Standard Specification for Emulsified Refined Coal-Tar (Ready to Use, Commercial Grade)

ABSTRACT
This specification covers mineral-colloid-stabilized, emulsified refined coal tar suitable for use as a weather-protective and petroleum (aliphatic) solvent resistant coating. This product is typically applied to commercial lots and other low speed bituminous concrete pavements suitable for protection. The material shall be classified as: Type I and Type II. The refined coal tar emulsion seal coat shall consist of a mixture of refined coal tar emulsion, water, and aggregate and be proportioned within the ranges specified. Mixture and aggregate verification tests shall be performed to conform with the specified requirements.
SCOPE
1.1 This specification covers mineral-colloid-stabilized, emulsified refined coal tar suitable for use as a weather-protective and petroleum (aliphatic) solvent resistant coating. This product is typically applied to commercial lots and other low-speed bituminous concrete pavements suitable for protection.
1.2 The values stated in either SI units or inch-pound units are to be regarded separately as standard. The values stated in each system may not be exact equivalents; therefore, each system shall be used independently of the other. Combining values from the two systems may result in nonconformance with the standard.
1.3 This standard does not purport to address all of the safety concerns, if any, associated with its use. It is the responsibility of the user of this standard to establish appropriate safety, health, and environmental practices and determine the applicability of regulatory limitations prior to use.
1.4 This international standard was developed in accordance with internationally recognized principles on standardization established in the Decision on Principles for the Development of International Standards, Guides and Recommendations issued by the World Trade Organization Technical Barriers to Trade (TBT) Committee.

Overview

ASTM D6945/D6945M-03(2023) is the internationally recognized standard specification for Emulsified Refined Coal-Tar (Ready to Use, Commercial Grade). Created by ASTM International, this specification defines requirements for mineral-colloid-stabilized, emulsified refined coal tar, which serves as a weather-protective and petroleum (aliphatic) solvent-resistant coating. The product is mainly utilized as a protective sealant on commercial lots and other low-speed bituminous concrete pavements.

Emulsified refined coal-tar under this standard is available in two types (Type I and Type II) and is designed to be applied cold by brush, squeegee, roller, or spray equipment, making it practical for a range of large-area protective applications. This standard ensures the product’s reliability, consistency, and performance in the field.

Keywords: emulsified coal tar, bituminous pavement sealer, mineral colloid, ASTM D6945, coal tar emulsion, pavement protection, commercial pavement sealant

Key Topics

  • Product Types:
    • Type I: Contains refined coal tar emulsion, water, and aggregate.
    • Type II: Contains refined coal tar emulsion, water, aggregate, and an approved additive.
  • Performance Requirements:
    • Emulsion mixtures must demonstrate fuel resistance, water resistance, proper adhesion, uniformity, and appropriate physical properties such as drying time and flexibility.
    • Aggregate selection and loading are strictly controlled to maintain sealing effectiveness and durability.
  • Consistency and Application:
    • The mixture must be suitable for standard application techniques and remain stable on slight inclines.
    • Both types are used without heating and should bond well to damp or primed surfaces.
  • Sampling and Quality Verification:
    • Sampling follows established ASTM practices, ensuring each batch conforms to the required composition and performance benchmarks.
    • Periodic field testing and laboratory verification sustain quality for both constituent materials and final mixtures.

Applications

ASTM D6945/D6945M-03(2023) is widely referenced for ensuring quality and durability in projects where weatherproofing and petroleum solvent resistance are critical on bituminous surfaces. Key applications include:

  • Commercial Parking Lots: Provides a uniform, long-lasting protective surface that resists both weather and fuel spills.
  • Low-Speed Bituminous Pavements: Used on access roads, airports, and other surfaces where exposure to vehicles and petroleum products necessitates enhanced durability.
  • Maintenance and Rehabilitation: Used in resurfacing and extending the lifespan of existing bituminous concrete surfaces, minimizing environmental degradation and structural wear.

This standard’s scope also recognizes the need for adherence to local and international safety, health, and environmental regulations, underscoring its suitability for both domestic and export markets.

Related Standards

For comprehensive quality assurance and compatibility, the following ASTM standards are commonly cited alongside ASTM D6945/D6945M:

  • ASTM D490: Specification for Road Tar, relevant for raw material criteria.
  • ASTM D5727/D5727M: Specification for Emulsified Refined Coal Tar (Mineral Colloid Type), referenced for base emulsion requirements.
  • ASTM D3423/D3423M: Practice for Application of Emulsified Coal-Tar Pitch, providing application guidelines.
  • ASTM D2939: (Withdrawn) Test Methods for Protective Coatings, referenced for certain performance tests.
  • ASTM C136/C136M & C142/C142M: Test methods for aggregate grading and quality.
  • ASTM D140/D140M: Practice for Sampling Asphalt Materials.

Choosing products and formulations in accordance with ASTM D6945/D6945M ensures reliable performance for pavement protection and contributes to the durability and maintenance efficiency of bituminous surfaces in commercial environments.
