ISO 37101:2016 is applicable to communities of all sizes, structures and types, in developed or developing countries, at local, regional or national levels, and in defined urban or rural areas, at their respective level of responsibility. ISO 37101:2016 can be used in whole or in part to improve the management of sustainable development in communities. Foreword
ISO (the International Organization for Standardization) is a worldwide federation of national
standards bodies (ISO member bodies). The work of preparing International Standards is normally
carried out through ISO technical committees. Each member body interested in a subject for which a
technical committee has been established has the right to be represented on that committee.
International organizations, governmental and non-governmental, in liaison with ISO, also take part in
the work. ISO collaborates closely with the International Electrotechnical Commission (IEC) on all

Introduction
This international standard establishes the requirements of a management system for sustainable
development and provides guidance on smartness and resilience of communities, taking compliance
obligations and relevant information into consideration, in order to:
 manage sustainability and foster smartness and resilience of communities, while taking into account
the territorial boundaries to which it applies;
 improve the contribution of communities to sustainable development;
 assess the performance of communities in progressing towards sustainable development and the level
of smartness and of resilience that they have achieved.
NOTE 1 the auxiliary verb "shall" is used to establish requirements.
NOTE 2 smartness and resilience are embedded in the process of sustainable development, i.e. sustainable
development is the overarching process, while smartness and resilience are characteristics.
This International Standard sets out requirements and guidance to help communities achieve a framework
that will allow them to become more sustainable. It does not set benchmarks or expected levels
of performance.
While the challenge of sustainable development is global, the strategies for achieving it at the community level
are, to a large extent, local and may therefore differ in context and content from country to country and region
to region. Hence, community strategies should reflect the context, preconditions, priorities and needs,
particularly in the social environment, e.g. social equity, cultural identity and traditions, heritage, human health,
safety and comfort, and social infrastructure.
In order to become more sustainable, a community faces another challenge: to respect planetary boundaries
and to take the limitations they imply into account.
NOTE The concept of the Planetary Boundaries describes a framework within which humanity must live in order
to continue to develop and thrive for generations to come.
Climate Change, Freshwater Consumption, Land system change and loss of biodiversity are examples of Planetary
Boundaries: Crossing these boundaries could generate abrupt or irreversible environmental changes, while respecting
them significantly reduces risks.
The Planetary Boundaries can be broken down in order to select measures addressable at community level while taking
into account the specific situation.
The management of sustainable development of communities encompasses a wide range of issues,
e.g. issues related to the economic, social and natural environment of communities and their interactions.
Those issues may have strategic, operational and competitive implications.
NOTE The capacity to foster cross-discipline harmony and common purpose is fundamental to effective and efficient
achievement of the community’s objectives.

This International Standard focusses on communities as a stepping stone towards sustainability of the society
as a whole. Communities are composed of a variety of entities and of people living, working and interacting
with each other.
Although each of them has values and interests of their own, they may derive mutual benefits
from a multi-actor process, which builds ownership of shared values and objectives, without exonerating
individual actors from their respective responsibilities.
This may be achieved only if the community applies a long term view on planning, while respecting the Earth's
overall capacity and the needs of current and future generations, including the capability and resources
to provide resilience.
This standard fosters the establishment of a multi-actor process and a degree of organization in communities.
It sets out requirements and guidance to achieve a suitable framework. It will be a source of inspiration
and of guidance for all sectors, e.g. energy, health, safety, transport, water or waste, whether directly
or indirectly involved in sustainable development of communities at different stages in their life cycles.
In that sense, this standard differs from other management system standards that apply to a single organization
with an in-house clear-cut governance structure.
Involvement of interested parties through a multi-actor process may take different forms, such as:
 participatory partnerships;
 public participation;
 community based collaboration: or
 stakeholder involvement.
They all aim at involving interested parties in a cooperative dialog for more sustainable solutions.
The successful implementation of this standard will help communities elaborate holistic and integrated
strategies for sustainable development that depart from business as usual. It will also help communities
show interested parties that an appropriate management system is in place and encourage them to become
proactive.
More specifically, the successful implementation of this standard will:
 generate and build up consensus on sustainable development within communities;
 improve the sustainability, smartness and resilience of strategies, programs, projects, plans and services
conducted under the direct responsibility of communities or on the territory they relate to;
 evolve cross sector, multidisciplinary, life cycle value and total costing approaches;
 foster synergies;
 increase efficiency and attractiveness.
Relevant indicators and metrics should be used in that regard, as they measure the outcome of strategies,
programs, projects, plans and services throughout communities.
The standards developed by ISO/TC 268 - Sustainable development in communities - are depicted in Figure 1
below. They are intended to make use of indicators and metrics for structured and consistent support
of sustainable, smart and resilient management of communities.

Indicators, such as those in ISO 37120, are a quantitative, qualitative or descriptive measures defined
for actual use in monitoring the overall performance of e.g. a community or a city.
In contrast, metrics, such as those in ISO TS 37151, are the measurement method and measurement scale
defined for use in monitoring the technical performance of infrastructure elements (hardware and software)
in e.g. energy, transport or waste management services.
Metrics and indicators are therefore connected, but often developed for different reasons. Metrics have a more
technical focus – a parameter of the performance of e.g. a product or a process, an infrastructure element
or similar.

As all management system standards, this standard is based on a PDCA approach, which can briefly
be described as follows:
 PLAN: establish objectives and processes necessary to deliver results in accordance
with communities purposes;
 DO: implement processes and achieve objectives;
 CHECK: monitor and measure processes against community policy, objectives, compliance obligations,
and report the results;
 ACT: take necessary actions to improve performance.
As described in the figure below, the content of this standard reflects the adoption and the adaptation
of a PDCA approach to the management of sustainable development, smartness and resilience
of communities.

management systems that enable communities to follow a systematic approach to sustainable development.
Since sustainable development is the overarching process and goal, while smartness and resilience
are characteristics, the latter are embedded in the former.
This international standard is intended to help Communities become more resilient, smart and sustainable,
through the implementation of strategies, programs, projects, plans and services and to demonstrate
and communicate their achievements.
It is intended to be applied in and by communities of all size, structure and type, in developed or developing
countries, at local, regional or national levels in defined urban or rural areas at their respective level
of responsibility.

4 Context of communities
4.1 General
This International Standard is designed to empower communities and to build on local initiatives. It targets
environmental, social and economic issues which includes improved community services and
socio-economic benefits and satisfies its compliance obligations. It supports clear sustainable purposes
of a community and promotes sound planning systems to achieve them.
The community shall identify an organization which it shall entrust with the implementation of this international
standard. The selected organization shall establish an organizational framework and provide resources
to underpin the management of sustainable environmental, economic and social performance outcomes
as indicated in this International Standard.
4.2 Understanding communities and their context
When establishing the management system for sustainable development, smartness and resilience
of the community, the organization shall determine the external and internal sustainability issues presented
in clause 4.7 below that are relevant to the community sustainability purposes defined in clause 4.6 below
and that affect its ability to achieve the management system's intended outcome(s) and to involve interested
parties at an early stage, as appropriate.
4.3 Understanding the needs and expectations of interested parties
The organisation shall determine:
 the interested parties that are relevant to the management system for sustainable development,
smartness and resilience of communities;
 the expectations and needs of these interested parties , and
 which of these needs and expectations, i.e. requirements of these interested parties, become compliance
obligations.

The Aalborg Charter formulates - amongst others - the following key principles of sustainability management

in communities:
 Sustainable communities will base their work on co-operation between all actors involved, work
with all interested parties, recognize the responsibility for the implementation of sustainable development

to be shared among all community sectors, ensure that all citizens and interested parties have access

to information and are able to participate in local decision-making processes and seek opportunities
for education and training for sustainability ;

 Sustainable communities resolve problems by negotiating outwards, i.e. any problems or imbalances

within the community are either brought towards balance at their own level or absorbed by some larger
entity at the regional or national level.

Appropriate involvement of interested parties is a key principle of sustainable development. There is no
effective implementation without acceptance, understanding, will, interest, awareness and recognition
of benefits and accountability. More especially since limited community responsibilities and financial resources
create a need for appropriate partnerships.
4.4 Determining the scope of the management system for sustainable development
and resilience of communities
The organization shall determine the boundaries and applicability of the management system for sustainable
development and resilience to establish their scope.
When determining this scope, the organization shall consider:
 the external and internal issues referred to in 4.7; and
 the requirements in 4.3.
The scope shall be available as documented information.
4.5 Management system for sustainable development, smartness and resilience
of communities
The organization shall establish, implement, maintain and continually improve a management system
for sustainable development, smartness and resilience, including the processes needed and their interactions,
in accordance with the requirements presented in this International Standard.
Taking relevant purposes and issues into account, the management system will encourage
the implementation of harmonised, holistic and integrated approaches to sustainable development
beyond applicable regulatory requirements.

4.6 Improve and develop community sustainability purposes
Communities shall identify, review and document all the purposes and issues that contribute to achieve
the goals of their management system for sustainable development, smartness and resilience.

Communities shall consider all the issues presented below in priority. They may however consider additional
issues, if relevant and suitable, bearing in mind that issues are likely to change or evolve over time.
4.7 Community sustainability issues
4.7.1 General
When reviewing all strategies, programs, projects, plans and services carried out in the community
or for inclusion in the organisation strategic plan, the organisation shall appraise their contribution to achieve
the six sustainability purposes presented in clause 4.6. above and how they take the sustainability issues
described below into account. In order to do so, the organization shall undertake an iterative cross-analysis of
purposes and issues.

may raise in the course of this cross-analysis. Those questions may not always be applicable and
are provided as examples only.

Introduction
This International Standard adopts a holistic approach to the establishment of the requirements of
a management system for sustainable development in communities, including cities, and provides
guidance aimed at:
— improving the contribution of communities to sustainable development;
— fostering smartness and resilience in communities, while taking into account the territorial
boundaries to which it applies;
— assessing the performance of communities in progressing towards sustainable development.
It sets out to establish a coherent framework to enable the community to develop its purposes and vision.
This International Standard sets out requirements and guidance to help communities achieve a
framework that will allow them to become more sustainable. It does not set benchmarks or expected
levels of performance.
While the challenge of sustainable development is global, the strategies for achieving it at community
level are local, to a large extent, and can therefore differ in context and content from country to country
and region to region. Community strategies need to reflect the context, preconditions, priorities
and needs, particularly in the social environment, e.g. social equity, cultural identity and traditions,
heritage, human health, safety and comfort, and social infrastructure.
In order to become more sustainable, communities also face the challenge of respecting planetary
boundaries and taking into account the limitations these boundaries impose.
NOTE 1 The concept of “planetary boundaries” describes a framework within which humanity needs to live
in order to continue to develop and thrive for generations to come. Climate change, freshwater consumption,
land-use change and loss of biodiversity are examples of planetary boundaries. Crossing these boundaries could
generate abrupt or irreversible environmental changes, while respecting them significantly reduces risks.
Planetary boundaries can be broken down in order to select measures that can be addressed at community level,
while taking into account the specific situation.
The management of sustainable development in communities encompasses a wide range of issues, e.g.
issues related to the economic, social and natural environment of communities and their interactions.
Those issues can have strategic, operational and competitive implications.
NOTE 2 The capacity to foster cross-discipline harmony and common purpose is fundamental to achieving a
community’s objectives effectively and efficiently.
This International Standard is designed to empower communities and to build on local initiatives. It
targets environmental, social and economic issues, including improved community services and socio-
economic benefits, as well as supporting clear purposes for sustainable development in communities
and encouraging sound planning systems to achieve them.
This International Standard focuses on communities as stepping stones towards sustainability of
society as a whole. Although each community has values and interests of its own, all communities
can derive mutual benefits from agreeing upon ownership of shared values and objectives without
exonerating individual actors from their respective responsibilities. This can be achieved only if the
community applies a long-term view on planning, while respecting the Earth’s overall capacity and the
needs of current and future generations, including the capability and resources to provide resilience.
This International Standard fosters the establishment of a multi-actor process in communities, through
a holistic approach that facilitates the cooperation of all interested parties and avoids a silo approach.
It is intended to provide guidance for organizations that implement other management systems that
are compatible with this International Standard, such as ISO 14001, ISO 45001, ISO 50001, ISO 20121,
ISO 14046 and ISO 26000, whether involved directly or indirectly in sustainable development in
communities at different stages in their life cycles.

Involvement of interested parties through a multi-actor process can take different forms, such as:
— participatory partnerships;
— public participation;
— community based collaboration.
They all aim at involving interested parties in a cooperative dialogue for more sustainable solutions.
The successful implementation of this International Standard can help communities elaborate holistic
and integrated strategies for sustainable development that depart from usual business approaches. It
can also help communities show interested parties that an appropriate management system is in place
and encourage them to become proactive.
Successful implementation of this International Standard can:
— help to build consensus on sustainable development within communities;
— improve the sustainability, smartness and resilience of strategies, programmes, projects, plans and
services conducted under the direct responsibility of communities, or on the territory they relate to;
— evolve cross-sector, multidisciplinary, life cycle value and total costing approaches;
— foster synergies between several actors through a holistic approach;
— increase the efficiency and attractiveness of communities.
The successful implementation of this International Standard is intended to establish a coherent
framework to enable communities to develop their purpose and vision. Using relevant indicators
and metrics, the outcome of strategies, programmes, projects, plans and services can be measured
throughout communities. Metrics and indicators are connected, but often developed for different
reasons. Metrics have a more technical focus, e.g. a parameter of the performance of a product, a
process or an infrastructure element.
The International Standards developed by ISO/TC 268 aim to make use of indicators and metrics for
structured and consistent support of sustainable, smart and resilient management of communities.
Indicators such as those used in ISO 37120 are quantitative, qualitative or descriptive measures defined
for actual use in monitoring and evaluating the overall performance of a community. In contrast, metrics
such as those used in ISO/TS 37151 are the measurement method and measurement scale defined for
use in evaluating the technical performance of infrastructure elements (hardware and software), e.g.
in energy, transport or waste management services.
Annex B provides a mapping of issues, indicators and metrics between this International Standard,
ISO 37120:2014 and ISO/TS 37151:2015
This International Standard is based on the Plan-Do-Check-Act (PDCA) model, which can be briefly
described as follows:
— Plan: establish objectives and processes necessary to deliver results in accordance with community
purposes;
— Do: implement processes and achieve objectives;
— Check: monitor and measure processes against community policy, objectives and commitments,
and report the results;
— Act: take necessary actions to improve performance.
Figure 1 illustrates how this International Standard follows a PDCA approach to the management of
sustainable development in communities.
NOTE Strategic steps are iterative, while operational steps are sequential. It is their combined
implementation that helps communities become more sustainable, resilient and smart.

NOTE 1 Cities have become essential actors for sustainable development at local, national and international
levels over the last century, due to the pressure of unprecedented urbanization.
The intended outcomes of a management system for sustainable development in communities include:
— managing sustainability and fostering smartness and resilience in communities, while taking into
account the territorial boundaries to which it applies;
— improving the contribution of communities to sustainable development outcomes;
— assessing the performance of communities in progressing towards sustainable development
outcomes and the level of smartness and of resilience that they have achieved;
— fulfilling compliance obligations.
NOTE 2 Smartness and resilience are embedded in the process of sustainable development: sustainable
development is the overarching process, while smartness and resilience are characteristics.
This International Standard is intended to help communities become more resilient, smart and
sustainable, through the implementation of strategies, programmes, projects, plans and services, and
demonstrate and communicate their achievements.
This International Standard is intended to be implemented by an organization designated by a
community to establish the organizational framework and to provide the resources necessary to
support the management of environmental, economic and social performance outcomes. A community
that chooses to establish the organizational framework by itself is considered to constitute an
organization as defined in this International Standard.
This International Standard is applicable to communities of all sizes, structures and types, in developed
or developing countries, at local, regional or national levels, and in defined urban or rural areas, at their
respective level of responsibility.
This International Standard can be used in whole or in part to improve the management of sustainable
development in communities. Claims of conformity to this International Standard, however, are not
acceptable unless all its requirements are incorporated into an organization’s management system for
sustainable development in communities and fulfilled without exclusion.

4 Context of the organization
4.1 Understanding the organization and its context
When implementing this International Standard, the organization shall determine external and
internal sustainability issues (see 4.6) that are relevant to its purpose (see 4.5) and that affect its
ability to achieve the intended outcome(s) of its management system for sustainable development in
communities, and shall involve interested parties at an early stage.
The organization shall ensure that the management system for sustainable development in communities:
— is designed to empower communities and build on local initiatives;
— targets social, environmental and economic issues;
— improves community services and socio-economic benefits;
— supports clear sustainable purposes and promotes sound planning systems to achieve them.
4.2 Understanding the needs and expectations of interested parties
The organization shall determine:
— the interested parties that are relevant to the management system for sustainable development in
communities;
— the relevant requirements of these interested parties;
— which of these needs and expectations become its compliance obligations.
Appropriate involvement of interested parties is a key principle of sustainable development. There is no
effective implementation without acceptance, understanding, will, interest, awareness and recognition
of benefits and accountability, especially because limited organization responsibilities and financial
resources create a need for appropriate partnerships.
4.3 Determining the scope of the management system for sustainable development in
communities
The organization shall determine the boundaries and applicability of the management system for
sustainable development in communities to establish its scope.
When determining this scope, the organization shall consider:
— the external and internal issues referred to in 4.1 and 4.6;
— the requirements referred to in 4.2.
The scope shall be available as documented information.
4.4 Management system for sustainable development in communities
The organization shall establish, implement, maintain and continually improve a management system
for sustainable development in communities, including the processes needed and their interactions,
in accordance with the requirements of this International Standard. The organization shall secure
sufficient resources to implement the management system at the appropriate level of authority.
The requirements of this International Standard are presented in sequential form. However,
organizations may implement the clauses in this International Standard concurrently or consecutively
to meet their specific needs.
Taking relevant purposes and issues into account, the management system shall encourage the
implementation of harmonized, holistic and integrated approaches to sustainable development.
4.5 Purposes of sustainability
The organization shall identify, review and document all the purposes and issues that contribute to
implementing this International Standard.
The organization shall consider the purposes of sustainability outlined in Table 1.

The organization shall focus on the sustainability issues described in 4.6. It may, however, consider
additional issues if relevant and suitable, bearing in mind that issues are likely to change or evolve
over time.
4.6 Sustainability issues
4.6.1 General
When reviewing all strategies, programmes, projects, plans and services for inclusion in the
organization strategic plan, the organization shall evaluate their contribution to achieve the six
purposes of sustainability and how they take the sustainability issues into account. In order to do so,
the organization shall undertake an iterative cross-analysis of purposes and issues.
When evaluating the contribution to achieve the six purposes of sustainability outlined in 4.5, taking
into account the twelve sustainability issues described in 4.6.2 to 4.6.13, the organization shall consider

the United Nations Sustainable Development Goals (in particular Goal 11: “Make cities and human

settlements inclusive, safe, resilient and sustainable”), as well as their potential implementation in
communities.
Tables 2 to 13 provide guidance on the types of questions that the organization or interested parties
may raise in the course of this cross-analysis.

Introduction
La présente Norme internationale adopte une approche holistique pour l’établissement des exigences
d’un système de management pour le développement durable au sein des communautés territoriales, y
compris les villes, et fournit des préconisations visant à:
— améliorer la contribution des communautés territoriales au développement durable;
— favoriser l’intelligence et la résilience des communautés territoriales, en tenant compte des
frontières territoriales auxquelles elles s’appliquent;
— évaluer la performance des communautés territoriales dans leurs progrès sur la voie du
développement durable.
Elle décrit l’établissement d’un cadre cohérent pour permettre à la communauté territoriale de définir
ses objectifs et sa vision.
La présente Norme internationale établit des exigences et des lignes directrices pour aider les
communautés territoriales à mettre en place un cadre leur permettant de devenir plus durables. Elle ne
fixe pas de niveaux de référence ni de niveaux attendus de performance.
Alors que le défi du développement durable est mondial, les stratégies pour y parvenir au niveau d’une
communauté territoriale sont d’ordre local, dans une large mesure, et peuvent donc différer selon le
contexte d’un pays à l’autre et d’un territoire à l’autre. Les stratégies des communautés territoriales
doivent refléter le contexte, les conditions préalables, les priorités et les besoins, notamment dans le
domaine social, par exemple, justice sociale, identité culturelle et traditions, patrimoine, santé humaine,
sécurité et confort, et infrastructure sociale.
Les communautés territoriales qui souhaitent devenir plus durables sont également confrontées au défi
qui consiste à respecter les limites des ressources de la planète et prendre en compte les limites que ces
dernières impliquent.
NOTE 1 Le concept de «limites des ressources de la planète» décrit un cadre de vie dont l’humanité a
besoin pour continuer à se développer et à prospérer pour des générations à venir. Le changement climatique,
la consommation d’eau douce, l’évolution de l’utilisation des terres et la diminution de la biodiversité sont des
exemples de limites des ressources de la planète. Franchir ces limites pourrait entraîner des changements
environnementaux soudains ou irréversibles, tandis que leur respect réduit les risques de façon significative. Il
est possible de dépasser les limites des ressources de la planète afin de sélectionner les mesures qui peuvent être
abordées au niveau des communautés territoriales en tenant compte de la situation spécifique.
Le management du développement durable au sein des communautés territoriales comprend une
grande variété d’enjeux, par exemple concernant l’environnement économique, social et naturel des
communautés territoriales et leurs interactions. Ces enjeux sont susceptibles d’avoir des implications

ressources pour assurer la résilience.
La présente Norme internationale encourage l’établissement d’un processus multi-acteurs au sein
des communautés territoriales, à travers la mise en œuvre d’une approche holistique qui facilite la
coopération de toutes les parties intéressées et évite le cloisonnement des actions. Elle est destinée à
fournir des préconisations pour les organismes qui mettent en œuvre d’autres systèmes de management
compatibles avec la présente Norme internationale, tels que les systèmes décrits dans l’ISO 14001,
l’ISO 45001, l’ISO 50001, l’ISO 20121, l’ISO 14046 et l’ISO 26000, qu’ils concernent directement ou
indirectement le développement durable au sein des communautés territoriales à différents stades de
leur cycle de vie.
L’implication des parties intéressées dans le cadre d’un processus multi-acteurs peut prendre
différentes formes, telles que:
— les partenariats participatifs;
— la participation publique;
— la collaboration au niveau de la communauté territoriale.
Dans tous les cas, l’objectif est d’engager un dialogue coopératif avec les parties intéressées afin de
trouver des solutions plus durables.
La mise en œuvre réussie de la présente Norme internationale peut aider les communautés territoriales
à élaborer des stratégies holistiques et intégrées en faveur du développement durable qui se distinguent
du «business as usual». Cela peut également aider les communautés territoriales à montrer aux parties
intéressées qu’un système de management approprié est en place, tout en les incitant à devenir
proactives.
La mise en œuvre réussie de la présente Norme internationale peut:
— aider à créer un consensus sur le développement durable au sein des communautés territoriales;
— améliorer le caractère durable, l’intelligence et la résilience des stratégies, programmes, projets,
plans et services conduits sous la responsabilité directe des communautés territoriales ou sur le
territoire qui les concerne;
— développer des approches intersectorielles, multidisciplinaires, relatives à la valeur sur le cycle de
vie et au coût global;
— favoriser les synergies entre plusieurs acteurs grâce à une approche holistique;
— améliorer l’efficacité et l’attractivité des communautés territoriales.
La mise en œuvre réussie de la présente Norme internationale est destinée à établir un cadre cohérent
pour permettre à la communauté territoriale de définir ses objectifs et sa vision. À l’aide d’indicateurs et
de paramètres de mesure pertinents à cet égard, il est possible de mesurer le résultat des stratégies, des
programmes, des projets, des plans et des services au sein des communautés territoriales. Il existe un
lien entre les paramètres de mesure et les indicateurs, mais ils sont souvent élaborés pour des raisons
différentes. Les paramètres de mesure ont un caractère plus technique, par exemple les paramètres de
la performance d’un produit ou d’un processus ou d’un élément d’infrastructure.
Les normes internationales élaborées par l’ISO/TC 268 visent à utiliser les indicateurs et les paramètres
de mesure pour soutenir de façon structurée et cohérente le management durable, intelligent et
résilient des communautés territoriales. Les indicateurs, tels que ceux décrits dans l’ISO 37120, sont
des mesures quantitatives, qualitatives ou descriptives définies pour une utilisation effective dans le
cadre du suivi et de l’évaluation de la performance globale d’une communauté territoriale. Au contraire,
les paramètres de mesure, tels que ceux utilisés dans l’ISO/TS 37151, correspondent à la méthode
de mesure et à l’échelle de mesure définies pour une utilisation dans le cadre de l’évaluation des
performances techniques des éléments d’infrastructure (matériels et logiciels), par exemple dans les
services de management de l’énergie, des transports ou des déchets.
L’Annexe B fournit une cartographie des enjeux, des indicateurs et des paramètres de mesure de la
présente Norme internationale, de l’ISO 37120:2014 et de l’ISO/TS 37151:2015.
La présente Norme internationale se base sur le modèle «Planifier-Mettre en œuvre-Contrôler-Agir»
(Plan-Do-Check-Act, PDCA), qui peut être décrit brièvement comme suit:
— Planifier (Plan): établir les objectifs et les processus nécessaires à l’obtention de résultats conformes

La Figure 1 illustre la façon dont la présente Norme internationale suit une approche PDCA pour le
management du développement durable au sein des communautés territoriales.
NOTE Les étapes stratégiques sont itératives, tandis que les étapes opérationnelles sont séquentielles.
C’est leur mise en œuvre combinée qui aide les communautés territoriales à devenir plus durables, résilientes et
intelligentes.

NOTE 1 Au cours du dernier siècle, les villes sont devenues des acteurs essentiels du développement durable
au niveau local, national et international en raison des pressions d’une urbanisation sans précédent.
Les résultats escomptés d’un système de management pour le développement durable au sein des
communautés territoriales comprennent:
— le management du développement durable et l’encouragement de l’intelligence et de la résilience

communauté territoriale qui choisit d’établir ce cadre organisationnel par ses propres moyens est dès
