This European Standard specifies the competence requirements of the energy auditor.
This European Standard can be used to specify energy auditor qualification schemes at a national level; used by organizations undertaking energy audits to appoint a suitably competent energy auditor and used by organizations, in conjunction with EN 16247-1, EN 16247-2, EN 16247-3 and EN 16247-4, to ensure a good level of quality of the energy audits.
This European Standard also recognizes that all the competence required can reside in the energy auditor or a team of energy auditors.

Ta evropski standard je mogoče uporabiti za: opredelitev shem kvalifikacij na nacionalni ravni; za imenovanje primerno kvalificiranih energetskih presojevalcev s strani organizacij za izvajanje energetskih presoj; za uporabo v povezavi s standardom EN 16247 (od 1. do 4. dela) za zagotavljanje ustrezne ravni kakovosti energetskih presoj s strani organizacij.

NACIONALNI PREDGOVOR
Evropski standard EN 16247-5:2015 je pripravilo tehnično delovno telo CEN/CLC/JWG 1 Energetske
presoje.
Slovenski standard SIST EN 16247-5:2016 je prevod evropskega standarda EN 16247-5:2015. V
primeru spora glede besedila slovenskega prevoda v tem standardu je odločilen izvirni evropski
standard v angleškem jeziku. Slovensko izdajo standarda je potrdil Strokovni svet SIST za področja
elektrotehnike, informacijske tehnologije in telekomunikacij.
V Republiki Sloveniji se za izraz "energetska presoja", ki je v standardu SIST EN 16247-1:2012
definiran v točki 3.1, uporablja tudi izraz "energetski pregled", kot je uporabljen v Energetskem zakonu
(EZ-1) (Uradni list RS, št. 17/2014) in na njegovi podlagi izdanih podzakonskih predpisih.
Odločitev za privzem tega standarda je v februarju 2016 sprejel Strokovni svet SIST za področja
elektrotehnike, informacijske tehnologije in telekomunikacij.

Energetska presoja je pomemben korak za organizacijo, ne glede na njeno velikost ali vrsto, ki želi
izboljšati energijsko učinkovitost, zmanjšati porabo energije ter uvesti s tem povezane ekonomske
in/ali okoljske koristi. Zaupanje v proces energetske presoje in zmožnost za doseganje njenih ciljev sta
odvisna od kompetentnosti energetskega presojevalca.
Ta evropski standard določa kompetentnost, ki jo energetski presojevalec potrebuje za uspešno
izvajanje zahtev iz EN 16247-1, ki se lahko dopolnijo z deli, povezanimi s posebnimi področji, iz EN
16247-2, EN 16247-3 ali EN 16247-4.
Ta evropski standard si prizadeva za uskladitev usposabljanja, veščin in izkušenj, ki jih energetski

Veščine, izkušnje in lastnosti energetskega presojevalca so osebne. Vendar lahko večja mesta, objekti
in kompleksnejše organizacije potrebujejo veščine različnih tehničnih strokovnjakov, ki delajo skupaj.
Če je imenovan tim za energetsko presojo, naj bo sestavljen iz vodilnega presojevalca in tehničnih
