EN IEC 62321-14:2026 is a European Standard for determining short-chain chlorinated paraffins (SCCPs) and medium-chain chlorinated paraffins (MCCPs) in plastics used in electrotechnical products. It specifies a solvent extraction and gas chromatography-negative chemical ionization-mass spectrometry (GC-NCI-MS) method for laboratories, manufacturers, and compliance teams that need a quantitative result on these substances. The document is also a horizontal publication, so it can be used by IEC committees when preparing product and environmental standards.

What does EN IEC 62321-14:2026 specify?

EN IEC 62321-14:2026 specifies one quantitative test method for SCCPs and MCCPs in plastics of electrotechnical products. It covers sample preparation, GC-NCI-MS analysis, calibration, calculation, precision, quality control, and test reporting.

The method is described for plastics in general, with evaluation data given for ABS and PVC in the pre-IIS 14 results in Annex C. The document states that use on other plastics and concentration ranges has not been specifically evaluated.

The document is organized into 12 clauses and three annexes. Clause 4 gives the principle, clauses 5 and 6 cover reagents, materials, and apparatus, clause 8 covers extraction and GC-NCI-MS operation, clause 11 sets quality assurance and quality control checks, and clause 12 points to the test report requirements in IEC 62321-1:2013.

AnnexWhat it covers
Annex AAdditional GC-NCI-MS conditions
Annex BNormative peak shape evaluation (PSE) for integration
Annex CResults of the preliminary international interlaboratory study for SCCPs and MCCPs

What are the key requirements of EN IEC 62321-14:2026?

EN IEC 62321-14:2026 requires solvent extraction of the plastic sample, cleanup of the extract, and GC-NCI-MS measurement with calibration against reference materials. In practice, the method is built around a defined extraction workflow, controlled calibration, and strict quality checks so that reported SCCP and MCCP results are traceable and comparable.

Sample preparation and cleanup

Clause 8 requires ultrasonic extraction with toluene, followed by n-hexane precipitation of the matrix and filtration. A sulfuric acid cleanup is then used to remove interference before GC-NCI-MS analysis.

The standard also gives an alternative extraction procedure for toluene-insoluble polymers, such as PVC. That matters because the analyst can still prepare a usable extract when the normal precipitation step is not suitable.

Instrumental analysis and peak handling

Clause 8 requires GC-NCI-MS, and Annex A gives example operating conditions such as column type, temperature program, and ionization gas. The document also assigns quantifier and qualifier ions in Table 1 for SCCPs, MCCPs, and the internal standard lindane.

Integration must follow peak shape evaluation (PSE) in Annex B. Non-matching peaks are rejected, partially matching peaks are integrated only over the matching area, and matching peaks are integrated over the full retention-time range unless obvious interferences must be excluded. This matters because the standard does not rely on peak area alone - it also requires the analyst to check whether the ion trace really matches the reference pattern.

Calibration and quantification

Clause 8 requires at least four calibration solutions and a calibration curve for quantitative analysis. The standard says the same solvent shall be used for sample and standard solutions to avoid solvent effects, and SCCPs and MCCPs must be calibrated separately because they interfere with each other.

The calibration standards are based on specific reference materials and chlorination degrees given in Table 2 and Table 3. The document uses lindane as an internal standard and requires linear regression with an RSD of 15% or less for the calibration function. In practice, this means the lab must verify that the calibration behaves acceptably before reporting results.

Result calculation and dilution

Clause 9 gives the calculation steps for concentration in the sample, including the extraction volume, the evaporated volume, the final extract volume, and any dilution factor. If the concentration falls outside the calibration range, the sample must be diluted and re-analysed.

That is important because the standard requires results to be measured inside the working calibration range, not simply extrapolated from the curve.

Quality assurance and method control

Clause 11 requires a reagent blank with each sequence of samples, matrix spike checks, continuing calibration checks (CCC), and monitoring of the internal standard response. The matrix spike recovery must be between 50% and 150%, the CCC recovery between 70% and 130%, and the internal standard response must remain within 50% to 150% of the average response.

Clause 11 also requires a method detection limit (MDL) study before analysis and whenever there is a significant method or instrument change. The calculated MDL for SCCPs and MCCPs must be 60 mg/kg or less, and the reporting limit must be at least three times the MDL. In practice, this sets the minimum sensitivity the laboratory has to demonstrate.

Precision data

Clause 10 reports repeatability and reproducibility data from the pre-IIS 14 study in Tables 4 and 5, with supporting data in Annex C. Those values are used to judge whether the method performs consistently within one laboratory and across laboratories.

What terms does EN IEC 62321-14:2026 define?

EN IEC 62321-14:2026 uses the terms and definitions from IEC 62321-1:2013 and adds the abbreviated terms needed for the method.

  • SCCPs - short-chain chlorinated paraffins, the target chlorinated paraffins in the C10-C13 range.
  • MCCPs - medium-chain chlorinated paraffins, the target chlorinated paraffins in the C14-C17 range.
  • GC-NCI-MS - gas chromatography-negative chemical ionization-mass spectrometry, the analytical technique used to separate and detect the compounds.
  • PSE - peak shape evaluation, the integration approach used to compare sample peaks with standard peaks.
  • CCC - continuing calibration check, an unextracted mid-range calibrant run during the sequence to confirm the system is still performing properly.
  • MDL - method detection limit, the minimum concentration that can be measured and reported with the required confidence.
  • IS - internal standard, here lindane, used to correct for injection variability.

Who uses EN IEC 62321-14:2026?

EN IEC 62321-14:2026 is used by analytical laboratories that test plastics from electrotechnical products for SCCPs and MCCPs. It is also relevant to manufacturers, suppliers, and quality or compliance teams that need test data for material control or product declarations.

The standard is meant for people working in electrotechnical and environmental testing. It is especially useful where a product team needs a laboratory method that can be applied consistently across different organizations and reported in a controlled way.

Which standards are used with EN IEC 62321-14:2026?

EN IEC 62321-14:2026 relies on four normative references in Annex ZA:

  • IEC 62321-1:2013 - provides the introduction, overview, terms and definitions, and the test report requirements used by clause 12.
  • IEC 62321-2 - covers disassembly, disjointment, and mechanical sample preparation before chemical analysis.
  • ISO 3696 - specifies laboratory water quality for analytical work.
  • ISO 4787 - covers volumetric instruments and laboratory glass and plastic ware used for accurate measurement.

What does the EN IEC 62321-14:2026 document contain?

EN IEC 62321-14:2026 contains the full test workflow, from sample cutting and extraction through GC-NCI-MS analysis, calculation, and reporting. It includes tabled ion masses for SCCPs, MCCPs, and lindane; example calibration materials and mixing ratios; precision data; and the calibration and result formulas used in the method.

Annex A gives example GC-NCI-MS operating conditions, while Annex B provides the normative PSE rules and visual examples of matching and partly matching chromatograms. Annex C presents the interlaboratory study results that support the method's repeatability and reproducibility data.

The document also contains the quality control checks that laboratories need to run during a sequence, including blanks, spikes, CCC, internal standard monitoring, and MDL verification. For a user, that means the standard is not just an analytical description - it also shows how to control the run and decide whether the results are acceptable.

INTRODUCTION
The widespread use of electrotechnical products has drawn increased attention to their impact
on the environment. In many countries this has resulted in the adoption of regulations affecting
wastes, substances and energy use of electrotechnical products.
The use of certain substances (e.g. lead (Pb), cadmium (Cd) and polybrominated diphenyl
ethers (PBDEs)) in electrotechnical products is a source of concern in current and proposed
regional legislation.
The purpose of the IEC 62321 series is therefore to provide test methods that will allow the
electrotechnical industry to determine the levels of certain substances of concern in
electrotechnical products on a consistent global basis.
This first edition of IEC 62321-14 introduces a new subject covering short-chain chlorinated
paraffins (SCCPs) and medium-chain chlorinated paraffins (MCCPs).

IEC 62321-14:2026 © IEC 2026
1 Scope
This part of IEC 62321 specifies one technique for the determination of short-chain and
medium-chain chlorinated paraffins (SCCPs: C10-C13 and MCCPs: C14-C17) in plastics of
electrotechnical products.
This document specifies a quantitative method for the determination of short-chain and medium-
chain chlorinated paraffins in electrotechnical products by means of solvent extraction and gas
chromatography-negative chemical ionization-mass spectrometry (GC-NCI-MS).
This test method has been evaluated for use with ABS (acrylonitrile butadiene styrene) and
PVC (polyvinyl chloride) containing individual SCCPs ranging from 369,7 mg/kg to
8 653,9 mg/kg and MCCPs ranging from 2 141,1 mg/kg to 27 329,6 mg/kg as shown in the pre-
IIS 14 results in Annex C. The use of this test method for other plastics and concentration
ranges has not been specifically evaluated.
This document is a basic environment horizontal publication focusing on test methods and is
primarily intended for use by committees in the preparation of publications within the area of
environment in accordance with the principles laid down in IEC Guide 123. Wherever applicable,
it is the responsibility of committees to make use of environment basic publications in the
preparation of their environment group and product publications. Committees can apply this
document directly to products when they do not develop a product publication in the area of
environment.
WARNING – Persons using this International Standard should be familiar with normal laboratory
practice. This International Standard does not purport to address all of the safety problems, if
any, associated with its use. It is the responsibility of the user to establish appropriate safety
and health practices and to ensure compliance with any national regulatory conditions.

FOREWORD
1) The International Electrotechnical Commission (IEC) is a worldwide organization for standardization comprising
all national electrotechnical committees (IEC National Committees). The object of IEC is to promote international
co-operation on all questions concerning standardization in the electrical and electronic fields. To this end and
in addition to other activities, IEC publishes International Standards, Technical Specifications, Technical Reports,
Publicly Available Specifications (PAS) and Guides (hereafter referred to as “IEC Publication(s)”). Their
preparation is entrusted to technical committees; any IEC National Committee interested in the subject dealt with
may participate in this preparatory work. International, governmental and non-governmental organizations liaising
with the IEC also participate in this preparation. IEC collaborates closely with the International Organization for
Standardization (ISO) in accordance with conditions determined by agreement between the two organizations.
2) The formal decisions or agreements of IEC on technical matters express, as nearly as possible, an international
consensus of opinion on the relevant subjects since each technical committee has representation from all
interested IEC National Committees.
3) IEC Publications have the form of recommendations for international use and are accepted by IEC National
Committees in that sense. While all reasonable efforts are made to ensure that the technical content of IEC
Publications is accurate, IEC cannot be held responsible for the way in which they are used or for any
misinterpretation by any end user.
4) In order to promote international uniformity, IEC National Committees undertake to apply IEC Publications
transparently to the maximum extent possible in their national and regional publications. Any divergence between
any IEC Publication and the corresponding national or regional publication shall be clearly indicated in the latter.
5) IEC itself does not provide any attestation of conformity. Independent certification bodies provide conformity
assessment services and, in some areas, access to IEC marks of conformity. IEC is not responsible for any
services carried out by independent certification bodies.
6) All users should ensure that they have the latest edition of this publication.
7) No liability shall attach to IEC or its directors, employees, servants or agents including individual experts and
members of its technical committees and IEC National Committees for any personal injury, property damage or
other damage of any nature whatsoever, whether direct or indirect, or for costs (including legal fees) and
expenses arising out of the publication, use of, or reliance upon, this IEC Publication or any other IEC
Publications.
8) Attention is drawn to the Normative references cited in this publication. Use of the referenced publications is
indispensable for the correct application of this publication.
9) IEC draws attention to the possibility that the implementation of this document may involve the use of (a)
