Cranes - Loader cranes - Interface between loader cranes and work platforms

This document specifies technical requirements for the interface of the basic machinery within the scope of EN 12999 equipped to allow the use of an assigned type of work platform as interchangeable equipment where the combination of the basic machinery and the work platform as interchangeable equipment is within the scope of EN 280 1.
The basic machinery covered by this document is designed to be installed on a road vehicle with load carrying capability. The combination of the basic machinery and the work platform as interchangeable equipment covered by this document belongs to Group B Type 1 class as in the scope of EN 280 1.
The basic machinery covered by this document allows two modes of operation:
-   the 'CRANE' mode of operation, for the use of the basic machinery as a loader crane within the scope of EN 12999;
-   the 'MEWP' mode of operation, for the use of the work platform with the basic machinery as within the scope of EN 280 1.
This document covers hazards related to switching between 'CRANE' and 'MEWP' mode as described above and covers the specific hazards related with the combination and the assembly of the work platform as interchangeable equipment with the basic machinery (see Annex A).
This document does not address hazards which may occur:
a)   when using work platform not assembled with the lifting machinery but simply lifted by the machinery (e.g. suspended from the hook of the crane);
b)   when using attachments not intended for the lifting of persons.

Krane - Ladekrane - schnittstelle zwischen Ladekranen und Arbeitsbühnen

Dieses Dokument legt technische Anforderungen an die Schnittstelle der Hauptmaschine im Anwendungsbereich von EN 12999, die die Nutzung eines bestimmten Arbeitsbühnentyps als auswechselbare Ausrüstung erlaubt, fest, wobei die Kombination von Hauptmaschine und Arbeitsbühne als auswechselbare Ausrüstung in den Anwendungsbereich von EN 280 1 fällt.
Die in diesem Dokument behandelte Hauptmaschine ist so konzipiert, dass sie auf einem Straßenfahrzeug mit Lastaufnahmefähigkeit installiert werden kann. Die in diesem Dokument behandelte Kombination von Hauptmaschine und Arbeitsbühne als auswechselbare Ausrüstung gehört zur Klasse Typ 1 der Gruppe B, wie in EN 280 1 dargelegt.
Die in diesem Dokument behandelte Hauptmaschine ermöglicht zwei Betriebsarten:
   Die Betriebsart „KRAN“ für die Nutzung der Hauptmaschine als Ladekran fällt in den Anwendungsbereich von EN 12999;
   Die Betriebsart „FHAB“ für die Nutzung der Arbeitsbühne mit der Hauptmaschine fällt in den Anwendungsbereich von EN 280 1.
Dieses Dokument behandelt Gefährdungen beim Wechsel der Betriebsart von „KRAN“ zu „FHAB“, wie zuvor beschrieben, und behandelt die konkreten Gefährdungen im Zusammenhang mit der Kombination von Arbeitsbühne als auswechselbare Ausrüstung und Hauptmaschine und der Montage der Arbeitsbühne als auswechselbare Ausrüstung an der Hauptmaschine (siehe Anhang A).
Dieses Dokument enthält keine Anforderungen hinsichtlich der Gefährdungen, die entstehen können:
a)   durch Nutzung der nicht an der Hebemaschine montierten Arbeitsbühne, die lediglich von der Maschine angehoben wird (z. B. am Haken des Krans hängend);
b)   durch die Nutzung von nicht für das Heben von Personen bestimmten Einrichtungen.

Le présent document spécifie les prescriptions techniques pour l'interface de la machine de base entrant dans le domaine d'application de l'EN 12999 équipée pour permettre l'utilisation d'un type assigné de plate-forme de travail en tant qu'équipement interchangeable lorsque la combinaison de la machine de base et de la plate-forme de travail en tant qu'équipement interchangeable entre dans le domaine d'application de l'EN 280 1.
La machine de base couverte par le présent document est conçue pour être installée sur un véhicule routier ayant une aptitude au transport de charges. La combinaison de la machine de base et de la plate-forme de travail en tant qu'équipement interchangeable couverte par le présent document appartient à la classe de type 1 du Groupe B selon le domaine d'application de l’EN 280 1.
La machine de base couverte par le présent document permet deux modes de fonctionnement :
-   le mode de fonctionnement « GRUE », pour l'utilisation de la machine de base comme grue de chargement couvert par le domaine d'application de l'EN 12999 ;
-   le mode de fonctionnement « PEMP », pour l'utilisation de la plate-forme de travail avec la machine de base couvert par le domaine d'application de l’EN 280 1.
Le présent document couvre les phénomènes dangereux liés au passage du mode « GRUE » au mode « PEMP » tel que décrit ci-dessus et couvre les phénomènes dangereux spécifiques liés à la combinaison et à l'assemblage de la plate-forme de travail en tant qu'équipement interchangeable avec la machine de base (voir l'Annexe A).
Le présent document ne traite pas des phénomènes dangereux pouvant se produire :
a)   lors de l'utilisation d'une plate-forme de travail non assemblée avec la machine de levage mais simplement soulevée par la machine (par exemple, suspendue au crochet de la grue) ;
b)   lors de l’utilisation d’accessoires non prévus pour le levage de personnes.

Ta dokument določa tehnične zahteve za vmesnik osnovnih strojev s področja uporabe standarda EN 12999, ki omogoča uporabo dodeljene vrste delovne ploščadi kot zamenljive opreme, pri čemer kombinacija osnovnega stroja in delovne ploščadi kot zamenljive opreme spada na področje uporabe standarda EN 280-1.

This Technical Specification (CEN/TS) was approved by CEN on 29 January 2024 for provisional application.

The period of validity of this CEN/TS is limited initially to three years. After two years the members of CEN will be requested to
submit their comments, particularly on the question whether the CEN/TS can be converted into a European Standard.

CEN members are required to announce the existence of this CEN/TS in the same way as for an EN and to make the CEN/TS
available promptly at national level in an appropriate form. It is permissible to keep conflicting national standards in force (in

Introduction
Machinery within the scope of EN 12999:2020 can be equipped with a work platform as interchangeable
equipment. Machinery designed for handling of goods which is equipped with a work platform as
interchangeable equipment is within the scope of EN 280-1:2022.
However, EN 280-1:2022 does not cover hazards arising from machineries allowing several uses, nor
does it cover the specific hazards related to the combination of a work platform as interchangeable
equipment with a basic machinery within the scope of EN 12999:2020.
The machinery concerned and the extent to which hazards are covered by this document are indicated in
the scope of this document.
This document is of particular relevance for the following stakeholder groups:
— machine manufacturers (small, medium and large enterprises);
— health and safety bodies (regulators, accident prevention organizations, market surveillance, etc.).
1 Scope
