Overview
EN ISO 16276-2:2025 - "Corrosion protection of steel structures by protective paint systems - Assessment of, and acceptance criteria for, the adhesion/cohesion (fracture strength) of a coating - Part 2: Cross‑cut testing and X‑cut testing" - specifies procedures for assessing the resistance of paint systems when a right‑angle lattice (cross‑cut) or an X‑shaped cut is made through the coating down to the substrate. Published/endorsed by CEN (May 2025), this document is intended for on‑site (field) assessment and complements the ISO 12944 series for protective paint systems.
Key topics and requirements
- Test methods: Defines the principles and procedures for the cross‑cut test and the X‑cut test as field assessment tools for adhesion/cohesion (fracture strength).
- Applicability: Applies only when the cross‑cut or X‑cut test method is explicitly specified together with the rating scale to be used.
- Equipment and materials: Specifies suitable test apparatus for performing cross‑cut and X‑cut tests on coated steel structures.
- Inspection areas & sampling plans: Defines how to select inspection areas, minimum numbers of tests, and sampling plans for representative assessment.
- Acceptance/rejection criteria: Provides criteria for assessing test outcomes and deciding acceptance or rejection of the coating based on the selected rating scale.
- Test reporting: Requires standardized expression of results and content of the test report.
- Limitations: Notes that the method is destructive and that the standard does not prescribe ratings for specific coating systems.
Practical applications
- Field quality control and acceptance testing: Use the cross‑cut/X‑cut tests to verify adhesion/cohesion during project handover or intermediate inspections.
- Maintenance and inspection of steel structures: Rapid on‑site checks to assess remaining coating integrity before maintenance decisions.
- Specification and contract compliance: Contractors, specifiers and owners can reference EN ISO 16276‑2:2025 in coating specifications and acceptance criteria.
- Failure investigation: Provides a structured, reproducible method for forensic analysis of coating delamination or poor adhesion.
Who uses this standard
- Coatings inspectors and QA/QC personnel
- Corrosion and asset engineers
- Surface treatment contractors and steel fabricators
- Paint and coating manufacturers (for field verification)
- Third‑party certification bodies and clients procuring coated steel structures

Foreword
ISO (the International Organization for Standardization) is a worldwide federation of national standards
bodies (ISO member bodies). The work of preparing International Standards is normally carried out through
ISO technical committees. Each member body interested in a subject for which a technical committee
has been established has the right to be represented on that committee. International organizations,
governmental and non-governmental, in liaison with ISO, also take part in the work. ISO collaborates closely
with the International Electrotechnical Commission (IEC) on all matters of electrotechnical standardization.
The procedures used to develop this document and those intended for its further maintenance are described
in the ISO/IEC Directives, Part 1. In particular, the different approval criteria needed for the different types
of ISO document should be noted. This document was drafted in accordance with the editorial rules of the

Introduction
The main purpose of this document is to supplement the ISO 12944 series with regard to the field assessment
of, and acceptance criteria for, the adhesion/cohesion of a coating.
NOTE 1 This document applies to the assessment of cross-cut testing and X-cut testing of paint coatings on steel
structures on site. ISO 2409 specifies a cross-cut test.
Fracture strength testing is normally destructive and therefore requires repair work, the extent of which
will depend on the specification and the durability required of the protective paint coating.
This document aims to minimize variability and achieve uniformity of practice in the assessment of the
fracture strength of a protective paint coating and t
