SIST EN 12999:2011/kFprA1:2012
(Amendment)Cranes - Loader cranes
Cranes - Loader cranes
Starting to apply EN 12999:2011, it becomes evident that there are two safety related issues where the current writing is unsatisfactory. First issue is addressed in clauses 5.4.3.1 and 5.6.1.3. These clauses deal with the requirement of indication when the boom system is not stowed in its transport position. The two clauses are now ambiguous and can be interpreted to be in contradiction. The intention when revising EN 12999 was that it for all vehicle mounted loader cranes should be required and sufficient to indicate when the angle of the first boom is out of its transport position. The two clauses should be amended to be unambiguous. Second issue is addressed in clause 5.4.1.2. This clause deals with the stabiliser feet and requires that they shall adjust to a 10° ground slope. This requirement is unsafe for timber handling cranes. These cranes often work with one leg down on the steep slope of a ditch. There, a fixed foot embeds firmly in the soft soil, whereas a tiltable foot easily slides down the slope. The clause should be amended to provide a safe requirement also for timber handling cranes. A new work item is needed to make these amendments. The work item should follow the 3 months UAP path.

Overview
SIST EN 12999:2011/kFprA1:2012 is a European standard amendment focusing on the safety requirements for loader cranes, specifically vehicle-mounted types. Prepared by Technical Committee CEN/TC 147 "Cranes - Safety," this revision addresses two significant safety concerns identified in the original EN 12999:2011 standard. It aims to clarify ambiguous safety clauses and enhance operational security, particularly around boom stowage indication and stabiliser feet design for timber handling cranes.
This amendment supports the essential requirements of EU Directive 2006/42/EC and is intended for adoption by CEN member countries, ensuring harmonization across European nations and contributing to safer crane operation and maintenance.
Key Topics
Clarification of Boom Stowage Indication:
The amendment resolves contradictions between clauses 5.4.3.1 and 5.6.1.3 regarding the requirement to indicate if the boom system is not stowed in its transport position. It confirms the need for all vehicle-mounted loader cranes to be equipped with an angle sensor or equivalent system that clearly signals when the first boom is out of its permissible transport height. This improves operator awareness and helps prevent transport-related accidents.Stabiliser Feet Safety Adjustments:
Clause 5.4.1.2 has been updated to address safety concerns for timber handling cranes working on sloped or uneven terrain. While the original clause required stabiliser feet to adjust to a 10° ground slope, this was deemed unsafe for cranes operating on steep slopes such as ditches. The amendment now allows timber handling cranes to use fixed stabiliser feet designed to withstand additional bending moments, mitigating risks related to foot slippage on soft or sloped ground.Common Warning Device Usage:
To optimize warning systems, the amendment notes that a single warning device may satisfy the requirements of clauses 5.6.1.3 (boom stowage indication) and 5.6.1.5 (related warnings). This integration helps streamline safety alert mechanisms while reducing complexity and cost.Compliance and Standardization Updates:
Modifications to definitions, technical clauses, and annex tables further align the standard with practical requirements and modern safety practices, reinforcing consistent application across all vehicle-mounted loader crane models.
Applications
Vehicle-Mounted Loader Cranes:
Manufacturers and operators of vehicle-mounted loader cranes will benefit from clearer safety requirements ensuring the boom is properly stowed during transport, thus reducing accident risks on public roads.Timber Handling Cranes:
Timber industry operators who use specialized cranes on uneven forest terrain will find the updated stabiliser foot requirements particularly valuable for maintaining safe and reliable crane positioning in challenging environments.Safety System Integrators:
Engineers designing crane control and warning systems can apply this amendment to develop compliant angle detection and alert solutions that meet European regulatory standards.Regulatory and Compliance Professionals:
The standard provides a definitive framework for safety inspectors and certifying bodies to assess loader crane compliance with EU directives, ensuring market access and operator safety.
