1.1   General
This document applies to:
-   filling machines with cylinder and piston;
-   filling machines with feed intake hopper;
-   filling machines with vacuum hopper;
hereafter referred to as filling machines which process e.g. meat, cheese and other pasty substances, excluding dry or frozen materials. They pump foodstuff into casings or bring it to a following process.
This document applies also to the interchangeable equipment for filling machines with which a wide range of additional functions can be implemented. For example: portioning, depositing, mincing, co-extruding, dividing and forming.
This document deals with all significant hazards, hazardous situations and events relevant to filling machines and interchangeable equipment (hereafter referred to as machines), when they are used as intended and under the conditions foreseen by the manufacturer and also the reasonable foreseeable misuse (see Clause 4).
These significant hazards, hazardous situations and events can arise during all the life phases including transportation, assembly, dismantling, disabling and scrapping of the machines.
This document is not applicable to machines which were manufactured before the date of publication of this document by CEN.
Filling machines described in this document are no forming, filling and sealing machines as described in EN 415-3:1999+A1:2009. Clipping machines as described in EN 13885:2005+A1:2010 are not covered by this document.
1.2   Types of filling machines and interchangeable equipment covered by this standard
1.2.1   Filling machines with cylinder and piston
Filling machines with cylinder and piston consist of piston, closing cover, machine frame, accessory drive mechanism and electrical and hydraulic components (see Figure 1).
The material being processed will be fed by hand into the cylinder.
Filling machines with cylinder and piston can be fitted with a dividing device.
1.2.2   Filling machines with feed intake hopper
Filling machines with feed intake hopper (with or without infeed auger, see Figure 2) consist of feeder on the discharge side of the feed intake hopper, machine frame, drive mechanism for interchangeable equipment and electric, electronic or pneumatic components, depending on machine type.
The material being processed will be fed by hand (or optionally a loading device) into the feeding hopper of the filling machine.
Filling machines with feed intake hopper can be equipped with:
-   dividing device;
-   cover or photoelectric guard at the mouth of the feed intake hopper;
-   pressure-sensitive protective device at the hopper edge;
-   divided hopper;
-   infeed auger;
-   counter auger;
-   step or ladder;
-   two-hand control device at the mouth of the feed intake hopper;
-   knee-operated lever switches or hand operated switches.

1.2.3   Filling machines with vacuum hopper
Filling machines with vacuum hopper (with or without infeed auger, see Figure 3) consist of suction pipe with storage container, feeder, vacuum hopper with locking device on the intake side, machine frame, drives for interchangeable equipment and electrical, electronic or pneumatic components, depending on the machinery category.
Filling machines with vacuum hoppers can be loaded by one or more of the following:
-   manual loading;
-   vacuum suction;
-   feeder.
Filling machines with vacuum hoppers are to be switched on and off by lever switches operated by knee or hand and/or by remote control signals.
Filling machines with vacuum hoppers can be equipped with:
-   dividing device;
-   cover on vacuum hopper;
-   infeed auger;
-   counter auger;
-   foot board or ladder;
-   suction pipe and storage container.

1.2.4   Interchangeable equipment for filling machines
Interchangeable equipment are devices which can be assembled to filling machinery by the operator in order to attribute one or more new functions such as: portioning, twisting, voiding, forming, mincing. (....)

1.1   Allgemeines
Dieses Dokument gilt für:
-   Füllmaschinen mit Zylinder und Kolben;
-   Füllmaschinen mit Einfülltrichter;
-   Füllmaschinen mit Vakuum-Einfülltrichter,
im weiteren Verlauf bezeichnet als Füllmaschinen, die z. B. Fleisch, Käse und andere pastöse Produkte nicht aber trockene oder tiefgefrorene Produkte verarbeiten. Nahrungsmittel werden in Produkthüllen gepumpt oder dem folgenden Prozess zugeführt.
Dieses Dokument gilt darüber hinaus für auswechselbare Ausrüstung für Füllmaschinen, mit denen eine Vielzahl zusätzlicher Funktionen ausgeführt werden kann. Zum Beispiel: Portionierung, Ablegen, Zerkleinern, Co-Extrudieren, Teilen und Formen.
Dieses Dokument behandelt alle signifikanten Gefährdungen, Gefährdungssituationen und Gefährdungsereignisse, die für Füllmaschinen und auswechselbare Ausrüstung (im weiteren Verlauf als Maschinen bezeichnet) relevant sind, wenn sie bestimmungsgemäß und unter den vom Hersteller vorgesehenen Bedingungen sowie einschließlich der vernünftigerweise vorhersehbaren Fehlanwendungen verwendet werden (siehe 4).
Diese signifikanten Gefährdungen, Gefährdungssituationen und Gefährdungsereignisse können während aller Lebensdauerphasen einschließlich des Transports, des Zusammenbaus, der Demontage, der Außerbetriebsetzung und der Verschrottung der Maschinen auftreten.
Dieses Dokument gilt nicht für Maschinen, die vor dem Datum der Veröffentlichung dieses Dokuments durch CEN hergestellt wurden.
Die in diesem Dokument behandelten Füllmaschinen sind keine Form-, Füll- und Verschließmaschinen nach EN 415-3. Clipmaschinen wie in EN 13885 festgelegt werden in dieser Norm nicht behandelt.
1.2   In dieser Norm behandelte Bauarten von Füllmaschinen und auswechselbaren Ausrüstungen
1.2.1   Füllmaschinen mit Zylinder und Kolben
Füllmaschinen mit Zylinder und Kolben bestehen aus Kolben, Verschlussdeckel, Maschinenständer, Antriebsmechanismen für Zubehörteile und elektrischen und hydraulischen Komponenten (siehe Bild 1).
Das zu verarbeitende Füllgut wird von Hand in den Zylinder eingegeben.
Füllmaschinen mit Zylinder und Kolben können mit einer Abteileinrichtung ausgerüstet sein.
1.2.2   Füllmaschinen mit Einfülltrichter
Füllmaschinen mit Einfülltrichter (mit oder ohne Zubringerkurve, siehe Bild 2) bestehen aus Förderwerk an der Auslaufseite des Einfülltrichters, Maschinenständer, Antriebsmechanismen für auswechselbare Ausrüstung und elektrischen, elektronischen oder pneumatischen Komponenten, abhängig von der Maschinenart.
Das zu verarbeitende Produkt wird von Hand (oder optional durch eine Beschickungseinrichtung) in den Einfülltrichter der Füllmaschine eingegeben.
Füllmaschinen mit Einfülltrichter können ausgerüstet sein mit:
-   Abteileinrichtung;
-   Deckel oder fotoelektrischer Schutzeinrichtung an der Einfülltrichteröffnung;
-   druckempfindliche Schutzeinrichtung an der Kante des Einfülltrichters;
-   geteilter Einfülltrichter;
-   Zubringerkurve;
-   Stopper;
-   Auftritt oder Leiter;
-   Zweihandschaltung an der Einfülltrichteröffnung;
-   kniebetriebene Hebelschalter oder handbetriebene Schalter.

1.2.3   Füllmaschinen mit Vakuum-Einfülltrichter
Füllmaschinen mit Vakuum-Einfülltrichter (mit oder ohne Zubringerkurve, siehe Bild 3) bestehen aus einem Saugrohr mit Lagerbehälter, einem Förderwerk, einem Vakuum-Einfülltrichter mit Verriegelungseinrichtung auf der Eintrittsseite, einem Maschinenständer, Antrieben für auswechselbare Ausrüstung und elektrischen, elektronischen und pneumatischen Komponenten je nach Maschinenkategorie.
Füllmaschinen mit Vakuum-Einfülltrichtern können auf eine oder mehrere der folgenden Arten beschickt werden:
-   Handbeschickung;
-   Vakuumansaugung;
-   Förderwerk.
Füllmaschinen mit Vakuum-Einfülltrichtern müssen durch knie- oder handbetriebene Hebelschalter und/oder Fernsteuerungssignale ein- und ausgeschaltet werden.

1.1   Généralités
Le présent document s’applique aux :
-   machines à pousser à cylindre et piston ;
-   machines à pousser avec trémie d'alimentation ;
-   machines à pousser avec trémie sous vide ;
ci-après dénommées machines à pousser qui traitent, par exemple, de la viande, du fromage et d'autres substances pâteuses, à l'exception des produits secs ou surgelés. Elles amènent par aspiration les aliments dans des enveloppes ou les dirigent au process suivant.
Le présent document s'applique également aux équipements interchangeables des machines à pousser avec lesquelles de nombreuses fonctions supplémentaires peuvent être mises en œuvre. Par exemple : portionnement, garnissage, hachage, coextrusion séparation et formage.
Le présent document traite de tous les phénomènes dangereux, situations et événements dangereux significatifs spécifiques aux machines à pousser et aux équipements interchangeables, lorsqu'ils sont utilisés normalement et dans des conditions de mauvaises utilisation raisonnablement prévisibles par le fabricant (voir l'Article 4).
Ces phénomènes dangereux, situations dangereuses et événements dangereux significatifs peuvent se produire à toutes les phases de la vie y compris le transport, l'assemblage, le démontage, la mise hors service et la mise au rebut des machines.
Le présent document ne s’applique pas aux machines qui ont été fabriquées avant la date de publication du présent document par le CEN.
Les machines à pousser, décrites dans le présent document ne sont pas les machines à former, à pousser et à emballer décrites dans l'EN 415-3:1999+A1:2009. Les machines à attacher décrites dans l’EN 13885:2005+A1:2010 ne sont pas couvertes par le présent document.
1.2   Types de machines à pousser et équipements interchangeables couverts par la présente norme
1.2.1      Machines à pousser à cylindre et piston
Les machines à pousser à cylindre et piston sont constituées d'un piston, d'un couvercle de fermeture, d'un bâti, d'un mécanisme d’entraînement des accessoires et de composants électriques et hydrauliques (voir Figure 1).
Le produit à traiter est amené manuellement dans le cylindre.
Les machines à pousser à cylindre et piston peuvent être équipées d'un diviseur.
1.2.2      Machines à pousser avec trémie d'alimentation
Les machines à pousser avec trémie d’alimentation (avec ou sans racleur, voir Figure 2) sont constituées d'un dispositif d’amenée du côté évacuation de la trémie d’alimentation, d’un bâti, d'un mécanisme d’entraînement des équipements interchangeables et de composants électriques, électroniques ou pneumatiques selon le type de machine.
Le produit à traiter est amené manuellement (ou optionnellement par un dispositif de chargement) dans la trémie d'alimentation de la machine à pousser.
Les machines à pousser avec trémie d'alimentation peuvent être équipées de :
-   diviseur ;
-   couvercle ou protecteur photoélectrique au niveau de l'ouverture de la trémie d’alimentation ;
-   dispositif de protection sensible à la pression au niveau du bord de la trémie ;
-   trémie divisée ;
-   racleur ;
-   butée ;
-   marchepied ou échelle ;
-   dispositif de commande bimanuelle au niveau de l'ouverture de la trémie d'alimentation ;
-   interrupteurs à levier commandés par le genou ou à la main.

1.2.3      Machines à pousser avec trémie sous vide
Les machines à pousser avec trémie sous vide (avec ou sans racleur, voir Figure 3) sont constituées d'un tuyau d'aspiration avec réservoir de stockage, d'un dispositif d'amenée, d'une trémie sous vide avec dispositif de verrouillage du côté aspiration, d'un bâti, d'entraînements pour les équipements interchangeables et de composants électriques, électroniques ou pneumatiques, selon la catégorie de machine.

This document (EN 12463:2021) has been prepared by Technical Committee CEN/TC 153 “Machinery
intended for use with foodstuffs and feed”, the secretariat of which is held by DIN.
This European Standard shall be given the status of a national standard, either by publication of an
identical text or by endorsement, at the latest by July 2021, and conflicting national standards shall be
withdrawn at the latest by July 2021.
Attention is drawn to the possibility that some of the elements of this document may be the subject of

Introduction
This document is a type-C-standard as stated in EN ISO 12100.
This document is of relevance in particular for the following stakeholder groups representing the market
players with regard to machinery safety:
— machine manufacturers (small, medium and large enterprises);
— health and safety bodies (regulators, accident prevention organizations, market surveillance, etc.).
Others can be affected by the level of machinery safety achieved with the means of the document by the
above-mentioned stakeholder groups:
— machine users/employers (small, medium and large enterprises);
— machine users/employees (e.g. trade unions, organizations for people with special needs);
— service providers, e.g. for maintenance (small, medium and large enterprises);
— consumers (in case of machinery intended for use by consumers).
The above-mentioned stakeholder groups have been given the possibility to participate at the drafting
process of this document.
The machinery concerned and the extent to which hazards, hazardous situations and hazardous events
are covered are indicated in the scope of this document.

1.2.4 Interchangeable equipment for filling machines
Interchangeable equipment are devices which can be assembled to filling machinery by the operator in
order to attribute one or more new functions such as: portioning, twisting, voiding, forming, mincing.
Interchangeable equipment does not operate independently. The interchangeable equipment will be
actuated directly or by filling machines.
Interchangeable equipment dealt with in this document (see 5.3.5) are:

2 Normative references

5 Safety and hygiene requirements and/or protective measures
5.1 General
Filling machines and interchangeable equipment shall comply with the safety requirements and/or
protective measures of this clause.
In addition, they shall be designed according to the principles of EN ISO 12100:2010 for hazards relevant
but not significant, which are not dealt with by this document.
After the activation of a protective device the machine shall stop before a hazard zone can be reached.
Restarting shall only be possible by actuating the starting control.
For the design and implementation of any safety function, either realized in electric, pneumatic, hydraulic
or mechanic technology, the appropriate requirements of EN ISO 13849-1:2015 apply.
Machines safety functions are implemented and assured through Safety-related Parts of the Control
System (SRP/CS) that shall achieve a required Performance Level (PL ). This requirement is given for
r
each safety function in the relevant subclauses of Clause 5.
Table C.1 summarizes PL for each safety function; however, the provisions of Clause 5 remain the sole
r
and complete normative set of requirements and explanations.
Fixing systems for fixed guards, or for demountable parts of the machine casing when they are designed
as fixed guards, shall remain attached to the guards or to the machine when the guards are removed.

Introduction
This document is a type-C-standard as stated in EN ISO 12100.
This document is of relevance in particular for the following stakeholder groups representing the market
players with regard to machinery safety:
— machine manufacturers (small, medium and large enterprises);
— health and safety bodies (regulators, accident prevention organizations, market surveillance, etc.).
Others can be affected by the level of machinery safety achieved with the means of the document by the
above-mentioned stakeholder groups:
— machine users/employers (small, medium and large enterprises);
— machine users/employees (e.g. trade unions, organizations for people with special needs);
— service providers, e.g. for maintenance (small, medium and large enterprises);
— consumers (in case of machinery intended for use by consumers).
The above-mentioned stakeholder groups have been given the possibility to participate at the drafting
process of this document.
The machinery concerned and the extent to which hazards, hazardous situations and hazardous events
are covered are indicated in the scope of this document.
When provisions of this type-C-standard are different from those which are stated in type-A- or -B-

1 Scope
1.1 General
This document applies to:
— filling machines with cylinder and piston;
— filling machines with feed intake hopper;
— filling machines with vacuum hopper;
hereafter referred to as filling machines which process e.g. meat, cheese and other pasty substances,
excluding dry or frozen materials. They pump foodstuff into casings or bring it to a following process.
This document applies also to the interchangeable equipment for filling machines with which a wide
range of additional functions can be implemented. For example: portioning, depositing, mincing, co-
extruding, dividing and forming.
This document deals with all significant hazards, hazardous situations and events relevant to filling
machines and interchangeable equipment (hereafter referred to as machines), when they are used as
intended and under the conditions foreseen by the manufacturer and also the reasonable foreseeable
misuse (see Clause 4).
These significant hazards, hazardous situations and events can arise during all the life phases including
transportation, assembly, dismantling, disabling and scrapping of the machines.
This document is not applicable to machines which were manufactured before the date of publication of
this document by CEN.
Filling machines described in this document are no forming, filling and sealing machines as described in
EN 415-3:1999+A1:2009. Clipping machines as described in EN 13885:2005+A1:2010 are not covered
by this document.
1.2 Types of filling machines and interchangeable equipment covered by this standard
1.2.1 Filling machines with cylinder and piston
Filling machines with cylinder and piston consist of piston, closing cover, machine frame, accessory drive
mechanism and electrical and hydraulic components (see Figure 1).
The material being processed will be fed by hand into the cylinder.
Filling machines with cylinder and piston can be fitted with a dividing device.
1.2.2 Filling machines with feed intake hopper
Filling machines with feed intake hopper (with or without infeed auger, see Figure 2) consist of feeder on
the discharge side of the feed intake hopper, machine frame, drive mechanism for interchangeable
equipment and electric, electronic or pneumatic components, depending on machine type.
The material being processed will be fed by hand (or optionally a loading device) into the feeding hopper
of the filling machine.
Filling machines with feed intake hopper can be equipped with:
— dividing device;
— cover or photoelectric guard at the mouth of the feed intake hopper;
— pressure-sensitive protective device at the hopper edge;

1.2.3 Filling machines with vacuum hopper
Filling machines with vacuum hopper (with or without infeed auger, see Figure 3) consist of suction pipe
with storage container, feeder, vacuum hopper with locking device on the intake side, machine frame,
drives for interchangeable equipment and electrical, electronic or pneumatic components, depending on
the machinery category.
Filling machines with vacuum hoppers can be loaded by one or more of the following:
— manual loading;
— vacuum suction;
— feeder.
Filling machines with vacuum hoppers are to be switched on and off by lever switches operated by knee
or hand and/or by remote control signals.
Filling machines with vacuum hoppers can be equipped with:
— dividing device;
— cover on vacuum hopper;
— infeed auger;
— counter auger;
— foot board or ladder;
— suction pipe and storage container.

1.2.4 Interchangeable equipment for filling machines
Interchangeable equipment are devices which can be assembled to filling machinery by the operator in
order to attribute one or more new functions such as: portioning, twisting, voiding, forming, mincing.
Interchangeable equipment does not operate independently. The interchangeable equipment will be
actuated directly or by filling machines.
Interchangeable equipment dealt with in this document (see 5.3.4) are:
— cutting device (see Figure 13);
— forming device (see Figure 14);
— twisting device (see Figure 15);
