SIST EN 300 676-2 V1.5.1:2011 is the Slovenian adoption of ETSI EN 300 676-2, a Harmonized European Standard for ground-based VHF hand-held, mobile and fixed radio transmitters, receivers and transceivers using amplitude modulation in the aeronautical mobile service. It specifies the essential requirements of article 3.2 of the R&TTE Directive, so the document is about effective spectrum use and avoiding harmful interference for ground equipment operating in the 118 MHz to 136,975 MHz band.
What does SIST EN 300 676-2 V1.5.1:2011 specify?
SIST EN 300 676-2 V1.5.1:2011 applies to DSB AM ground base stations, ground mobile radios and hand-held radios for ground use. The scope is limited to equipment intended for analogue speech and ACARS data communication in the aeronautical frequency band.
The document is organized into five clauses and three annexes:
| Annex | What it covers |
|---|---|
| Annex A | Normative HS Requirements and conformance Test specifications Table (HS-RTT) |
| Annex B | The EN title in the official languages |
| Annex C | Bibliography |
Clause 1 states the scope, Clause 2 gives references, Clause 3 defines terms and abbreviations, Clause 4 sets technical requirements, and Clause 5 sets the compliance test approach.
What are the key requirements of SIST EN 300 676-2 V1.5.1:2011?
SIST EN 300 676-2 V1.5.1:2011 ties each requirement to EN 300 676-1 and then adds the requirements needed for presumption of conformity under article 3.2. In practice, this means a manufacturer or test house uses Part 1 for the technical detail and Part 2 for the harmonized compliance target.
- Clause 4.1 - Environmental profile: the supplier shall declare the operating environmental profile, and the equipment shall meet the technical requirements throughout that declared range. In practice, the declared conditions become part of the compliance claim and the test plan.
- Clause 4.2.1 - Transmitter performance: the transmitter requirements cover frequency error, carrier power, adjacent channel power, conducted spurious emissions, and cabinet radiation. For base stations only, intermodulation attenuation and keying transient frequency behaviour also apply. This is the core of spectrum discipline: the transmitter must stay on frequency and limit unwanted emissions.
- Clause 4.2.2 - Receiver performance: the receiver requirements cover sensitivity, adjacent channel rejection, spurious response rejection, intermodulation response rejection, blocking or desensitisation, conducted spurious emissions, cross modulation rejection, and cabinet radiation. This matters because aeronautical VHF use depends on clear reception in crowded RF conditions.
- Clause 5.1 - Test conditions: testing follows the environmental conditions and procedures in clauses 5 and 6 of EN 300 676-1. This keeps the compliance tests aligned with the companion measurement standard.
- Clause 5.2 - Measurement uncertainty: the test report shall include the uncertainty for each measured parameter, and the uncertainty shall stay within the limits in Table 1. The figures are to be calculated using ETSI TR 100 028, so labs must document uncertainty, not only the measured value.
- Clause 5.3 - Essential radio test suites: transmitter and receiver tests are defined by cross reference to EN 300 676-1, and cabinet radiation uses the EN 300 113-1 test procedure. This gives a clear route from requirement to test method for type testing and conformance work.
- Annex A - HS-RTT: the requirements table marks each item as unconditional or conditional, and each test as essential or other. That helps decide which items are mandatory for a given equipment configuration, especially base-station-only functions.
What terms does SIST EN 300 676-2 V1.5.1:2011 define?
- ACARS (Aircraft Communications Addressing and Reporting System): a data communication system used in the aeronautical environment, named here because the scope includes equipment intended for ACARS data communication.
- AM (Amplitude Modulation): the modulation method used by the equipment covered by the standard.
- DSB (Double Side Band): the specific AM form named in the scope for the ground base stations.
- environmental profile: the declared range of operating environmental conditions within which the equipment must comply.
- ground base station: aeronautical station equipment for use with an external antenna and intended for a fixed location.
- conducted measurements: measurements made through a direct RF connection to the equipment under test.
- radiated measurements: measurements that use a radiated field rather than a direct connection.
Who uses SIST EN 300 676-2 V1.5.1:2011?
Manufacturers of aeronautical VHF ground radios use this standard when designing and declaring conformity for transmitters, receivers and transceivers. Test laboratories use it to set up type tests, record uncertainty and map results to the essential requirements.
Quality managers, conformity assessment teams and buyers use it to check whether equipment is intended for the right frequency band, station type and compliance route. It is also relevant to organizations that specify or procure ground equipment for analogue speech and ACARS-related communication.
Which standards are used with SIST EN 300 676-2 V1.5.1:2011?
- ETSI EN 300 676-1 (V1.5.2): provides the technical characteristics, measurement methods, limits and test procedures that Part 2 references for transmitter and receiver compliance.
- ETSI EN 300 113-1 (V1.6.2): provides the test procedure used for cabinet radiation measurements.
- ETSI TR 100 028 (V1.4.1): provides the method for calculating measurement uncertainties.
What does the SIST EN 300 676-2 V1.5.1:2011 document contain?
Annex A contains the HS-RTT table that links each requirement to its clause, shows whether it is unconditional or conditional, and identifies the essential test specification. Clause 5 also explains how measurement uncertainty is to be reported and how test results are interpreted against limits.
The document therefore serves as a compliance map rather than a full technical handbook. It tells a test house what to verify, which clauses to use, and which companion ETSI documents supply the detailed methods and limits.
