NACIONALNI UVOD
Dopolnilo SIST EN 61010-1:2010/A1 (sl), Varnostne zahteve za električno opremo za meritve, nadzor
in laboratorijsko uporabo – 1. del: Splošne zahteve (IEC 61010-1:2010/A1:2016, spremenjen), 2019,
ima status slovenskega dopolnila in je istovetno evropskemu dopolnilu EN 61010-1:2010/A1 (en), Safety
requirements for electrical equipment for measurement, control and laboratory use – Part 1: General
requirements (IEC 61010-1:2010/A1:2016, modified), 2019.
NACIONALNI PREDGOVOR
Mednarodno dopolnilo IEC 61010-1:2010/A1:2016 je pripravil tehnični odbor Mednarodne
elektrotehniške komisije IEC/TC 66 Varnost meritev, nadzora in laboratorijske opreme. Vzporedno je
dopolnilo potrdil in spremenil tehnični odbor Evropskega komiteja za standardizacijo v elektrotehniki
CLC/TC 66X Varnost meritev, nadzora in laboratorijske opreme, katerega tajništvo vodi BSI.
Slovensko dopolnilo SIST EN 61010-1:2010/A1:2019 je prevod evropskega dopolnila EN 61010-
1:2010/A1:2019.
V dopolnilu je v preglednici v dodatku I (informativni) napaka, ki je popravljena s popravkom k dopolnilu
Prevod je sofinanciran tudi iz evropskih sredstev in mora biti istoveten osnovni predlogi v angleškem
jeziku.
V primeru spora glede besedila slovenskega prevoda v tem dopolnilu je odločilno izvirno evropsko
dopolnilo v angleškem jeziku. Slovensko izdajo dopolnila je pripravil tehnični odbor SIST/TC MOV
Merilna oprema za elektromagnetne veličine.
Odločitev za privzem tega dopolnila je 16. maja 2019 sprejel tehnični odbor SIST/TC MOV Merilna
oprema za elektromagnetne veličine.

To dopolnilo A1 spreminja evropski standard EN 61010-1:2010 in ga je CENELEC sprejel 6. avgusta
2018. Člani CENELEC morajo izpolnjevati notranje predpise CEN/CENELEC, ki določajo pogoje, pod
katerimi dobi ta evropski standard status nacionalnega standarda.
Najnovejši seznami teh nacionalnih standardov in njihovi bibliografski podatki se na zahtevo lahko dobijo

To dopolnilo obstaja v treh uradnih izdajah (angleški, francoski in nemški). Izdaje v drugih jezikih, ki jih

CENELEC, imajo enak status kot uradne izdaje.

Evropski predgovor
Ta dokument (EN 61010-1:2010/A1:2019) vsebuje besedilo dopolnila IEC 61010-1:2010/AMD1:2016,
ki ga je pripravil tehnični odbor IEC/TC 66 Varnost opreme za merjenje, nadzor in laboratorijsko
uporabo, vključno s skupnimi spremembami, ki jih je pripravil tehnični odbor CLC/SR 66 Varnost opreme
za merjenje, nadzor in laboratorijsko uporabo.
Določena sta bila naslednja datuma:
– zadnji datum, do katerega mora ta dokument dobiti (dop) 2019-08-22
status nacionalnega standarda bodisi z objavo
istovetnega besedila ali z razglasitvijo
– zadnji datum, do katerega je treba razveljaviti (dow) 2022-02-22
nacionalne standarde, ki so v nasprotju s tem
dokumentom
Opozoriti je treba na možnost, da so nekateri elementi tega dokumenta predmet patentnih pravic.
CENELEC ni odgovoren za ugotavljanje nobene od teh patentnih pravic.
To dopolnilo A1 k tretji izdaji spreminja tretjo izdajo, ki je bila objavljena leta 2010. Predstavlja tehnično
spremembo.
Ta izdaja kot dopolnilo vključuje naslednje znatne spremembe tretje izdaje in tudi številne druge
spremembe:
– Področje uporabe tega standarda je spremenjeno, da vključuje standardni odstavek, ki ga
zahtevajo Publikacije o skupinski varnosti. Sprememba ne vpliva na obseg opreme, vključen v
področje uporabe.
– Simboli so najprimernejša metoda za označevanje opozoril.
– Vrednosti mejne napetosti za dostopne dele so vrnjene na vrednosti iz druge izdaje v 6.3 in na sliki
2.
– Enosmerna napetost je kot alternativa dovoljena za preskušanje dielektrične trdnosti trdne in
tankoplastne izolacije v omrežnih tokokrogih kategorije II do vključno 300 V.
– V primeru dvoma se preskusi dielektrična trdnost zračnih in plazilnih razdalj v omrežnih tokokrogih
kategorij III in IV.
– Zahteva za moč 500 VA pri opremi za preskus dielektrične trdnosti z izmenično napetostjo je
nadomeščena z zahtevo, da se preskusna napetost vzdržuje ves čas preskusa.
– Meritve temperature (10.4.1) se izvedejo pri najneugodnejši okoliški temperaturi znotraj
NAZNAČENEGA območja okoliške temperature opreme, če to predstavlja manj ugoden pogoj.
– V 11.6 je preimenovana v "oprema, NAZNAČENA s stopnjo zaščite pred vdorom (koda IP)".
Predelana je v celoti in sedaj vsebuje celotne zahteve.
– Spremenjeni so preskusni tlaki za preskus hidravlike v 11.7.2.
– Spremenjene so zahteve za zaščito pred optičnim sevanjem. Povečano je pokritje.
– Spremenjene so zahteve za vezja, uporabljena za omejevanje PREHODNIH PRENAPETOSTI (14.8).
– V dodatku H je odstranjena številka preskusa 1 "Odpornost proti razenju".
Ta dokument je bil pripravljen v okviru mandata, ki sta ga Evropska komisija in Evropsko združenje za
prosto trgovino dala CENELEC, in podpira bistvene zahteve direktive (direktiv) Evropske unije.

Razglasitvena objava
To besedilo mednarodnega standarda IEC 61010-1:2010/AMD1:2016 je odobril CENELEC kot evropski
standard s skupnimi spremembami.

6.8.3.1 Preskus z izmenično napetostjo
Zamenja se prvi stavek z naslednjim stavkom:
Napetostni preskuševalnik mora biti sposoben vzdrževati preskusno napetost ves čas preskusa znotraj
± 5 % nastavljene vrednosti.

Razmerje med tem evropskim standardom in bistvenimi zahtevami Direktive
2014/35/EU [2014 OJ L96]
Ta evropski standard je bil pripravljen v okviru mandata M/511 Komisije glede harmoniziranih
standardov s področja Nizkonapetostne direktive, da se predloži prostovoljno sredstvo za zagotavljanje
skladnosti z varnostnimi zahtevami Direktive 2014/35/EU Evropskega parlamenta in Sveta z dne 26.
februarja 2014 o harmonizaciji zakonodaj držav članic v zvezi z omogočanjem dostopnosti na trgu
električne opreme, ki je načrtovana za uporabo znotraj določenih napetostnih mej [2014 OJ L96].
Ko bo ta standard objavljen v Uradnem listu Evropskih skupnosti v okviru navedene direktive, velja
domneva o skladnosti z ustreznimi varnostnimi cilji te direktive in z njo povezanih predpisov EFTA za
normativna poglavja tega standarda, podane v preglednici ZZ.1.

Predgovor
To dopolnilo je pripravil tehnični odbor IEC/TC 66 Varnost merilne, nadzorne in laboratorijske opreme.
Besedilo tega dopolnila temelji na naslednjih dokumentih:

4 Preskusi
4.1 Splošno

5.1.3 Napajalno OMREŽJE

Skladnost se preverja s pregledom in z meritvijo moči ali vhodnega toka, da se preveri, da so izpolnjene
zahteve iz 5.1.3.c). Meritev se izvede na vsakem NAZNAČENEM napetostnem območju, kjer je oprema v
stanju največje porabe moči ali toka, kot ustreza, s priključenim vsem priborom in vtičnimi moduli. Če
se vhodni tok v normalnem obratovalnem ciklu spreminja, se ustaljeni tok vzame kot srednja indikacija
največje izmerjene efektivne vrednosti v trajanju 1 min normalnega obratovalnega cikla. Da se izključi
vsakršni vklopni tok, se meritev ne izvede, dokler se tok ne ustali (navadno po 1 min). Prehodni pojavi
se ne upoštevajo.

This amendment A1 modifies the European Standard EN 61010-1:2010; it was approved by CENELEC on 2018-08-06. CENELEC

status of a national standard without any alteration.

This document (EN 61010-1:2010/A1:2019) consists of the text of IEC 61010-1:2010/AMD1:2016
prepared by IEC/TC 66 "Safety of measuring, control and laboratory equipment", together with the
common modifications prepared by CLC/SR 66 "Safety of measuring, control, and laboratory
equipment".

Attention is drawn to the possibility that some of the elements of this document may be the subject of
patent rights. CENELEC shall not be held responsible for identifying any or all such patent rights.
This amendment 1 to the third edition modifies the third edition published in 2010. It constitutes a
technical revision.
This edition as amended includes the following significant changes from the third edition, as well as
numerous other changes:
– The scope of the standard is modified to include the standard paragraph that Group Safety
Publications are required to have. It does not affect the range of equipment in the scope.
– Symbols are the preferred marking method over warnings.
– Limit voltage values for accessible parts have been brought back to the values of the
second edition in subclause 6.3 and Figure 2.
– d.c. is allowed as an alternative for dielectric testing of solid insulation and thin film
insulation in mains circuits of overvoltage category II up to 300 V.
– Clearances and creepage distances in mains circuits of overvoltage category III and IV are
subjected to dielectric testing in case of doubt.
– The 500 VA power requirement of the a.c. dielectric strength test equipment is replaced by
a requirement to maintain the test voltage throughout the test.
– Temperature measurements (10.4.1) are made at the least favourable ambient
temperature within the RATED ambient temperature range of the equipment if this
represents a less favourable condition.
– Subclause 11.6 is renamed to “Equipment RATED with a degree of ingress protection (IP
code)”. It is completely revised and includes now complete requirements.
– The test pressures for hydraulic tests in 11.7.2 are revised.
– The requirements for protection against optical radiation are revised. The coverage is
increased.
– The requirements for circuits used to limit TRANSIENT OVERVOLTAGES (14.8) are
revised.
– In Annex H the test number 1 “Scratch resistance” is removed.

and the European Free Trade Association, and supports essential requirements of EU Directive(s).

4 Tests
4.1 General

that the requirements of 5.1.3 c) have been met. The measurement is made at each RATED
voltage range with the equipment in the condition of maximum power or current consumption
as applicable with all accessories and plug-in modules connected. If the input current varies
during the normal operating cycle, the steady-state current is taken as the mean indication of
the highest measured r.m.s. value during a 1 min period of the normal operation cycle. To
exclude any initial inrush current, the measurement is not made until the current has
stabilized (usually after 1 min). Transients are ignored.

Additional symbols may be used to indicate the nature of the HAZARD such as symbol 12, 13,

Symbols are the preferred marking method over text warnings. Supplemental text may be

6 Protection against electric shock

6.6.4 TERMINALS for stranded conductors
Replacement:
Replace the first paragraph and its conformity statement with the following:
TERMINALS for stranded conductors that are intended to be connected during installation,
maintenance, or operation of the equipment shall be located or shielded so that there is no
possibility of accidental contact between HAZARDOUS LIVE parts of different polarity or between
such parts and other ACCESSIBLE parts, even if a strand of a conductor escapes from a
TERMINAL. This requirement does not apply to connections that are only to be made at the
manufacturing facility.
Conformity is checked by inspection after fully inserting a stranded conductor:
a) with the maximum length of insulation removed as specified by the equipment
manufacturer, or
b) with an 8 mm length of insulation removed if no specification is given by the equipment
manufacturer.
With one of the strands free, the free strand shall not touch parts of different polarity or other
ACCESSIBLE parts, when bent in every possible direction, without tearing back the insulation or
making sharp bends.
6.7.1.3 CREEPAGE DISTANCES
Addition:
Add the following paragraph just before the last paragraph:
A CREEPAGE DISTANCE may be split in several portions of different materials and/or have
different POLLUTION DEGREES if one of the CREEPAGE DISTANCES is dimensioned to withstand
the total voltage or if the total distance is dimensioned according to the material having the
POLLUTION DEGREE.

6.8 Procedure for voltage tests
6.8.1 General
Addition:
Add, after the fifth paragraph, the following:
When verifying a CLEARANCE within equipment, it is necessary to ensure that the specified
voltage appears at the CLEARANCE. PROTECTIVE IMPEDANCE, impedances and voltage-limiting
devices in parallel with the insulation to be tested may be disconnected.

6.8.3.1 The a.c. voltage test

The voltage tester shall have a regulated output capable of maintaining the test voltage
throughout the test. The waveform of the test voltage shall be substantially sinusoidal. This
requirement is fulfilled if the ratio between the peak value and the r.m.s. value is 2 ± 3 %.
The a.c. voltage test is performed at the RATED MAINS frequency, but for equipment RATED for
MAINS frequencies including 50 Hz and 60 Hz, a test at either 50 Hz or at 60 Hz is sufficient.
6.8.3.2 The 1 min d.c. voltage test

7 Protection against mechanical HAZARDS
7.1 General

unit. However, if one or more units are intended to be attached to and supported by another unit, these units are
treated as a single unit.

For the purposes of this subclause, the width of a finger is considered to be 1,2 cm and the
width of any other body part is considered to be 5,0 cm. The contact area will be determined
to be the width of the body part multiplied by the width of the moving part, or the cross-
sectional contact area of the moving part, if smaller.
EXAMPLE In a particular case, a finger might be able to touch a moving part that is 0,9 mm wide. If the part can
exert a continuous force of 40 N, then the contact pressure would be calculated as:
Area = 1,2 cm × 0,09 cm = 0,108 cm

Pressure = 40 N / 0,108 cm = 370 N/cm
In this case, the pressure exceeds the permissible limit even though the force is less than the permissible limit. In
this case, the moving part would be considered to be hazardous.
7.4 Stability

9 Protection against the spread of fire
9.4 Limited-energy circuit

10 Equipment temperature limits and resistance to heat

10.4.1 General

Alternatively, temperature measurements are made at the least favourable ambient
temperature within the RATED ambient temperature range of the equipment if this represents a
less favourable condition. Measures are taken to eliminate errors caused by the method of
achieving the test ambient temperature (e.g. suitable baffling or enclosure if the test is
conducted in an environmental chamber and the forced air movements would cool the exterior
of the equipment).
