Implementation Timeline
- Date of Entry into Force: Twenty days after publication in the Official Journal (published on 5 May 2015).

Zweck

Messtechnische Anforderungen:

Marktüberwachung:

Geltungsbereich:
Die Verordnung gilt für netzbetriebene gewerbliche Kühllagerschränke, die zur Lagerung von Lebensmitteln und Tiernahrung außerhalb von Haushalten bestimmt sind und einen Kaltdampfkreisprozess verwenden. - Geräte mit getrennten Verflüssigungssätzen.
- Offene Kühlschränke, Saladetten, Spezialkühlschränke für Lebensmittelverarbeitung und Gefriertruhen.
- Kühl-Gefrierkombinationen, Einbaugeräte, Geräte mit statischer Kühlung oder Sonderanfertigungen.
- Kühllagerschränke für Rollbehälter oder mit Durchreiche.
Akteure:
- Lieferanten, die gewerbliche Kühllagerschränke in Verkehr bringen oder in Betrieb nehmen.
- Händler, die diese Produkte verkaufen, vermieten oder vermarkten.
- Mitgliedstaaten, die die Marktüberwachung und Kontrolle beaufsichtigen.
Umsetzungszeitplan
- Die Verordnung trat am 25. Mai 2015 in Kraft (20 Tage nach Veröffentlichung).
- Ab dem 1. Juli 2016 müssen alle in Verkehr gebrachten gewerblichen Kühllagerschränke mit den vorgeschriebenen Energieetiketten versehen sein (entweder Etikett 1 oder Etikett 2).
- Ab dem 1. Juli 2019 gilt die verpflichtende Verwendung von Etikett 2 für alle neu in Verkehr gebrachten Modelle.
- Die Kommission plant eine Überprüfung der Verordnung spätestens fünf Jahre nach Inkrafttreten, d.h. bis spätestens 2020, mit Blick auf technische und marktbezogene Entwicklungen.

Obligations clés
Pour les fournisseurs (à partir du 1er juillet 2016) :
- Fournir une étiquette imprimée conforme au format défini à l’annexe III pour chaque modèle d’armoire frigorifique professionnelle ;
- Mettre à disposition des distributeurs une étiquette électronique au même format pour chaque modèle ;
- Fournir une fiche de produit conforme à l’annexe IV, disponible également en version électronique pour les distributeurs ;
- Tenir à disposition des autorités nationales une documentation technique conforme à l’annexe V ;
- Veiller à ce que toute publicité comportant des informations sur la consommation d’énergie ou le prix fasse référence à la classe d’efficacité énergétique du modèle ;
- Intégrer la classe d’efficacité énergétique dans tout matériel promotionnel technique présentant des caractéristiques spécifiques.
Pour les distributeurs :
- Afficher clairement l’étiquette énergétique fournie par le fournisseur sur la face avant ou la partie supérieure visible de chaque armoire frigorifique professionnelle en point de vente ;
- S’assurer, lorsqu’elles ne sont pas exposées physiquement mais proposées à la vente, location ou location-vente, que les informations énergétiques correctes sont fournies conformément aux annexes VI (vente hors ligne) et VII (vente en ligne) ;
- Inclure la classe d’efficacité énergétique dans toute publicité ou matériel promotionnel technique relatif aux modèles spécifiques.
Méthodes et contrôles :
- Les mesures et calculs doivent respecter des procédures précises et reproductibles indiquées à l’annexe IX, fondées sur des méthodes reconnues et les normes européennes harmonisées ;
- Les États membres appliquent une procédure de vérification de conformité des valeurs déclarées via la méthode de l’annexe X.

- Armoires frigorifiques professionnelles fonctionnant sur secteur électrique avec cycle à compression de vapeur, destinées au stockage de denrées alimentaires en milieu non domestique, et non conçues pour la vente en libre-service ;
- Sont exclues notamment les armoires alimentées par d’autres sources d’énergie principales, celles avec groupe de condensation à distance, les armoires ouvertes obligatoirement ouvertes, les saladettes, les comptoirs frigorifiques, les réfrigérateurs-congélateurs, les congélateurs-coffres, les armoires encastrables, celles à froid statique, ainsi que les armoires spécifiques conçues sur mesure.

- Distributeurs : points de vente, locations, plateformes de commerce en ligne impliqués dans la commercialisation des armoires.
Calendrier de mise en œuvre
- 1er juillet 2016 : entrée en vigueur des principales obligations pour les fournisseurs et distributeurs, dont la fourniture et l’affichage de l’étiquette énergétique selon le format initial (Étiquette 1 ou 2) ;
- 1er juillet 2019 : obligation d’utiliser exclusivement l’Étiquette 2 sur les armoires frigorifiques professionnelles mises sur le marché ;
- Réexamen prévu au plus tard cinq ans après l’entrée en vigueur (donc au plus tard en 2020), notamment pour tenir compte des progrès technologiques et d’éventuelles révisions des méthodes de calcul de la consommation énergétique et de la classification.
Cette réglementation garantit une meilleure transparence et comparabilité des performances énergétiques des armoires frigorifiques professionnelles, renforçant ainsi les objectifs européens de réduction de la consommation énergétique et des émissions de gaz à effet de serre.
Le présent règlement s'applique aux armoires frigorifiques professionnelles alimentées sur secteur, y compris celles destinées à la réfrigération de denrées alimentaires et d'aliments pour animaux. Il vise spécifiquement les armoires frigorifiques équipées d’un cycle à compression de vapeur et conçues pour le stockage de denrées alimentaires dans des environnements non ménagers, excluant l'exposition ou la mise en libre-service aux clients. Ne sont pas couvertes les armoires principalement alimentées par d'autres sources d'énergie que l'électricité, celles fonctionnant avec un groupe de condensation à distance, les armoires ouvertes devant rester obligatoirement ouvertes, celles conçues pour la transformation ou la décongélation contrôlée d'aliments, ainsi que certaines catégories spécifiques telles que les saladettes, comptoirs frigorifiques, armoires encastrables, congélateurs-coffres et réfrigérateurs-congélateurs. Le règlement concerne l’étiquetage énergétique et la fourniture d’informations relatives à ces armoires professionnelles pour favoriser une meilleure efficacité énergétique.
Delegirana uredba Komisije (EU) 2015/1094 dopolnjuje Direktivo 2010/30/EU glede označevanja profesionalnih hladilnih omar za shranjevanje z energijskimi nalepkami. Namen uredbe je izboljšati energijsko učinkovitost teh aparatov, ki predstavljajo pomemben delež porabe električne energije v EU. Uredba določa enotne zahteve za označevanje profesionalnih hladilnih omar, ki delujejo na električno energijo in so namenjene hlajenju hrane in krme v ne gospodinjskih okoljih, z izjemo nekaterih specifičnih vrst aparatov, kot so odprte omare, vgradne omare in hladilno-zamrzovalni aparati. Od julija 2016 morajo biti ti aparati opremljeni z energetsko nalepko, podatkovno kartico in tehnično dokumentacijo, trgovci pa morajo zagotoviti dostopnost teh informacij na prodajnih mestih in v oglasih. Merjenja porabe energije se izvajajo po standardiziranih metodah, za preverjanje skladnosti pa se uporablja določen postopek tržnega nadzora. Komisija bo uredbo pregledala najpozneje pet let po začetku veljavnosti, da upošteva tehnološki napredek in izboljša učinkovitost regulacije.
Namen
Delegirana uredba Komisije (EU) 2015/1094 dopolnjuje Direktivo 2010/30/EU in določa zahteve za označevanje z energijskimi nalepkami profesionalnih hladilnih omar za shranjevanje, ki se napajajo iz električnega omrežja. Namen uredbe je znižati energetsko porabo teh aparatov, ki predstavljajo pomemben delež v skupni porabi električne energije v EU, ter spodbujati industrijo k izboljšanju energijske učinkovitosti in končne uporabnike k nakupu energetsko učinkovitih izdelkov, hkrati pa krepiti notranji trg.
Ključne obveznosti
- Dobavitelji morajo od 1. julija 2016 zagotoviti, da so vse profesionalne hladilne omare za shranjevanje opremljene s tiskano etiketno (nalepko) po standardizirani obliki in podatkih. Prav tako morajo izdelati elektronsko različico nalepke in podatkovno kartico, ki jih morajo dati na razpolago trgovcem za vsak model.
- Dobaviteljem je naložena obveza, da tehnična dokumentacija, potrebna za preverjanje skladnosti z zahtevanimi vrednostmi energijske učinkovitosti, ob zahtevi posredujejo pristojnim organom držav članic.
- Vsak oglas in tehnično promocijsko gradivo, ki vsebuje energijske ali cenovne informacije o določenem modelu, mora vključevati sklic na energijski razred tega modela.
- Trgovci morajo na prodajnem mestu za vsak prodani aparat zagotoviti vidno etiketo, nato pa tudi pri daljinski prodaji in v oglasih upoštevati zahteve glede prikaza energijskega razreda in drugih informacij, kot jih določajo priloge uredbe.
Vplivani izdelki in akterji
- Uredba se nanaša izključno na profesionalne hladilne omare za shranjevanje, torej izolirane hladilne aparate za ne-gospodinjsko uporabo, ki ohranjajo hrano pri določenih hladilnih ali zamrzovalnih temperaturah s ciklom kompresije pare.
- Iz uredbe so izvzeti določeni posebni tipi hladilnih naprav, kot so npr. hladilniki z oddaljenimi kondenzatorji, odprte omare, vitrine za razstavljanje, vgradne omare, zamrzovalne skrinje in drugi posebej opredeljeni proizvodi.
- Uredba vpliva na dobavitelje, ki dajejo aparate na evropski trg ali v uporabo, ter na trgovce, ki jih prodajajo ali promovirajo.
Časovni okvir izvajanja
- Uredba začela veljati 20 dni po objavi v Uradnem listu EU (2015).
- Od 1. julija 2016 mora vsak model profesionalne hladilne omare za shranjevanje biti opremljen vsaj s prvo vrsto nalepke (nalepka 1 ali nalepka 2).
- Od 1. julija 2019 pa je uvedena obvezna uporaba naprednejše nalepke 2.
- Komisija bo uredbo pregledala najpozneje pet let po začetku njene veljavnosti, da oceni tehnološki razvoj in morebitno prilagoditev zahtev.
Ta uredba tako določa jasne in enotne zahteve o označevanju energijske učinkovitosti za profesionalne hladilne omare za shranjevanje na trgu EU. Cilj je povečati transparentnost za kupce, spodbujati energetsko varčnost in zmanjševati vplive na okolje preko večje učinkovitosti ter zmanjšane porabe energije.
Uredba se nanaša na označevanje energijske učinkovitosti profesionalnih hladilnih omar za shranjevanje, ki se napajajo iz električnega omrežja. To vključuje profesionalne hladilne omare, namenjene ohlajevanju živil in krme v okoljih izven gospodinjstev, ter zajema izdelke, ki uporabljajo cikel hlajenja s kompresijo pare. Iz uredbe so izvzeti profesionalne hladilne omare, ki se napajajo z drugimi energijskimi viri, uporabljajo oddaljene kondenzacijske enote, odprte omare, omare za živilsko predelavo, saladete, strežne vitrine, omare brez cikla hlajenja s kompresijo pare, kosovno izdelane omare po naročilu, hladilno-zamrzovalni aparati, omare s statičnim zrakom, vgradne, vhodne in prehodne omare ter zamrzovalne skrinje.
