SIST ETS 300 459 E1:2006
(Main)Satellite Earth Stations and Systems (SES); Network Control Facilities (NCF) for Maritime Mobile Earth Stations (MMES) operating in the 1,5/1,6 GHz and 11/12/14 GHz bands providing Low Bit Rate Data Communications (LBRDC
- Abstract
This European Telecommunication Standard (ETS) provides specifications for the standardization of the minimum required Network Control Facilities (NCF) characteristics for Maritime Mobile Earth Stations (MMESs) with both transmit and receive capabilities in order to ensure that the network operator is able to suppress and enable the transmissions from the MMESs. In particular, these facilities will allow certain interference situations, resulting from the emissions of interfering MMESs, to be terminated. This ETS defines specifications for the control facilities in an MMES network operating Low Bit Rate Data Communications (LBRDCs), as defined in ETS 300 460 [1]. This ETS deals with specifications defined in order to protect other users of the frequency spectrum from unacceptable interference.

SIST ETS 300 459 E1:2006 is the Slovenian standard corresponding to ETS 300 459 Edition 1 from ETSI. It specifies Network Control Facilities (NCF) for Maritime Mobile Earth Stations (MMES) so a network operator can suppress and re-enable MMES transmissions in systems carrying Low Bit Rate Data Communications (LBRDC). In practice, it is the document for people who need to control MMES behaviour and verify that control function in maritime satellite networks.
What does SIST ETS 300 459 E1:2006 specify?
SIST ETS 300 459 E1:2006 specifies the minimum NCF characteristics for MMES with both transmit and receive capability. The standard is aimed at control of transmissions in the 1.5/1.6 GHz and 11/12/14 GHz bands, and it focuses on preventing unacceptable interference to other users of the spectrum.
The document is organized into these main parts:
- Clause 1 - Scope
- Clause 2 - Normative references
- Clause 3 - Abbreviations
- Clause 4 - Test report
- Clause 5 - Suppression of MMES transmissions
- Clause 6 - Re-enabling of MMES transmissions
- History
What are the key requirements of SIST ETS 300 459 E1:2006?
SIST ETS 300 459 E1:2006 is mainly about two operator actions: suppressing MMES transmissions when needed, and restoring them afterward. Clause 4 adds the reporting obligation, and Clause 5 adds the timing and verification conditions that matter in real network operation.
Suppressing MMES transmissions
Clause 5 requires that an NCF command can suppress transmissions from any selected MMES. For equipment that does not block initial burst transmissions, the standard also requires the network to stop all communications from the terminal and to tell the user that the terminal is inhibited. In practice, this is the mechanism that lets an operator stop an interfering station and limit repeated burst traffic.
Clause 5 also sets the response time: once the inhibit command is entered, the selected MMES is to enter the inhibited state within 30 seconds. For systems that were already in operation before 1 January 1994 and use half-duplex techniques, a longer delay of up to 30 minutes is allowed. That matters for acceptance testing because the allowed reaction time depends on the system type and age.
Clause 5 further states that suppression must not prevent the MMES from initiating a distress alert or conducting distress communication. In operational terms, emergency traffic stays available even when normal traffic is blocked.
Verifying suppression and re-enabling
Clause 5 says suppression is verified by documentary evidence and demonstration, and the test is to be performed under three conditions: before the MMES is reset or powered on again, during transmission, and before an intended transmission period. This gives test labs and operators a practical way to check that the inhibit function works when it is most likely to be used.
Clause 6 requires that, if a link is available, the NCF can re-enable transmissions of an MMES that was previously suppressed. That is the recovery step after an interference event or maintenance action.
Reporting
Clause 4 requires the test report to contain the results of the test. That makes the verification outcome traceable for acceptance, audit, or conformity work.
What terms does SIST ETS 300 459 E1:2006 define?
- Low Bit Rate Data Communications (LBRDC) - the low-bit-rate data service carried by the MMES network covered by the standard.
- Maritime Mobile Earth Station (MMES) - a maritime earth station with both transmit and receive capability in the scope of this standard.
- Network Control Facilities (NCF) - the control functions used to suppress and re-enable MMES transmissions.
- Distress alert - the emergency alert that suppression must not stop.
- Distress communication - the emergency communication that suppression must not stop.
Who uses SIST ETS 300 459 E1:2006?
SIST ETS 300 459 E1:2006 is used by satellite network operators, MMES manufacturers, and test laboratories working with maritime mobile satellite systems. Operators use it to control interference and restore service. Manufacturers use it to design the command and response behaviour of the terminal. Test and conformity teams use it to verify suppression, re-enabling, and the test report content.
Which standards are used with SIST ETS 300 459 E1:2006?
The normative reference named in SIST ETS 300 459 E1:2006 is ETS 300 460. That companion standard provides the technical characteristics and methods of measurement for MMES operating in the 1.5/1.6 GHz bands and providing LBRDC for the Global Maritime Distress and Safety System (GMDSS).
What does the SIST ETS 300 459 E1:2006 document contain?
SIST ETS 300 459 E1:2006 is a short operational standard rather than a large design specification. It contains the scope, one normative reference, a list of abbreviations, a test report requirement, and two core procedures: suppression of MMES transmissions and re-enabling of MMES transmissions.
Clause 5 is the main technical part. It gives the command-based suppression method, the special handling for initial burst transmissions, the timing requirement for entry into the inhibited state, and the verification conditions used for demonstration testing. Clause 6 adds the re-enable function, while Clause 4 tells the reader what the test report must capture.
