FprEN ISO 18758, Mining and earth-moving machinery - Rock drill rigs and rock reinforcement rigs - Safety requirements, is a CEN document for machines used in rock drilling and rock reinforcement. It specifies safety requirements for the design, verification, marking and information for use of rigs used in underground or surface operations such as blast hole drilling, rock reinforcement, secondary breaking, dimensional stone drilling, mineral prospecting, drainage drilling and raise boring. It is aimed at manufacturers, designers, integrators, test teams and buyers who need to know which machine types and safety features are covered.
What does FprEN ISO 18758 specify?
FprEN ISO 18758 specifies safety requirements for rock drill rigs and rock reinforcement rigs used in defined underground or surface operations, and it also applies to earth-moving machinery that is modified to become one of these rigs. The document sets out the hazards it covers, the machine types it excludes, the verification approach, and the information that must accompany the machine.
The scope includes intended use by a well-trained operator and foreseeable misuse that the manufacturer can reasonably expect. It also states that the document covers the significant hazards listed in Annex C and that it applies only to machines manufactured after the publication date.
The document is organized into these main parts:
- Clause 1 - Scope
- Clause 2 - Normative references
- Clause 3 - Terms and definitions
- Clause 4 - Safety requirements
- Clause 5 - Verification of safety requirements
- Clause 6 - Information for use
- Annexes A to C and ZA to ZB
| Annex | What it covers |
|---|---|
| Annex A | Noise emission measurement, declaration and reporting |
| Annex B | Whole-body and hand-arm vibration test and declaration |
| Annex C | Significant hazards related to the machines |
| Annex ZA | Relationship to Directive 2006/42/EC |
| Annex ZB | Relationship to Regulation (EU) 2023/1230 |
What are the key requirements of FprEN ISO 18758?
FprEN ISO 18758 brings together the main safety measures for access, operator protection, control, stability, drilling hazards, noise, vibration, energy supply, fire protection, dust suppression and the information supplied with the machine. In practice, it is the document you use to check whether a rig has the right protective structures, control logic, labels, test evidence and instructions.
Machine layout, access and operator station
Clause 4.1 requires safe handling of the machine and its parts, access to operating positions and servicing points, suitable electrical equipment, EMC measures and lighting for work, tramming and internal access. For a manufacturer, this means the machine must be arranged so that operators and service technicians can reach the places they need without taking avoidable risks.
Clause 4.2 sets requirements for on-board operator stations, including FOPS, interior space, seat, seatbelt, field of view and flame-retardant material. Enclosed operator stations also cover ROPS, windows and glazing, cleaning, defrosting, heating, cooling, ventilation, air quality and pressurization. The practical result is an operator area that protects against falling objects, rollover, dust and harsh underground conditions.
Clause 4.2 also covers specific operator-station types such as elevating operator stations, tilting operator stations, tramming stands, boom mounted working platforms for underground machines and TRS systems. That matters because the machine may place the operator in a higher or more exposed position, so the station itself becomes part of the safety design.
Controls, motion and braking
Clause 4.3 requires safety-related parts of the control system, suitable operator controls, remote control where used, two-hand control where required, emergency stop, pressure-sensitive protective devices and prevention of unexpected start-up. It also covers diagnostics and laser equipment. In practice, this means hazardous motion must stop safely, stay stopped when needed, and not restart just because power returns or a control is released.
Clause 4.4 addresses fluid power systems and, in particular, load holding cylinders for feeders, masts, jacks and elevating operator stations. Clause 4.4.3 matters because these parts hold heavy assemblies in place, so the system must resist unintended lowering or movement during operation and maintenance.
Clause 4.7 requires steering on self-propelled machines, and wheeled machines with rubber tyres must meet the steering requirements of ISO 5010. Clause 4.8 covers carrier brakes, including service, secondary and parking brake systems, plus specific requirements for wheel-mounted underground machines and their test conditions. The document also gives a test report requirement for these machines. For a buyer or verifier, this is the part that shows the machine can be steered and stopped safely in its intended conditions.
Stability, winches and drilling hazards
Clause 4.5 covers strength through loads and structural calculations for general stress, elastic stability and fatigue. Clause 4.6 covers rigid body stability, tipping lines, additional support and operating conditions such as tramming, slopes, transport and mounted-on-truck or trailer cases. This matters because rock drill rigs often work with raised masts, articulated structures and changing load positions, so tip-over control is a core safety issue.
Clause 4.9 covers winches, including dual braking, drum wraps, flanges, dimensions and specific requirements for tramming, service, main, survey and wireline winches. Clause 4.10 requires roller chains, leaf chains and wire ropes used in the feed system to have a safety factor of 3.5, with adequate tensioning where needed. In practice, these rules are about preventing failure in the parts that lift, pull and position drilling equipment.
Clause 4.11 addresses moving and rotating parts involved in drilling. It covers drill string guards, safety distances, person detection systems for underground machines, restricted drill string handling mode (RDM), drill movement disabling switches and two-hand control for remote controlled underground machines. This is the section that reduces the risk of entanglement, crushing and contact with rotating drill components during drilling and tool handling.
Environment, energy and information for use
Clauses 4.12 to 4.15 cover noise, vibration, propulsion battery systems, diesel engine safety, fire protection and dust suppression. The dust suppression clause requires means to reduce dust at source, such as water, water mist, additives in flushing air or vacuum collection, and the control must be operating when drilling starts or start automatically. That is important for exposure control in drilling work, especially in dusty underground or surface conditions.
Clause 5 says the safety requirements and protective measures of Clauses 4 and 6 are verified according to Table 6, which marks requirements as required, alternative or optional. This gives a clear checklist for design review, inspection and conformity assessment.
Clause 6 requires safety signals, safety labels, a machine identification plate, symbols for controls and displays, and an instruction handbook. It also covers warnings for remote or unmanned operation, stability indication, person detection lights, tramming and travelling lights, winch marking, and handbook content such as misuse, training, working environment, transport, assembly, maintenance and disassembly. For users, this is the part that turns the machine design into usable operating information.
What terms does FprEN ISO 18758 define?
- FOPS - Falling object protection system, the protective structure used to shield the operator station from objects falling from above.
- ROPS - Roll over protection, the rollover protective structure required for enclosed operator stations.
- RDM - Restricted drill string handling mode, a controlled mode used during drill string handling to reduce exposure to drilling hazards.
- TRS - Temporary roof support systems, used for underground machines where roof support is part of the machine arrangement.
- MCS - Machine control system, used in the brake requirements where braking is integrated with electronic machine control.
- EMC - Electromagnetic compatibility, the ability of the machine and its systems to work without unacceptable electromagnetic interference.
- EMM - Earth-moving machinery, the base machine type that this document also covers when modified into a rock drill rig or rock reinforcement rig.
Who uses FprEN ISO 18758?

Introduction
This document is a type C standard as stated in ISO 12100:2010.
This document is of relevance, in particular, for the following stakeholder groups representing the market
players with regard to machinery safety:
— machine manufacturers;
— mining companies;
— health and safety bodies (regulators, accident prevention organisations, market surveillance, etc.).
Others that can be affected by the level of machinery safety achieved with the means of the document by the
above-mentioned stakeholder groups are:
— machine operators;
— service providers, e.g. for maintenance;
— third party system and technology providers.
The above-mentioned stakeholder groups have been given the possibility to participate at the drafting
process of this document.
The machinery concerned and the extent to which hazards, hazardous situations or hazardous events are
covered are indicated in the scope of this document.
The vocabulary of ISO 22932-5 is essential for the understanding of the safety requirements of this document.
When requirements of this type C standard are different from those which are stated in type A or B
standards, the requirements of this type C standard take precedence over the requirements of the other
standards, for rock drill rigs and rock reinforcement drills that have been designed and built according to
the requirements of this type C standard.
The following assumptions were made in writing this document:
a) the operators of the machines are well trained professionals and aware of potential risks of using the
machine in the working environment, including the hazards of reasonably foreseeable misuse (See ISO/
IEC GUIDE 51:2014, 6.1 a), b));
b) the machines are operated and maintained according to the instructions given by the manufacturer,
such as operator's instructions (See ISO/IEC GUIDE 51:2014, 7.4.2.2);
c) that administrative controls are in place for preventing unauthorized entry of persons to the area where
machines are working (See ISO/IEC GUIDE 51:2014, 6.2.2 and note).
For increased readability of this document, rock drill rigs and rock reinforcement rigs are called machines
from clause 4 onwards unless the specific term is needed for emphasis or clarity.
