Overview

EN 60743:2013/FprA1:2025 (Amendment 1) is a terminology standard from CLC/IEC TC 78 that covers the names, definitions and illustrations for tools, devices and equipment used in live working. It aligns general concepts with IEC 60050-651 and standardizes vocabulary to support identification, procurement, training and safe work practices in electrical maintenance and live operations.

This amendment clarifies terms already in IEC 60743 and provides definitions for work categories and common dielectric tests used on insulating materials and products. The document is intended to improve consistency across technical documentation, national committees and workplace procedures.

Key Topics

  • Scope and applicability: Terminology for tools, devices, equipment and methods used in live working. The document also applies to other procedures when these items protect workers.
  • Work classifications: Definitions include dead working (de-energised and grounded work), live working (see IEC 60050-651 references) and vicinity working (working near energized parts).
  • Insulating material tests: Terms and notes for proof test (dielectric testing to demonstrate safety, typically an AC temporary overvoltage), withstand test (high-voltage test to determine dielectric strength) and breakdown test (test that induces transition from insulating to conductive state).
  • Reference alignment: Uses terms in italic where they correspond to IEC 60050-651 (IEV 651) or existing IEC 60743 definitions, ensuring semantic consistency.

Applications

This terminology amendment delivers practical value across several activities:

  • Safety management & training: Clear, standardized definitions reduce ambiguity in procedures, permits and competence records for live working teams.
  • Procurement & labeling: Consistent names and illustrations aid specification, ordering and inventory of insulated tools, protective devices and test equipment.
  • Technical documentation: Harmonised vocabulary improves clarity of work instructions, maintenance manuals and incident reports.
  • Regulatory and national adoption: National committees can use the terminology to align local standards and guidance with IEC/CENELEC practice.

Related Standards

  • IEC 60050-651 (general concepts and vocabulary referenced by this document)
  • IEC 60743 (base terminology and earlier definitions)

Practical benefit: adopting this amendment helps organizations and national bodies maintain consistent naming and understanding of equipment and methods used in live working, supporting safer electrical operations and clearer cross-border communication.

(Refer to the CDV notice: the document was circulated as a Committee Draft for Vote and shows a proposed stability date.)

AMENDMENT 1
FOREWORD
1) The International Electrotechnical Commission (IEC) is a worldwide organization for standardization comprising
all national electrotechnical committees (IEC National Committees). The object of IEC is to promote international
co-operation on all questions concerning standardization in the electrical and electronic fields. To this end and
in addition to other activities, IEC publishes International Standards, Technical Specifications, Technical Reports,
Publicly Available Specifications (PAS) and Guides (hereafter referred to as “IEC Publication(s)”). Their
preparation is entrusted to technical committees; any IEC National Committee interested in the subject dealt with
may participate in this preparatory work. International, governmental and non-governmental organizations liaising
with the IEC also participate in this preparation. IEC collaborates closely with the International Organization for
Standardization (ISO) in accordance with conditions determined by agreement between the two organizations.
2) The formal decisions or agreements of IEC on technical matters express, as nearly as possible, an international
consensus of opinion on the relevant subjects since each technical committee has representation from all
interested IEC National Committees.
