This European Standard describes the specific ‘Design for PRM use’ requirements applying to rolling stock and the assessment of those requirements. The following applies to this standard:

Die Norm behandelt ausschließlich spezifische Anforderungen von PRM-Fahrgästen. Sie definiert keine allgemeinen Festlegungen für Bauteile und Systeme.
Diese Norm geht von der Annahme aus, dass sich die Schienenfahrzeuge im festgelegten Betriebszustand befinden. Bei der Nachweisführung in Bezug auf die Anforderungen werden Schäden oder Betriebsfehler nicht berücksichtigt.
Sind Maße für Mindest- oder Höchstabmessungen angegeben, ist zu beachten, dass es sich hierbei NICHT um Nominalwerte handelt.
Die folgenden Themenbereiche aus „Barrierefreier Zugang zu Schienenfahrzeugen“ der TSI PRM werden in 2 Teilen behandelt:

Diese Norm beschreibt diese Bereiche mittels eindeutiger und konsistenter Begriffe und Definitionen. Wo erforderlich, werden Messverfahren und/oder Verfahren für die Nachweisführung bereitgestellt, wenn diese für die Erstellung von Abnahmekriterien benötigt werden.

La présente norme européenne décrit les exigences spécifiques de « Conception destinée à l'usage par les PMR » s'appliquant au matériel roulant, ainsi que l'évaluation de ces exigences. Les éléments suivants s'appliquent à la présente norme :
- les définitions et les exigences décrivent les aspects spécifiques de la « Conception destinée à l'usage par les PMR » requise pour les personnes handicapées et à mobilité réduite telle que définie dans la STI PMR ;
- la présente norme définit des éléments universellement valides pour les déplacements libres d'obstacles comprenant les marches de sortie et d'accès, ainsi que les dispositifs d'aide à l'embarquement et au débarquement. Les définitions et exigences de la présente norme doivent être utilisées pour les applications de matériel roulant ;
- la présente norme traite uniquement des aspects liés à l'accessibilité des voyageurs à mobilité réduite ; elle ne définit pas d'exigences et de définitions générales ;
- la présente norme repose sur l'hypothèse que le véhicule est dans l'état de fonctionnement défini ;
- lorsque des dimensions minimales ou maximales sont mentionnées, elles NE doivent absolument PAS être considérées comme des valeurs nominales.
La norme « Accessibilité des personnes à mobilité réduite » a été rédigée en deux parties :

Key E minimum height of raised edges 50 mm Figure 6 — Minimum effective clear width and raised edges for boarding aids 8) Ramps having a clear width of less than 1 000 mm shall have raised edges on both sides to prevent mobility aid wheels from slipping off. — Assessment: To prevent mobility aid wheels from slipping off, raised edges shall be a minimum height of 50 mm measured vertically from the usable surface of the device, see Figure 6. — The raised edges may be chamfered at each end of the ramp over the first 150 mm of the device, see Figure 7. — Where a ramp splits to fold or stow a nominal gap of 10 mm is permitted in the raised edge. 9) The upstands at both ends of the ramp shall be bevelled and shall be a maximum height of 20 mm. — Assessment: For the height of the upstand see Figure 7; the upstand and bevel shall be consistent over the full effective clear width of the device. — For assessment the upstand height of 20 mm is measured from the platform surface to the main surface of the ramp and from the main surface of the ramp to the floor of the vehicle. — Where a ramp splits to fold or stow a nominal gap of 10 mm is permitted in the upstand.
