Standard Specification for Asphalt Emulsion Pavement Sealer (Mineral Colloid or Chemically Stabilized Type)
ABSTRACT
This specification establishes the material and manufacturing requirements for water-based asphalt emulsion (mineral colloid or chemically stabilized type) pavement sealers suitable for use as a weather-protective coating over bituminous pavements, such as roadways, driveways, and parking areas. The base asphalt emulsion shall be made using binders prepared from crude petroleum; the mineral filler (when used), shall consist of finely ground clay, silica, limestone, slate, basalt, slag, or other inert inorganic filler materials; and the aggregate shall be either a natural or manufactured angular aggregate composed of clean, hard, durable particles free of clay or other objectionable material. The aggregate to be used shall follow the manufacturer's recommendations; however, 100% of the aggregate shall pass a 2.38 mm [No. 8] mesh-sieve at all times. Aggregate may either be added at the point of manufacture, post-added at the job site, or both. The use of an additive is optional and shall be approved by the asphalt emulsion pavement sealer manufacturer.
This specification also covers the physical requirements, sampling, inspection, and packaging and package marking for asphalt emulsion pavement sealers (mineral colloid or chemically stabilized type).
SCOPE
1.1 This specification covers water-based asphalt emulsion (mineral colloid or chemically stabilized type) pavement sealer suitable for use as a weather-protective coating over bituminous pavements, such as roadways, parking areas, and driveways.
Note 1: Application shall be made in accordance with a forthcoming ASTM standard on the application of asphalt emulsion pavement sealer.
1.2 The values stated in SI units or inch-pound units are to be regarded separately as standard. The values stated in each system may not be exact equivalents; therefore, each system shall be used independently of the other. Combining values from the two systems may result in nonconformance with the standard.
1.3 This standard does not purport to address all of the safety concerns, if any, associated with its use. It is the responsibility of the user of this standard to establish appropriate safety, health, and environmental practices and determine the applicability of regulatory limitations prior to use.
1.4 This international standard was developed in accordance with internationally recognized principles on standardization established in the Decision on Principles for the Development of International Standards, Guides and Recommendations issued by the World Trade Organization Technical Barriers to Trade (TBT) Committee.

Overview
ASTM D8099/D8099M-17(2023), Standard Specification for Asphalt Emulsion Pavement Sealer (Mineral Colloid or Chemically Stabilized Type), establishes the essential requirements for material composition, manufacturing, testing, and packaging of water-based asphalt emulsion pavement sealers. Developed by ASTM International, this standard ensures quality and performance for mineral colloid or chemically stabilized sealers intended as weather-protective coatings over bituminous pavements, such as roadways, driveways, and parking areas.
Designed in alignment with internationally recognized standardization principles, ASTM D8099/D8099M-17(2023) covers both material specifications and practical considerations, helping manufacturers, contractors, and regulatory authorities maintain consistency, reliability, and durability in pavement maintenance and construction.
Key Topics
- Material Composition: Specifies the use of asphalt emulsions created with binders from crude petroleum, allowed mineral fillers (including clay, silica, limestone, and other inert inorganics), and clean, hard aggregates.
- Aggregate Requirements: Aggregate must be either natural or manufactured, and 100% must pass a 2.38 mm [No. 8] mesh sieve. Aggregates can be incorporated during manufacturing, at the site, or both.
- Optional Additives: Additives are permitted only with approval from the pavement sealer manufacturer to ensure overall compatibility and performance.
- Physical Requirements:
- The sealer must be uniform, have a consistent, homogeneous appearance, and maintain stability without significant settlement or separation.
- Key performance characteristics include proper density, water content limits, residue content, and quick drying time.
- Resistance to heat, water, and flexibility are required, ensuring no blistering, sagging, adhesion loss, flaking, or cracking.
- Testing & Sampling: Sampling procedures and physical tests follow referenced ASTM methods (e.g., ASTM D95, D140/D140M, D2939). Performance must meet standards for density, residue, water content, and set time.
- Inspection & Packaging: Inspection protocols are agreed upon between buyer and supplier. The product must be packaged to withstand normal shipping and handling.
Applications
Asphalt emulsion pavement sealers governed by ASTM D8099/D8099M-17(2023) are widely used for:
- Protective Coating: Providing a weather-resistant barrier over existing bituminous pavements, improving waterproofing and overall durability.
- Surface Renewal: Rejuvenating aged roadways, driveways, and parking areas by enhancing appearance and prolonging surface life.
- Traffic Areas: Suitable for areas with frequent vehicular or pedestrian traffic, supporting maintenance schedules and reducing overall pavement management costs.
- Versatile Application Methods: Product is designed for use with standard methods such as mechanical squeegee, brush, or spray equipment capable of handling aggregate-filled sealers without the need for heating.
Adhering to this ASTM standard delivers consistent, high-quality sealing performance critical for municipal, commercial, and residential pavement management projects.
Related Standards
ASTM D8099/D8099M-17(2023) references and aligns with several related standards for comprehensive pavement materials testing and sampling, including:
- ASTM D95: Test Method for Water in Petroleum Products and Bituminous Materials by Distillation.
