A European Standardization Mandate is a formal request from the European Commission to the European Standardization Organizations (CEN, CENELEC, and ETSI) to develop European standards (ENs) in support of EU legislation and policies. Mandates are issued under Regulation (EU) No 1025/2012 and help ensure that products and services meet the essential requirements set out in EU directives and regulations.

The present document states the minimum performance requirements for radio transmitters receivers and transceivers at ground-based aeronautical stations operating in the VHF band (118 MHz to 136,975 MHz) allocated to the aeronautical mobile service. The present document applies to DSB AM systems, with channel separations of 8,33 kHz or 25 kHz intended for analogue speech and ground base stations with a channel spacing of 25 kHz intended for ACARS data communication. The scope of the present document is limited to ground base stations, ground mobile and hand held radios for ground use.
