Cycles - Cycle trailers - Safety requirements and test methods

This European standard specifies safety requirements and test methods for two track cycle trailers (i.e. with one or two wheels) and their connecting devices.
These cycle trailers are intended for the conveyance of cargo loads or up to two passive child passengers (i.e. not pedalling), both of whom are capable of sitting unaided and neither of whom weighs more than 22 kg.
The maximum permitted weight of such a cycle trailer, including cargo and/or passenger(s), does not exceed 60 kg.
This standard is not applicable to trailer cycles (one or two-track trailer for the transportation of one or two pedalling passengers, usually children, with device for connection behind cycle) and for type L trailers for professional use or with a single wheel (single track trailer) according to Table 1.

Overview

EN 15918:2011+A1:2013/FprA2 is a comprehensive European standard developed by CEN that specifies the safety requirements and test methods for two-track cycle trailers and their connecting devices. These trailers are designed for carrying cargo or up to two passive child passengers (non-pedalling) who can sit unaided with a maximum weight of 22 kg each. The total allowed weight, including trailer, cargo, and passengers, must not exceed 60 kg.

The standard excludes single-track trailers, trailer cycles intended for pedalling passengers, and professional-use type L trailers. It aims to enhance safety and durability by defining precise test methods and measurement tolerances.

Key Topics

This standard covers essential elements to ensure the safe design, manufacture, and evaluation of cycle trailers:

  • Safety Requirements: Establishes minimum safety parameters for structural integrity, connecting devices, restraint systems, and passenger accommodations.
  • Test Methods: Defines standardized procedures for testing the trailer’s mechanical durability, deflection devices, seat restraint effectiveness, and load capacity.
  • Deflection Devices: Specifies requirements for side deflection features to ensure trailers can safely pass vertical obstacles without damage.
  • Load and Weight Limits: Mandates a maximum total weight (60 kg) and passenger restrictions (max 22 kg per child) for safe operation.
  • Restraint Systems: Details the use of test bodies and hinged boards to assess passenger seating safety.
  • Durability Testing: Includes procedures for actuator testing with 100,000 test cycles simulating horizontal forces to evaluate the robustness of connecting mechanisms.
  • Labeling and User Information: Requires manufacturers to provide information about legal restrictions, especially when trailers are pulled by electrically power-assisted cycles (EPACs).

Applications

EN 15918 is crucial for manufacturers, testing laboratories, retailers, and regulatory bodies focused on:

  • Manufacturing Cycle Trailers: Ensuring that trailers meet rigorous safety and durability standards before market release.
  • Product Certification and Compliance: Verifying compliance with European safety regulations for consumer protection and legal conformity.
  • Quality Control and R&D: Applying standardized test methods during product design and development to enhance safety features.
  • Consumer Safety Education: Informing users about weight limits, passenger safety, and legal considerations when using cycle trailers.
  • Market Surveillance: Assisting authorities in monitoring products for compliance, especially when used with EPACs.
  • Child Passenger Safety: Providing protocols for safe transport of child passengers in non-pedalling cycle trailers.

Related Standards

For a comprehensive approach to cycle trailer safety and performance, it is recommended to consider related standards and regulations:

  • EN ISO 8098 - Safety requirements for children’s bicycles, which complements child passenger safety in cycle trailers.
  • EN 15194 - Electrically Power Assisted Cycles (EPACs), relevant due to trailer use with electric bikes.
  • EN 14764 - Safety and performance requirements for city and trekking bicycles, providing general safety parameters.
  • ISO 2631 - Mechanical vibrations and shock-testing methods useful for trailer suspension assessments.
  • National traffic laws and vehicle regulations regarding trailer use and towing by bicycles or electric cycles.

Keywords: cycle trailers safety, EN 15918 standard, test methods for cycle trailers, child passenger cycle trailer, cycle trailer load limits, European safety standards, bicycle trailer regulations, connecting device durability, EPAC trailer restrictions, cycle trailer certification.
