Railway applications - Measuring of new and modified freight wagons - Part 1: Measuring principles
This European Standard specifies requirements for measuring freight wagons and bogies. This ensures that the measuring methods are applied in accordance with uniform criteria. It applies to new and modified freight wagons and bogies. Provisions going beyond the scope of these requirements should be agreed upon by the contracting parties involved.
The measuring methods relate to the whole or parts of the underframes with or without add-ons if the geometrical structure does not permit anything else. Where appropriate, other measuring methods not specified here are necessary and should be specified in each individual case. This applies as appropriate to bogies.

Overview
SIST EN 13775-1:2004 is a European Standard developed by CEN that establishes uniform measuring principles for new and modified freight wagons and bogies used in railway applications. This standard ensures consistent measurement methods, promoting interoperability and safety across European railway networks. It applies to both entire underframes and parts thereof, including add-ons, particularly when geometric configurations restrict other measuring approaches. While this standard sets foundational requirements, any additional measuring provisions must be mutually agreed upon by contracting parties.
Key Topics
Scope and Applicability:
EN 13775-1 covers measurement requirements for new and modified freight wagons and bogies, providing a baseline for uniform dimensional verification. It focuses on measuring underframes or components, ensuring that operational safety and design integrity are maintained.Measurement Conditions and Accuracy:
Measurements must be conducted on unrestrained components at ambient temperatures between 10 °C and 30 °C (20 °C ± 10 °C) to avoid heat distortion. Measuring equipment with an accuracy of ±0.5 mm is recommended. Calibration and documentation of measurement instruments are essential for maintaining precision.Terminology and Definitions:
The standard defines key terms related to modifications, finished products, original identity, and substantial modifications-clarifying when and how measurement rules apply during changes that affect the wagon’s or bogie’s identity or structural shape.Dimensional Designations and Measuring Points:
Dimensional letters specify directions: x (longitudinal), y (transverse), and z (height). Measuring points are indexed by position along the vehicle, designating left (L) and right (R) sides based on viewing direction from vehicle end 2 to end 1. This systematic approach aids in consistent data recording and analysis.Orientation and Direction:
The standard defines vehicle ends and sides using consistent direction rules:- End 1 is the front in the driving direction; End 2 is the rear.
- Sides are assigned as left (L) or right (R).
- For freight wagons with hand brakes, the brake is located at End 2.
- Bogies are similarly oriented based on brake fixed point positions.
Applications
SIST EN 13775-1:2004 is essential for manufacturers, maintenance organizations, and railway operators involved in the construction, modification, and inspection of freight wagons and bogies. Its implementation supports:
- Quality Control: Ensures that all new and modified rolling stock meet dimensional tolerances for safe operation.
- Interoperability: Standardized measurement allows wagons to be used seamlessly across different European railway networks.
- Regulatory Compliance: Helps satisfy national and international inspection requirements for freight wagons.
- Design Verification: Facilitates evaluation of modifications related to wagon purpose or structural changes.
- Documentation: Provides a basis for clear measurement records supporting certification and approval processes.
Related Standards
This standard is part of the EN 13775 series related to measuring freight wagons and bogies:
- EN 13775-2: Measuring freight wagons with bogies
- EN 13775-3: Measuring freight wagons with 2 wheelsets
- prEN 13775-4: Measuring bogies with 2 wheelsets
- prEN 13775-5: Measuring bogies with 3 wheelsets
- prEN 13775-6: Measuring tight-coupled freight wagons
These complementary standards provide specific measurement methods adapted to different wagon and bogie configurations. Users should apply EN 13775-1 principles as a foundation and refer to these parts for detailed measurement procedures relevant to their vehicle type.
By adhering to SIST EN 13775-1:2004, stakeholders in rail freight transport achieve consistent, reliable measurement practices that underpin the safety, functionality, and interoperability of European freight wagons and bogies. This harmonization is critical in supporting efficient cross-border railway operations and lifecycle management of rolling stock.
