SIST EN 301 489-18:2001 is the Slovenian adoption of ETSI EN 301 489-18 V1.1.1 for Terrestrial Trunked Radio (TETRA) equipment. It specifies electromagnetic compatibility (EMC) test conditions, performance assessment, and pass criteria for TETRA radio equipment and associated ancillary equipment, using EN 301 489-1 as the common base. It is intended for EMC conformity work under the EMC Directive and article 3.1b of the R&TTE Directive.
What does SIST EN 301 489-18:2001 specify?
SIST EN 301 489-18:2001 covers the EMC assessment of TETRA radiocommunications equipment and ancillary equipment. It focuses on how to test the equipment and how to judge whether it continues to work acceptably when exposed to EMC phenomena.
The standard excludes antenna port technical requirements and emissions from the enclosure port, which are handled in the relevant product standards for radio spectrum use. It also excludes EMC requirements for equipment covered by the Marine Equipment Directive.
The document is organized into:
- Clause 1: Scope
- Clause 2: References
- Clause 3: Definitions and abbreviations
- Clause 4: Test conditions
- Clause 5: Performance assessment
- Clause 6: Performance criteria
- Clause 7: Applicability overview
- Annex A: Examples of radio equipment in scope
Annex A gives examples of TETRA equipment covered by the document, including mobile, base station and portable types.
What are the key requirements of SIST EN 301 489-18:2001?
SIST EN 301 489-18:2001 builds on EN 301 489-1, but adds TETRA-specific test arrangements and pass criteria. In practice, this means the lab must use the common EMC methods from the base standard, then apply the extra rules here for TETRA signaling, audio paths and data links.
Test conditions and wanted signals
Clause 4 says the equipment is tested under the normal test conditions of ETS 300394-1, with the extra arrangements defined here. For DMO, V+D and PDO equipment, a TETRA transceiver or a base/mobile station may form part of the measurement system. This matters because the setup can include real TETRA radio functions, not just isolated hardware.
RF exclusion bands and narrowband responses
Clause 4.3 defines exclusion bands for receivers and transmitters, and both sides apply together for duplex transceivers. Clause 4.4 sets the narrowband response handling, including a 25 kHz intermediate-frequency bandwidth when the manufacturer does not declare one. This prevents the EMC test from being distorted by normal receiver selectivity.
Normal test modulation
Clause 4.5 defines the normal modulation used during testing. Speech-capable equipment uses TETRA speech traffic channel conditions, while non-speech V+D, DMO and PDO equipment uses the relevant TETRA test channels and data streams. For data links, the method uses a continuous pseudorandom sequence and BER or MER readout, so the lab can judge link quality under disturbance.
Performance assessment
Clause 5 ties the EMC tests to the equipment’s main function: establishing and maintaining the communication link. Clause 5.6 adds a specific audio breakthrough assessment for equipment with audio capability. In practice, this means the speech path is checked for unwanted pickup while the radio is stressed by EMC tests.
Performance criteria
Clause 6 distinguishes speech and non-speech equipment. For speech equipment, the audio output during immunity testing must stay at least 35 dB below the reference level, and the speech channel must not mute accidentally. For non-speech equipment, the BER must not exceed 10-2 or the MER must stay within the stated limit. After the test, the equipment must keep its link, user controls and stored data intact, and transmitters must not start transmitting unintentionally.
Special immunity conditions
Clause 7.2 adds special conditions to EN 301 489-1 immunity methods. For example, RF field and common-mode tests use 80% amplitude modulation with a 1020 Hz tone, and the stepped-frequency increment can change for transmitters with a non-continuous duty cycle. The test house must also record which surface was exposed, so the setup is traceable.
What terms does SIST EN 301 489-18:2001 define?
- Ancillary equipment - Equipment used with a transmitter or receiver to add control or operational features, but not usable on its own as the main radio function.
- Direct Mode Operation (DMO) - A TETRA mode for direct radio operation without the usual network path.
- Voice plus Data (V+D) - A TETRA mode that combines voice and data on the air interface.
- Packet Data Optimized (PDO) - A TETRA mode optimized for packet data transmission.
- Bit Error Ratio (BER) - A measure of how many bits are received in error, used here for non-speech performance testing.
- Message Erasure Rate (MER) - A measure of how many messages are lost or erased, used for certain non-speech TETRA tests.
- Equipment Under Test (EUT) - The device being checked in the EMC test.
- Ear Reference Point (ERP) - The reference point used for speech output measurement on the receive side.
Who uses SIST EN 301 489-18:2001?
SIST EN 301 489-18:2001 is used by TETRA equipment manufacturers, EMC test laboratories, conformity assessment bodies, and technical managers who need to verify EMC performance. It is also used by buyers and quality teams who need to know whether a TETRA base station, mobile, portable, gateway or repeater has been assessed against the right EMC standard.
In practice, they use it for test planning, lab setup, pass/fail evaluation, and preparing technical documentation for regulatory conformity.
Which standards are used with SIST EN 301 489-18:2001?
- EN 301 489-1 - Provides the common technical requirements, general EMC test conditions, and the base emission and immunity framework.
- ETS 300394-1 - Supplies the TETRA radio conformance test specification and the normal test conditions used here.
- ETS 300395-2 - Provides the TETRA speech codec reference used for speech traffic channel testing.
- ETS 300392-2 - Provides TETRA V+D air interface details and the TCH/7.2 and SCH/F test signals.
- ETS 300396-2 - Provides TETRA Direct Mode Operation radio aspects and related test signals.
- ETS 300393-2 - Provides the TETRA Packet Data Optimized air interface and NBCH test signal.
- ITU-T Recommendation O.153 - Provides the pseudorandom bit sequence basis used for data/message test streams.
What does the SIST EN 301 489-18:2001 document contain?
The document contains the TETRA-specific EMC test conditions, performance assessment rules, and performance criteria that sit on top of EN 301 489-1. It also includes special immunity test conditions in a table, which tell the lab how to adapt certain RF field and common-mode tests for TETRA equipment.
Two figures show the audio breakthrough measurement setup and the calibration setup. These figures support testing of speech-capable equipment by showing how to measure uplink and downlink audio levels during EMC exposure.
Annex A gives examples of equipment in scope, including mobile stations, base stations, direct mode equipment, repeaters and gateway types. That helps users decide whether a specific TETRA product family belongs under this standard.
