Standard Safety Guide for Consumer Recreational Use of Fun-Karts
SCOPE
1.1 This guide relates to the use and maintenance of commercially manufactured fun-karts intended for private use, on suitable off-road terrain, by consumers.
1.2 This guide is intended to reduce hazards, other than those inherent in the sport of fun-karting, to the users of fun-karts during normal intended use.
1.3 This guide applies to fun-karts for private use and does not apply to concession, race, home-made, consumer-modified karts, karts that are pedal-powered, unpowered karts, or karts that are used for commercial purposes.
1.4 This guide specifically recognizes that there are operational hazards relating to fun-karts that operators and passengers are deemed to have accepted by their use and operation of the fun-kart including, but not limited to, falling out, running into, through, under or over objects, upsetting the kart, general operator recklessness, pinches, scratches, or bruises, or a combination thereof.
1.5 This guide does not cover product performance or quality, labeling, maintenance, or safety devices.

Overview
ASTM F1928-98(2018) - Standard Safety Guide for Consumer Recreational Use of Fun-Karts is an international standard developed by ASTM International. This guide provides essential safety recommendations for the use and maintenance of gas-powered, commercially manufactured fun-karts intended for private recreational use on suitable off-road terrain. By establishing uniform safety practices, this standard aims to minimize potential hazards for operators and passengers, while recognizing the inherent risks associated with fun-karting.
Key Topics
- Scope and Applicability: This guide applies exclusively to consumer fun-karts designed for off-road, private use and excludes concession karts, race karts, home-made or modified karts, pedal or unpowered karts, and karts used for commercial operations.
- User Qualifications: Outlines minimum age (typically 8 years and above, subject to manufacturer’s guidance) and physical/cognitive capability requirements for safe operation.
- Supervision: Emphasizes the critical role of a competent adult supervisor to oversee safe operation, pre-operation checks, and adherence to manufacturer instructions.
- Operation and Maintenance Safety:
- No unauthorized modifications to fun-karts or components
- Prohibited activities include racing, stunt driving, or any maneuvers that could lead to loss of control
- Pre-operation checks covering throttle, steering, braking, guards, pads, and tires
- Refueling and maintenance only by knowledgeable supervisors, using authorized parts
- Safe Behavior and Restrictions:
- Drivers and passengers must always remain seated with arms and legs inside the kart while in motion
- Use of appropriate protective equipment, especially helmets and eye protection, as recommended by manufacturers
- Prohibited operation under the influence of drugs or alcohol
- Riders with specific medical conditions (e.g., heart conditions, pregnancy, back injuries) should not participate
- Adherence to all manufacturer’s instructions, weight/height limits, and all laws and ordinances
Applications
This safety guide is widely used in the consumer recreational vehicle industry to:
- Inform manufacturers and consumers on best practices for fun-kart operation and maintenance
- Develop safety training materials for private users and their families
- Support insurance and liability assessments by providing clear safety expectations
- Establish guidelines for parent-supervised children’s use of fun-karts in off-road environments
- Assist retailers and sellers in educating buyers on safe enjoyment and proper handling of fun-karts
Implementation of ASTM F1928-98(2018) helps reduce the risk of injury, ensures consistent safety protocols, and supports consumer confidence in the responsible recreational use of fun-karts.
