Resilient floor coverings - Specification for plain and decorative linoleum on a foam backing

This document specifies the characteristics of plain and decorated linoleum on a foam backing as a compound floor covering, supplied in roll form.
To encourage the consumer to make an informed choice, this document includes a classification system based on the intensity of use, which shows where resilient floor coverings provide satisfactory service.
The term 'linoleum' is frequently incorrectly applied to a range of floor coverings, often to those based on polyvinyl chloride or rubber. Such materials are not included in this document.

Overview

EN 686:2019 defines the specification for plain and decorative linoleum on a foam backing supplied in roll form. Produced by CEN/TC 134, this European Standard clarifies identification, performance requirements, classification by intensity of use, and marking to help manufacturers, specifiers and consumers make informed choices about resilient floor coverings.

Key identification features include chemical disintegration in 0.5 mol/l potassium hydroxide/methanol and the determination of linoleum cement and ash residue. The standard requires a minimum linoleum cement content of 30% and a maximum inorganic filler (ash) content of 50% (EN ISO 26985).

Key Topics

  • Scope and definitions: Clarifies what is and is not considered linoleum; excludes PVC- and rubber-based floorings that are often mislabelled as linoleum.
  • Performance requirements (selected):
    • Residual indentation (average) ≤ 0.30 mm (EN ISO 24343-1)
    • Peel resistance between foam and fibrous backing: average ≥ 10 N/50 mm (EN ISO 24345)
    • Colour fastness to artificial light: Minimum 6 (EN ISO 105-B02)
    • Castor chair test: no apparent damage (ISO 4918)
    • Flexibility: no cracking when bent around specified mandrels (EN ISO 24344)
  • Dimensions and tolerances: Requirements for roll length, width, overall thickness and layer thickness (EN ISO 24341, EN ISO 24346, EN ISO 24340).
  • Classification system: Uses EN ISO 10874 categories based on nominal linoleum thickness to indicate level of use (domestic, commercial, light industrial). For example, nominal linoleum thicknesses of 2.0 mm and 2.5 mm correspond to defined class symbols and levels of use.
  • Marking and packaging: Mandatory product and packaging information to support traceability and informed selection.

Applications

EN 686:2019 is intended for stakeholders involved in the specification, manufacture, testing and sale of resilient floor coverings where linoleum on a foam backing is chosen for its comfort, resilience and design options:

  • Interior specification for residential and commercial spaces
  • Product development and quality control for flooring manufacturers
  • Procurement and compliance checks for contractors and retailers
  • Consumer guidance to choose appropriate class/symbol for intensity of use

Benefits include consistent performance criteria, clearer product labelling, and a standardized classification that helps match flooring to expected traffic and durability needs.

Related Standards

Key normative references cited in EN 686:2019 include:

  • EN ISO 10874 - Classification for resilient floor coverings
  • EN ISO 26985 - Identification of linoleum and cement/ash determination
  • EN ISO 24340 / 24341 / 24343-1 / 24344 / 24345 / 24346 - Test methods for thickness, dimensions, indentation, flexibility, peel resistance and overall thickness
  • EN ISO 105-B02 - Colour fastness to artificial light
  • ISO 4918 - Castor chair test

Manufacturers and specifiers should consult EN 686:2019 alongside these referenced test standards to ensure compliance, correct labelling, and appropriate selection for intended use.
