Windows and doors - Environmental Product Declarations - Product category rules for windows and pedestrian doorsets

This European Standard provides product category rules (PCR) for Type III environmental declarations for windows and pedestrian doorsets as defined in EN 14351 1, prEN 14351 2. Windows and pedestrian doorsets with fire resistance and/or smoke control characteristics according to EN 16034 are also covered by this standard.
NOTE   Windows that incorporate shutters and/or shutter boxes and/or blinds are in scope of this PCR. For any connected electrical devices (e.g. motors, sensors) - see 6.3.4.2
This European Standard complements the core rules for the product category of construction products as defined in the European Standard EN 15804. The standard is to be used in conjunction with EN 15804, not replace it.
NOTE   The assessment of social and economic performances at product level is not covered by this standard.
The core PCR:
-   defines the parameters to be declared and the way in which they are collated and reported,
-   describes which stages of a product’s life cycle are considered in the EPD and which processes are to be included in the life cycle stages,
-   defines rules for the development of scenarios,
-   includes the rules for calculating the Life Cycle Inventory and the Life Cycle Impact Assessment underlying the EPD, including the specification of the data quality to be applied,
-   includes the rules for reporting the predetermined, environmental and health information that is not covered by Life Cycle Assessment (LCA) for the product, construction process(es) and construction service(s), as relevant,
-   defines the conditions under which construction products can be compared based on the information provided by EPD.
For the EPD of construction services the same rules and requirements apply as for the EPD of construction products.

SIST EN 17213:2020
EN 17213:2020 (E)
Introduction
This document provides core product category rules for all construction products and services. It
provides a structure to ensure that all Environmental Product Declarations (EPD) of construction
products, construction services and construction processes are derived, verified and presented in a
harmonized way.
This document provides complementary product category rules (cPCR) for Type III Environmental
Declarations (EPD) specifically for windows and pedestrian doorsets.
An EPD communicates verifiable, accurate, non-misleading environmental information for products and
their applications, thereby supporting scientifically based, fair choices and stimulating the potential for
market-driven continuous environmental improvement.
The standardization process has taken place in accordance with EN ISO 14025. All common issues for
windows and pedestrian doorsets are covered horizontally in order to minimize intra-sectorial
deviations.
EPD information is expressed in information modules, which allow easy organization and expression of
data packages throughout the lifecycle of the product. The approach requires that the underlying data
should be consistent, reproducible and comparable.
The EPD is expressed in a form that allows aggregation (addition) to provide complete information for
buildings. Neither EN 15804:2012+A1:2013 nor this document deals with aggregation at the building
level or describes the rules for applying EPD in building assessment.
This document deals with a limited number of quantifiable predetermined parameters as defined in
EN 15804:2012+A1:2013. Future revisions may incorporate additional predetermined parameters.
This document provides the means for developing a Type III environmental declaration for windows
and pedestrian doorsets, thereby supplementing the suite of standards that are intended to assess the
sustainability of construction works.
This suite of standards includes:
— EN 15643-1, Sustainability of construction works — Sustainability assessment of buildings — Part 1:
General framework;
— EN 15643-2, Sustainability of construction works — Sustainability assessment of buildings — Part 2:
Framework for the assessment of environmental performance;

NOTE 2 The assessment of social and economic performances at product level is not covered by this document.
The core PCR:
— defines the parameters to be declared and the way in which they are collated and reported;
— describes which stages of a product’s life cycle are considered in the EPD and which processes are
to be included in the life cycle stages;
— defines rules for the development of scenarios;
— includes the rules for calculating the Life Cycle Inventory and the Life Cycle Impact Assessment
underlying the EPD, including the specification of the data quality to be applied;
— includes the rules for reporting the predetermined, environmental and health information that is
not covered by Life Cycle Assessment (LCA) for the product, construction process(es) and
construction service(s), as relevant;
— defines the conditions under which construction products can be compared based on the
information provided by EPD.
For the EPD of construction services the same rules and requirements apply as for the EPD of
construction products.

5 General aspects
5.1 Objective of this PCR
An EPD according to this document provides quantified environmental information for a window or
pedestrian doorset using a uniform and scientific basis. It also provides information on health related
emissions to indoor air, soil and water during the use stage of the building. The purpose of an EPD in
the construction sector is to provide the basis for assessing building and other construction works, and
identifying those which cause less stress to the environment.
Thus, the objective of this complementary PCR is to ensure:
— the provision of verifiable and consistent data for an EPD, based on LCA;
— the provision of verifiable and consistent product related technical data or scenarios for the
assessment of the environmental performance of buildings;
— the provision of verifiable and consistent product related technical data or scenarios potentially
related to the health of users for the assessment of the performance of buildings;
— that comparisons between doorsets/windows are carried out in the context of their application in
the building;
— the consistent communication of the environmental information of door sets and windows.
Declarations based on this document are not comparative assertions.
NOTE See EN 15804:2012+A1:2013, 3.4 and EN ISO 14044:2006, 5.3 for more information concerning LCA
used for comparative assertion.

6.3 Calculation rules for the LCA
6.3.1 Functional unit
The functional unit shall be defined in accordance with the declared unit as derived in 6.3.2 and with a
reference service life as derived in accordance with 6.3.3.
In order to facilitate building calculation, it is considered good practice to provide the technical
characteristics for the product relevant for the use stage. For windows and doorsets this would be, e.g.
thermal transmittance and radiation properties. If such characteristics are given, they shall be
developed in accordance with the relevant harmonized product standards.
For windows and doorsets, while the declared characteristics developed in accordance with the
relevant harmonized product standards are important, they need to be considered in the context of the
building.
Such parameters are strongly influenced by factors such as the size and orientation of the product and
the local climate. These factors are not always incorporated into the data from product standards. For
example, the declaration of performance may be based on a “standard” size, which may differ from the
performance of the actual size installed.
See Annex A for guidance for defining representative products within a product series.

Introduction
The European Standard EN 15804 provides core product category rules for all construction products
and services. It provides a structure to ensure that all Environmental Product Declarations (EPD) of
construction products, construction services and construction processes are derived, verified and
presented in a harmonized way.
This European Standard provides complementary product category rules (cPCR) for Type III
Environmental Declarations (EPD) specifically for windows and pedestrian doorsets. As such, this
standard complements the requirements in EN 15804, it does not replace them.
The EPD is expressed in a form that allows aggregation (addition) to provide complete information for
buildings. Neither EN 15804 or this standard deals with aggregation at the building level nor does the
standards describe the rules for applying EPD in building assessment.
This standard deals with a limited number of quantifiable predetermined parameters as defined in
EN 15804. Future revisions may incorporate additional predetermined parameters.
This European Standard provides the means for developing a Type III environmental declaration for
windows and pedestrian doorsets, thereby supplementing the suite of standards that are intended to
assess the sustainability of construction works.
This suite of standards includes:
— EN 15804, Sustainability of construction works — Environmental product declarations — Core rules
for the product category of construction products;
— EN 15643-1, Sustainability of construction works — Sustainability assessment of buildings — Part 1:
General framework;
— EN 15643-2, Sustainability of construction works — Sustainability assessment of buildings — Part 2:
Framework for the assessment of environmental performance;
— EN 15978, Sustainability of construction works — Assessment of environmental performance of
buildings — Calculation method;
— CEN/TR 15941, Sustainability of construction works — Environmental product declarations —
Methodology for selection and use of generic data;
— EN 15942, Sustainability of construction works — Environmental product declarations —
Communication formats: business to business.

1 Scope
This European Standard provides product category rules (PCR) for Type III environmental declarations
for windows and pedestrian doorsets as defined in EN 14351-1, prEN 14351-2. Windows and
pedestrian doorsets with fire resistance and/or smoke control characteristics according to EN 16034
are also covered by this standard.
NOTE Windows that incorporate shutters and/or shutter boxes and/or blinds are in scope of this PCR. For
any connected electrical devices (e.g. motors, sensors) — see 6.3.4.2
This European Standard complements the core rules for the product category of construction products
as defined in the European Standard EN 15804. The standard is to be used in conjunction with
EN 15804, not replace it.
NOTE The assessment of social and economic performances at product level is not covered by this standard.
The core PCR:
— defines the parameters to be declared and the way in which they are collated and reported,
— describes which stages of a product’s life cycle are considered in the EPD and which processes are
to be included in the life cycle stages,
— defines rules for the development of scenarios,
— includes the rules for calculating the Life Cycle Inventory and the Life Cycle Impact Assessment
underlying the EPD, including the specification of the data quality to be applied,
— includes the rules for reporting the predetermined, environmental and health information that is
not covered by Life Cycle Assessment (LCA) for the product, construction process(es) and
construction service(s), as relevant,
— defines the conditions under which construction products can be compared based on the
information provided by EPD.
For the EPD of construction services the same rules and requirements apply as for the EPD of
construction products.

5 General aspects
5.1 Objective of this PCR
An EPD according to this standard provides quantified environmental information for a window or
pedestrian doorset using a uniform and scientific basis.
— the provision of verifiable and consistent data for an EPD, based on LCA;
— the provision of verifiable and consistent product related technical data or scenarios for the
assessment of the environmental performance of buildings;
— the provision of verifiable and consistent product related technical data or scenarios potentially
related to the health of users for the assessment of the performance of buildings;
— that comparisons between door sets and windows are carried out in the context of their application
in the building;
— the consistent communication of the environmental information of door sets and windows.
Declarations based on this standard are not comparative assertions.
NOTE See definition 3.4 in EN 15804:2012+A1:2013 and EN ISO 14044:2006, 5.3 for more information
concerning LCA used for comparative assertion.

EN 15804 shall apply.
6.3 Calculation rules for the LCA
6.3.1 Functional unit
The functional unit for all product types shall be defined in accordance with the standard sizes given in
6.3.2 and with a reference service life derived in accordance with 6.3.3.
In order to facilitate building calculation, it is considered good practice to provide the technical
characteristics for the product relevant for the use stage. For windows and doors this would be, e.g.
thermal transmittance and radiation properties. If such characteristics are given, they shall be
developed in accordance with the relevant harmonized product standards.
6.3.2 Declared unit
2
The declared unit for all product types shall be 1 m .
The indicator results should be calculated for standard sized elements (as listed below) and then
declared per square meter of product in the EPD. The configuration must be clearly stated in the EPD,
and the standard sizes given below should be used for calculation:
Standard sizes:
— Windows 1,23 m × 1,48 m
— Doors: 1,23 m × 2,18 m
— Door height sliding/folding elements: 3,00 m × 2,18 m.
If the manufacturer wants to give LCA indicator results for a non-standard size element, the
manufacturer may either:
(a) report, as additional information, the indicator results for the following optional sizes:
Optional sizes:
— Windows 1,48 m × 2,18 m
— Doors: 2,00 m × 2,18 m
— Door height sliding/folding elements: 6,00 m × 2,18 m;
Or (b) report indicator results for a different size of element from those listed above in order to reflect
the actual elements produced. In such a case, the exact dimensions used and a sketch of the element
shall be provided in the EPD. This size-specific EPD shall not be used as a proxy for any other size of the
element.
6.3.3 Reference service life (RSL)
The manufacturer shall clearly state the product’s RSL in the EPD.
An RSL of up to 30 years with no change of IGU (if relevant for the product) can be used without
documentation in accordance with EN 15804:2012+A1:2013, Annex A. This is on the basis that the
installation, maintenance and servicing of the product follows the relevant guidance of the
manufacturer.
NOTE An average product life of between 30 to 40 years is generally accepted (for example, see: LOT 32/
Ecodesign of Windows Products, Task 2 – Market Analysis, 3 June 2015, Section 4.4.2).

oSIST prEN 17213:2018
prEN 17213:2018 (E)
If using an RSL between 30 and 50 years, the EPD must be based on at least one change of IGU (if
relevant for the product). In this case, documentation to support the RSL used must also be included, in
accordance with EN 15804:2012+A1:2013, Annex A. This documentation should include information on
the installation instructions and the maintenance and servicing recommendations for the product (e.g.
