1.2;
- ovens connected to a chimney in which the gas energy for cooking provides, by design, also space and/or water heating;
- appliances designed for use with gases of the third family only.
This European Standard is concerned neither with safety nor with overall performance requirements.
