Overview - EN 1914:2016 (CEN)
EN 1914:2016 is the European standard for inland navigation vessels covering work boats, ship’s boats and lifeboats used on inland waterways. Prepared by CEN/TC 15 and approved in 2016 (superseding EN 1914:2009), the standard applies to ship’s boats required by Annex II of Directive 2006/87/EC, lifeboats where no special lifesaving regime (e.g. ADN) applies, and small work boats used for short-distance transport or site operations. It explicitly excludes recreational craft (Directive 2013/53/EU) and firefighting/water‑rescue boats.
Key topics and technical requirements
EN 1914:2016 defines safety, design, equipment and testing requirements. Major technical topics include:
- Dimensional limits: boats are intended to be compact (overall length L between 3.5 m and 8 m) with specified relationships between length, breadth and hull height.
- Freeboard: minimum freeboard of 0.25 m when fully equipped and loaded to deadweight.
- Boat volume: minimum boat volume determined by Simpson’s rule or equivalent - at least 1.5 m³ or L × B × H ≥ 2.7 m³.
- Reserve buoyancy: reserve buoyancy for the unmanned flooded boat must meet the formula in the standard (distributed evenly via buoyancy units).
- Stability: stability tests require a residual freeboard ≥ 0.10 m under prescribed test conditions.
- Permissible persons & seating: boats must have seats for at least three persons; permissible number depends on deadweight and volume.
- Materials and buoyancy units: rules for hermetically sealed or expanded material buoyancy units and special provisions for inflatable boats.
- Propulsion and motors: motor installation, maximum motor rating and testing provisions (including trials for turning, stopping, reversing).
- Equipment, testing and marking: basic and additional equipment lists, verification of design data, strength, recovery and practical tests, and manufacturer’s plate/marking requirements.
- Annex A: examples and preferred dimensions for rigid-hull boats.
(See clauses 5–9 and Annex A in EN 1914:2016 for full details and test procedures.)
Practical applications - who uses this standard
EN 1914:2016 is used by:
- Boat designers and naval architects for compliant inland work boats and ship’s boats
- Shipbuilders and manufacturers producing lifeboats and service boats for inland vessels
- Vessel operators, port authorities and inland waterway regulators for procurement and inspections
- Classification societies and conformity assessors performing tests and certification
- Safety officers and maintenance teams ensuring onboard lifesaving and buoyancy systems meet European requirements
