Railway applications - Track - Road-rail machines and associated equipment - Part 1: Technical requirements for running and working

1.1   General
This European Standard deals with the technical requirements to minimize the specific railway hazards of self propelled road-rail machines - henceforward referred to as machines - and associated equipment, which can arise during the commissioning, the operation and the maintenance of machines when carried out in accordance with the specification given by the manufacturer or his authorised representative.
Part 1 of EN 15746 defines requirements for approval of the machine by an authorised body; Part 2 defines requirements for the machine to be declared conformant by the manufacturer, except in the case of machines classified under Annex 4 of the Machinery Directive, which require a conformity check in conjunction with a notified body.
Additional requirements can apply for running on infrastructures with narrow gauge or broad gauge lines, lines of tramways, railways utilizing other than adhesion between the rail and rail wheels and underground infrastructures.
This European Standard is also applicable for machines and associated equipment that in working configuration are partly supported on the ballast or the formation.
This European Standard does not apply to the following:
-   the requirements for quality of the work or performance of the machine;
-   the specific requirements established by the machine operator for the use of machines, which will be the subject of negotiation between the manufacturer and the infrastructure manager;
-   running and working whilst not on rails;
-   separate machines temporarily mounted on machines and associated equipment;
-   demountable machines as defined in 3.2;
-   trailers as defined in 3.3, including road-rail trailers.
This European Standard does not establish the additional requirements for the following:
-   operation subject to special rules, e.g. potentially explosive atmospheres;
-   hazards due to natural causes, e.g. earthquake, lightning, flooding;
-   working methods;
-   operation in severe working conditions requiring special measures, e.g. work in tunnels or in cuttings, extreme environmental conditions such as: freezing temperatures, high temperatures, corrosive environments, tropical environments, contaminating environments, strong magnetic fields;
-   hazards due to errors in software;
-   hazards occurring when used to handle suspended loads which may swing freely.

1.2   Validity of this European Standard
This European Standard applies to all machines which are ordered one year after the publication date by CEN of this European Standard.

1.1   Allgemeines
Diese Europäische Norm legt die technischen Anforderungen zur Minimierung eisenbahn¬spezifischer Gefahren von selbst angetriebenen Zwei Wege Maschinen — nachfolgend als Maschine bezeichnet — und zugehöriger Ausstattung fest, die bei der Inbetriebnahme, dem Betrieb und der Instandhaltung von Maschinen, den Anweisungen des Herstellers oder seinem berechtigten Vertreter folgend, entstehen können.
Die Prüfung der Übereinstimmung mit den Anforderungen nach Teil 1 von EN 15746 unterliegt der autorisierten Stelle, die Konformität mit den Anforderungen nach Teil 2 wird vom Hersteller erklärt, mit Ausnahme von Maschinen, die nach der Maschinen Richtlinie, Anhang 4 klassifiziert sind und eine Konformitätsprüfung in Verbindung mit einer notifizierten Stelle benötigen.
Für das Fahren auf Infrastrukturen mit schmalen Spurweiten oder auf Breitspurstrecken, Straßenbahnlinien, von Eisenbahnen, die eine andere Haftreibung zwischen Schiene und Rad nutzen und Infrastrukturen im Untergrund können zusätzliche Anforderungen bestehen.
Diese Europäische Norm gilt auch für Maschinen und zugehörige Ausrüstungen, die sich in Arbeitstellung teilweise auf dem Schotter oder dem Untergrund (Planum) abstützen.
Diese Europäische Norm gilt nicht für:
-   Anforderungen an die Qualität von Arbeiten oder die Leistung der Maschine;
-   spezielle Anforderungen für die Nutzung der Maschinen, festgelegt von dem Maschinenbetreiber, die der Absprache zwischen Hersteller und Infrastrukturunternehmer unterliegen;
-   Fahren und Arbeiten auf anderen Untergründen als auf Schienen;
-   gesonderte Maschinen, die vorübergehend an Maschinen angebaut sind und zugehörige Ausrüstungen;
-   ausgleisbare Maschinen nach 3.2;
-   Anhänger nach 3.3, einschließlich Zwei Wege Ahänger.
Diese Europäische Norm legt nicht die zusätzlichen Anforderungen für Folgendes auf:
-   Einsätze, die besonderen Regeln unterliegen, z. B. explosionsgefährdete Umgebungen;
-   Gefahren aufgrund natürlicher Ursachen, z. B. Erdbeben, Blitzschlag, Überschwemmung;
-   Arbeitsverfahren;
-   Einsätze unter schweren Arbeitsbedingungen, die besondere Maßnahmen erfordern, z. B. bei Arbeiten in Tunneln oder in Streckenabschnitten mit außergewöhnlichen Bedingungen wie Einsatz bei Frost, hohen Temperaturen, korrosiver Umgebung, tropischer Umgebung, kontaminierter Umgebung, starkem Magnetfeld;
-   Gefahren aufgrund von Fehlern in der Software;
-   Gefahren, durch frei schwingende Lasten.
Andere Bau  und Instandhaltungsmaschinen für den Einsatz auf Eisenbahngleisen werden in anderen Europäischen Normen behandelt, siehe Anhang G.
1.2   Gültigkeit dieser Europäischen Norm
Diese Europäische Norm bezieht sich auf alle Maschinen, die ein Jahr nach dem Veröffentlichungs¬datum beim CEN dieser Europäischen Norm bestellt werden.

Généralités
La présente Norme européenne traite des prescriptions techniques pour minimiser les risques de danger spécifiques au domaine ferroviaire des machines rail-route automotrices (nommées dorénavant comme «machines») et des équipements associés. Ces risques peuvent se produire lors des opérations de mise en service, d'exploitation et de maintenance des machines; ces opérations sont réalisées conformément aux spécifications données par le fabricant ou son mandataire.
La partie 1 de l’EN 15746 définit les prescriptions pour l’agrément d’une machine par un organisme autorisé.
La partie 2 de l’EN 15746 définit les prescriptions relatives à la «déclaration de conformité» d’une machine par le fabricant, à l’exception des machines classées selon l'Annexe 4 de la Directive Machine qui exige une vérification de la conformité par un organisme notifié.
Des prescriptions particulières peuvent s’appliquer pour la circulation :
-   sur les infrastructures ferroviaires à voies large ou étroite ;
-   sur des lignes de tramway ;
-   sur des chemins de fer autres que ceux à adhérence rail/roue ;
-   sur des infrastructures ferroviaires en souterrain.
La présente norme européenne s'applique aussi aux machines et aux équipements associés qui, en configuration de travail, prennent partiellement appui sur le ballast ou sur la plate-forme.
La présente norme européenne ne s’applique pas :
-   aux conditions relatives à la qualité du travail, aux performances du travail effectué par la machine ;
-   aux exigences spécifiques fixées par chaque exploitant de la machine pour l’emploi des machines et qui font l’objet de négociations entre le fabricant et le gestionnaire de l’infrastructure ;
-   à la circulation et au travail hors voies ferrées ;
-   aux machines séparées montées pour une durée temporaire sur des machines ou équipements associés ;
-   aux machines déraillables telles que définies au 3.2 ;
-   aux remorques, telles que définies au 3.3, y compris les remorques rail-route.
La présente Norme européenne ne tient pas compte des prescriptions supplémentaires suivantes :
-   mise en oeuvre de la machine dans des conditions faisant l’objet de règles spéciales (par ex. atmosphère potentiellement explosive) ;
-   risques dus à des causes naturelles (par ex. tremblement de terre, foudre, inondation) ;
-   méthodes de travail ;
-   mise en oeuvre de la machine dans des conditions sévères nécessitant des mesures particulières (par ex. travaux en tunnels ou en tranchées, conditions d’environnement extrêmes telles que températures glaciales, haute température, environnements corrosifs, ou tropicaux, ou contaminants, fort champ magnétique) ;

1.2   Validité de la présente Norme européenne
La présente norme européenne s'applique à toutes les machines dont la commande a eu lieu un an après la date de publication de la présente norme européenne par le CEN.

1.1   Splošno
Ta evropski standard obravnava tehnične zahteve za zmanjšanje nevarnosti, značilnih za železnice, samognanih dvopotnih železniških vozil – v nadaljevanju vozila – in povezane opreme, ki lahko nastanejo med zagonom, obratovanjem in vzdrževanjem vozil, kadar se izvaja v skladu s specifikacijami, ki jih je podal proizvajalec ali njegov pooblaščeni zastopnik.
1. del EN 15746 opredeljuje zahteve, ki jih za vozilo odobri pooblaščeni organ; 2. del opredeljuje zahteve, ki jih mora izpolnjevati vozilo, da ga proizvajalec lahko označi za skladno, razen vozil, ki so razvrščena v skladu z dodatkom 4 Direktive o strojih, ki zahteva preverjanje skladnosti v povezavi s priglašenim organom.

Category 9 B See 4.1.4 Braking and traction on road wheels, load shared between road and rail wheels.
Category 9 C See 4.1.5 Category 8 machines are designed to operate track signalling and control systems. Category 9 machines in general are not required to operate track signalling and control systems and are only permitted to run and work on the railway under special restrictions defined by the infrastructure manager. Category 9 machines designed to operate track signalling and control systems are permitted to be approved by the authorised body for being used on the national network.
