Overview

EN 50663:2017 (CENELEC) is a European, harmonised product standard that defines simple conformity assessment methods for low‑power electronic and electrical equipment with respect to human exposure limits to electromagnetic fields (EMF) in the 10 MHz to 300 GHz range. It supports conformity assessment for the Radio Equipment Directive (2014/53/EU) and the Low Voltage Directive (2014/35/EU) where EMF exposure is the relevant safety objective. This standard is intended to be read alongside EN 62479:2010 and EN 62311:2008.

Key topics and requirements

  • Scope: Applies to low‑power equipment operating between 10 MHz and 300 GHz; focuses solely on human EMF exposure limits, not on electromagnetic compatibility (EMC) or unrelated product safety requirements.
  • Exposure conditions: Requires assessment of all reasonably foreseeable operating and human‑exposure conditions, including time‑averaging and multi‑band operation. Equipment intended only for worker use must be clearly identified.
  • Normative limits:
    • For the general public, basic restrictions follow Table 1 of Annex II of Council Recommendation 1999/519/EC.
    • For workers, exposure limit values follow Annex III (Tables A1–A3) of Directive 2013/35/EU.
  • Conformity assessment methods: Evaluation procedures reference EN 62479:2010 (routes and Pmax replacement values) and reporting as per EN 62311:2008.
  • Pmax values (assessment tiers):
    • General public - head & trunk: 20 mW; limbs: 40 mW
    • Workers - head & trunk: 100 mW; limbs: 200 mW
  • Uncertainty and reporting: Assessment uncertainty shall be calculated according to EN 62479; evaluation reports follow EN 62311 requirements.
  • Limitations: If a device cannot be shown compliant using EN 50663 methods, other EMF product standards must be used. This standard does not assess EMC with other equipment.
