This document (EN ISO 25649-2:2024) has been prepared by Technical Committee ISO/TC 83 "Sports
and other recreational facilities and equipment" in collaboration with Technical Committee CEN/TC
136 “Sports, playground and other recreational facilities and equipment” the secretariat of which is held
by DIN.
This European Standard shall be given the status of a national standard, either by publication of an
identical text or by endorsement, at the latest by May 2025, and conflicting national standards shall be
withdrawn at the latest by May 2025.
Attention is drawn to the possibility that some of the elements of this document may be the subject of
patent rights. CEN shall not be held responsible for identifying any or all such patent rights.
This document supersedes EN ISO 25649-2:2017.
This document has been prepared under a standardization request addressed to CEN by the European
Commission. The Standing Committee of the EFTA States subsequently approves these requests for its

of Directives 2001/95/EC aimed to be covered
This European Standard has been prepared under a Commission’s standardization request Mandate
M/372 Floating leisure products for use on or in the water to provide one voluntary means of
conforming to the product safety requirements for floating leisure products for use on or in the water
pursuant to Directive 2001/95/EC of the European Parliament and of the Council.
Once this standard is cited in the Official Journal of the European Union under that Directive
2001/95/EC, compliance with the normative clauses of this standard given in Table ZA.1 confers,
within the limits of the scope of this standard, a presumption of conformity with the corresponding
safety requirements set in the Directive and specified in the request M/372 and associated EFTA
regulations.

This second edition cancels and replaces the first edition (ISO 25649-2:2017), which has been technically
revised.

Introduction
The safe use of floating leisure articles depends not only on the safety and reliability of the products in
use but also on the adequate knowledge of the consumer/user about the risks related to water activities.
The right information when selecting floating leisure articles is a further important aspect, as well as
information on the correct device to use, performance that can be expected from the product or limitations
to the use, and indications on the adequate behaviour on the water.
In particular, children need special supervision and care. Even if the products dealt with in the ISO 25649
series are only intended for use by swimmers, that does not at all eliminate the well-known risks that cannot
technically be avoided because they depend more on behaviour than on performance.
This document deals therefore in particular with all aspects to inform the consumer/user before and during
use about major risks and appropriate behaviour.
