Overview

EN ISO 4254-5:2018 (ISO 4254-5:2018) - "Agricultural machinery - Safety - Part 5: Power-driven soil-working machines" is a Type‑C standard published by CEN/ISO. Intended to be used together with ISO 4254‑1, it specifies safety requirements and verification for the design and construction of mounted, semi‑mounted and trailed power‑driven soil‑working machines used in agriculture. It also defines what information manufacturers must supply on safe working practices, including residual risks.

The standard addresses significant hazards listed in Annex A and includes informative Annexes with examples of machines and hazard relationships. It is not applicable to spading machines, machines with retractable devices for working between plants, environmental hazards, or most power‑transmission moving‑part hazards (except strength requirements for guards and barriers).

Key topics and requirements

  • Scope & applicability: Clear definition of machine types covered (mounted, semi‑mounted, trailed) and exclusions (spading machines, certain retractable devices, pre‑publication machines).
  • Safety requirements and risk reduction: Design and construction measures to reduce significant hazards relevant to soil‑working tools.
  • Verification: Procedures to verify that safety requirements and protective measures are implemented and effective.
  • Protection of working tools: Measures against inadvertent contact with power‑driven tools and protection from thrown objects.
  • Noise reduction: Added requirements addressing noise as a safety concern.
  • Control and adjustment: Requirements on location and operation of working‑depth and other controls.
  • Information for use: Mandatory content for the operator’s manual, safety/instructional signs and documentation of residual risks.

Introduction
This document is of relevance, in particular, for the following stakeholder groups representing the
market players with regard to machinery safety:
— machine manufacturers (small, medium and large enterprises);
— health and safety bodies (regulators, accident prevention organisations, market surveillance etc.).
Others can be affected by the level of machinery safety achieved with the means of the document by the
above-mentioned stakeholder groups:
— machine users/employers (small, medium and large enterprises);
— machine users/employees (e.g. trade unions, organizations for people with special needs);
— service providers, e. g. for maintenance (small, medium and large enterprises);
— consumers (in case of machinery intended for use by consumers).
The above-mentioned stakeholder groups have been given the possibility to participate at the drafting
process of this document.
The machinery concerned and the extent to which hazards, hazardous situations or hazardous events
are covered are indicated in the Scope of this document.
This document is a type-C standard as stated in ISO 12100.
When requirements of this type-C standard are different from those which are stated in type-A or
type-B standards, the requirements of this type-C standard take precedence over the requirements of
the other standards for machines that have been designed and built according to the requirements of
this type-C standard.
The structure of safety standards in the field of machinery is as follows.
— Type-A standards (basis standards) give basic concepts, principles for design, and general aspects
that can be applied to machinery.
— Type-B standards (generic safety standards) deal with one or more safety aspects or one or more
types of safeguards that can be used across a wide range of machinery:
— Type-B1 standards on particular safety aspects (e.g. safety distances, surface temperature, noise);
— Type-B2 standards on safeguards (e.g. two-hands controls, interlocking devices, pressure
sensitive devices, guards).
— Type-C standards (machinery safety standards) deal with detailed safety requirements for a
particular machine or group of machines.
Significant hazards that are common to all the agricultural machines (self-propelled, mounted, semi-
mounted and trailed) are dealt with in ISO 4254-1.

The standard EN ISO 4254-5:2018 provides a comprehensive framework focused on the safety requirements specific to power-driven soil-working machines used in agriculture. The primary scope of this standard is to define the safety requirements and their verification processes for mounted, semi-mounted, and trailed soil-working machines. This clarity is crucial for manufacturers, as it establishes expectations for design and construction that prioritize safety. One of the strengths of ISO 4254-5:2018 is its clear identification of significant hazards associated with power-driven soil-working machines, as outlined in Annex A. By addressing these hazardous situations and events, the standard enhances the safety of operators and maintenance personnel by ensuring that risks are effectively managed. The specification for manufacturers to provide information regarding safe working practices, including the communication of residual risks, further strengthens this standard's relevance in promoting safety across agricultural operations. Moreover, the document makes it clear which machines are excluded from its applicability, such as spading machines and those with certain retractable devices. This targeted approach ensures that the standard remains focused on its intended audience and does not extend to areas that might dilute its effectiveness. Additionally, the exclusion of certain environmental hazards and specific maintenance-related issues demonstrates a pragmatic approach to safety that aligns with the operational realities faced by professionals in agriculture. Another notable aspect is the precedence given to this standard over ISO 4254-1 when discrepancies arise, which underscores its authority and relevance for machines designed and constructed under its provisions. This stipulation not only reinforces the standard's importance in ensuring consistent safety measures throughout the industry but also simplifies compliance for manufacturers. Overall, EN ISO 4254-5:2018 stands out as a vital standard that enhances the safety framework for agricultural machinery, particularly power-driven soil-working machines. Its detailed requirements, combined with a strategic focus on significant hazards and practical safety information, make it a pertinent document for manufacturers, ensuring both compliance and the protection of individuals working with these machines.
