—     les types (de données) de l’ASN.1 au sein des domaines de la perception de télépéage;

Overview

EN ISO 17573-3:2024 - "Electronic fee collection - System architecture for vehicle-related tolling - Part 3: Data dictionary" is a CEN-adopted ISO standard that specifies the syntax and semantics of data objects used in electronic fee collection (EFC) systems. The document defines ASN.1 data types and their assigned meanings in accordance with ISO/IEC 8824-1 (Abstract Syntax Notation One), providing a common data dictionary for vehicle-related tolling. It is intended to harmonize data exchange across tolling components while excluding data types that are primarily related to adjacent fields (e.g., C-ITS or financial-domain specifics).

Key topics and technical requirements

  • ASN.1-based data definitions: Uses Abstract Syntax Notation One (ASN.1) for formalizing data types and semantics as required by ISO/IEC 8824-1.
  • EFC common data object definitions: A comprehensive list of standardized data objects relevant to tolling systems (examples shown in the standard’s contents include AccountStatus, VehicleClass, Latitude/Longitude, EquipmentIccId/ObuId, Emission classes/values, TimeUnit, TariffClassId, and many more).
  • Subtypes of simple data types: Detailed subtype definitions for commonly used primitives and structured types to ensure consistent interpretation across implementations.
  • Scope limitation: Explicitly focuses on EFC-specific types and general-use types used in EFC-related standards; it does not aim to define ASN.1 types primarily for cooperative ITS (C-ITS), finance, or other adjacent domains.
  • Interoperability emphasis: By standardizing syntax and semantics, the document enables consistent data exchange, parsing, and validation across equipment, back-office systems, and roadside units.

Applications and who uses it

  • Toll system operators and service providers - adopt consistent data formats for account management, transaction records, and interoperability between national and cross-border tolling systems.
  • Equipment manufacturers (OBU/RSU) - implement standardized ASN.1 types for on-board units (OBU), roadside units (RSU), and other field devices.
  • Software developers and integrators - use the data dictionary to build compliant messaging, parsers, and middleware for tolling back-end systems.
  • National authorities and standards bodies - reference the standard for regulatory or procurement specifications to ensure vendor-neutral interoperability.
  • Testing and certification bodies - use the ASN.1 definitions for conformance testing and validation of EFC components.

Related standards

  • ISO 17573 series (system architecture for vehicle-related tolling) - Part 3 complements other parts of ISO 17573 dealing with architecture and interfaces.
  • ISO/IEC 8824-1 - referenced for ASN.1 syntax rules.
  • Adjacent domains: cooperative intelligent transport systems (C-ITS) and financial standards are acknowledged but not defined in this part.

By standardizing EFC data objects using ASN.1, EN ISO 17573-3:2024 supports reliable, interoperable tolling implementations across vendors and jurisdictions. Keywords: electronic fee collection, EFC data dictionary, ASN.1, ISO 17573-3, vehicle tolling, system architecture, toll interoperability.

Introduction
This document is a part of the ISO 17573 series which defines the system architecture for vehicle-related
tolling. ISO 17573-1 gives a reference model for the system architecture. ISO/TS 17573-2 provides a collection
of terms and definitions within the field of electronic fee collection (EFC) and road user charging that are
used in the different documents published by ISO and CEN under the general title Electronic fee collection.
This document (ISO 17573-3) provides a data dictionary that contains the definitions of ASN.1 (data) types
and the associated semantics.
The document is intended to be used as a reference by editors of ISO and CEN documents on EFC and in
related areas of standardization (such as Intelligent transport systems, ITS).
It is foreseen that the library of ASN.1 (data) types contained in this document will be augmented with
additional definitions as these become available.

1 Scope
This document specifies the syntax and semantics of data objects in the field of electronic fee collection
(EFC). The definitions of data types and assignment of semantics are provided in accordance with the
abstract syntax notation one (ASN.1) technique, as specified in ISO/IEC 8824-1. This document defines:
— ASN.1 (data) types within the field of EFC;
— ASN.1 (data) types of a more general use that are used more specifically in standards related to EFC.
This document does not seek to define ASN.1 (data) types that are primarily related to other fields that
operate in conjunction with EFC, such as cooperative intelligent transport systems (C-ITS), the financial
sector, etc.
