ETSI EN 300 676-2 V1.4.1 (2009-12) - Ground-based VHF hand-held, mobile and fixed radio transmitters, receivers and transceivers for the VHF aeronautical mobile service using amplitude modulation; Part 2: Harmonized EN covering essential requirements of article 3.2 of the R&TTE Directive
SIST EN 300 676-2 V1.4.1:2010 is an ETSI Harmonized European Standard adopted by SIST for ground-based VHF amplitude-modulated radio transmitters, receivers and transceivers used in the aeronautical mobile service. It specifies the essential requirements of article 3.2 of the R&TTE Directive for ground base stations, ground mobile radios and hand-held radios operating in the 118 MHz to 136,975 MHz band with 8,33 kHz or 25 kHz channels. In practice, it tells manufacturers and test labs what performance must be checked to support spectrum use and avoid harmful interference.
What does SIST EN 300 676-2 V1.4.1:2010 specify?
SIST EN 300 676-2 V1.4.1:2010 applies to Double Side Band Amplitude Modulation (DSB AM) equipment for analogue speech or ACARS data communication. Its scope is limited to ground-based stations and ground-use mobile and hand-held radios, and it supports conformity work for article 3.2 of the R&TTE Directive.
The document is organized into:

What are the key requirements of SIST EN 300 676-2 V1.4.1:2010?
SIST EN 300 676-2 V1.4.1:2010 requires the equipment to meet the transmitter and receiver limits defined in EN 300 676-1, and to be tested using the corresponding procedures from that part. The practical effect is that conformity is judged by measured performance, not by design intent alone.
Transmitter requirements
Clause 4.2.1 covers frequency error, conducted carrier power, adjacent channel power, conducted spurious emissions, intermodulation attenuation for base stations, and keying transient frequency behaviour for base stations. These are the main checks that show whether the transmitter stays on frequency and keeps unwanted emissions under control.
Receiver requirements
Clause 4.2.2 covers sensitivity, adjacent channel rejection, spurious response rejection, intermodulation response rejection, blocking or desensitisation, conducted spurious emissions, and cross modulation rejection. The note in this clause explains why these matters are important: weak receiver performance can force retransmissions and waste spectrum.
Environmental and test conditions
Clause 4.1 says the equipment must comply within the declared operational environmental profile. Clause 5 says testing must follow the environmental conditions and procedures in clauses 5 and 6 of EN 300 676-1, so the declared operating environment becomes part of the compliance claim.
Measurement results and uncertainty
Clause 5.2 requires the measured value to be compared with the applicable limit and the measurement uncertainty to be reported in the test record. It also points to TR 100 028 for calculating uncertainty, which matters because the test report must show how measurement variation was handled.
Essential radio test suites
Clause 5.3 identifies the transmitter and receiver test specifications that make up the Essential Radio Test Suite. Annex A then labels each requirement as unconditional or conditional and each test as essential, which is important because the essential tests are the ones used for presumption of conformity.
What terms does SIST EN 300 676-2 V1.4.1:2010 define?
SIST EN 300 676-2 V1.4.1:2010 defines the terms needed to describe the equipment types and test methods.
- Aeronautical mobile service - the mobile service between aeronautical stations and aircraft stations, with survival craft stations also able to participate.
- Ground base station - aeronautical station equipment for fixed-location use with an external antenna.
- Hand-held - radio equipment with integral batteries designed to be carried and operated by hand.
- Mobile station - radio equipment intended for temporary or permanent vehicle installation, with vehicle power and external-antenna connections.
- Portable station - radio equipment with an integral battery for independent hand-carried use.
- Conducted measurements - measurements made through a direct RF connection to the equipment under test.
- Radiated measurements - measurements made by observing the radiated field.
- Environmental profile - the range of environmental conditions within which the equipment must comply.
Who uses SIST EN 300 676-2 V1.4.1:2010?
SIST EN 300 676-2 V1.4.1:2010 is used by radio equipment manufacturers, compliance engineers, test laboratories, and conformity assessment bodies working on aeronautical VHF AM equipment. It is also relevant to quality managers and buyers who need to confirm that a product has been designed and tested for the intended air-ground spectrum use. In practice, these users apply it when planning design verification, preparing test reports, and building the technical file for market access.
Which standards are used with SIST EN 300 676-2 V1.4.1:2010?
SIST EN 300 676-2 V1.4.1:2010 relies on these named standards and related documents:
- ETSI EN 300 676-1 (V1.4.1) - provides the technical characteristics, limit values and test procedures that Part 2 references throughout clauses 4 and 5.
- ETSI EN 300 113-1 (V1.6.1) - a related measurement and technical-characteristics standard for radio equipment with an antenna connector.
- ETSI TR 100 028 (V1.4.1) - provides the method for calculating measurement uncertainties.
What does the SIST EN 300 676-2 V1.4.1:2010 document contain?
SIST EN 300 676-2 V1.4.1:2010 contains requirement statements, test method references, and a requirement-to-test traceability table in Annex A. It also includes a measurement-uncertainty table in clause 5.2, which test laboratories use when writing reports and deciding whether a measured result supports compliance. Annex A is especially useful because it shows which checks are unconditional, which are conditional on base-station functionality, and which tests are part of the essential suite for conformity assessment.

ETSI ETSI EN 300 676-2 V1.4.1 (2010-04) 6 1 Scope The present document applies to DSB AM ground base stations, with channel separations of 8,33 kHz or 25 kHz intended for analogue speech or intended for ACARS data communication. The scope of the present document is limited to ground based stations, ground mobile and hand-held radios for ground use. These radio equipment types are capable of operating in all or any part of the aeronautical frequency band between 118 MHz and 136,975 MHz. The present document is intended to cover the provisions of Directive 1999/5/EC [i.1] (R&TTE Directive), article 3.2, which states that ". radio equipment shall be so constructed that it effectively uses the spectrum allocated to terrestrial/space radio communications and orbital resources so as to avoid harmful interference". In addition to the present document, other ENs that specify technical requirements in respect of essential requirements under other parts of article 3 of the R&TTE Directive as well as essential requirements under the Single European Sky Interoperability Regulation (as amended) [i.2] and related implementing rules may apply to equipment within the scope of the present document. NOTE: A list of such ENs is included on the web site http://www.newapproach.org. 2 References References are either specific (identified by date of publication and/or edition number or version number) or non-specific. • For a specific reference, subsequent revisions do not apply. • Non-specific reference may be made only to a complete document or a part thereof and only in the following cases:
