Overview

CEN/TS 17607:2021 provides technical specifications for the operation, servicing, maintenance, repair and decommissioning of refrigeration, air‑conditioning and heat pump equipment that contains flammable refrigerants (in particular flammability class A3). It complements existing standards by addressing risk mitigation measures and good practices not fully covered elsewhere. Toxicity class B refrigerants are excluded from the scope.

Key topics

  • Scope and purpose: Complementary technical specifications to ensure acceptable risk levels when using low‑GWP flammable refrigerants.
  • Explosive atmosphere and ATEX: Considers workplace zoning and equipment in potentially explosive atmospheres (see Directive 99/92/EC and 2014/34/EU).
  • Operation requirements: Operators must follow or provide adequate operating instructions for safe use with flammable refrigerants; regular inspection and supervision are required.
  • Maintenance, servicing and repair:
    • Distinguishes circuit maintenance (breaking into the refrigerant circuit) from general maintenance.
    • Requires a written method statement and a task‑specific risk assessment before circuit work.
    • Recommends portable refrigerant detectors, non‑sparking tools, electrostatic‑dissipative PPE, elimination of ignition sources and controlled hot works.
    • Periodic leak checking and verification of risk mitigation after completion of work.
  • Location and structural checks: Confirms that room size, ventilation, detection and access remain compliant with original equipment instructions; any changes require updated risk assessment.
  • Site marking: Maintain and, where needed, deploy temporary marking that defines hazardous zones during service activity; reinstate permanent marking afterwards.
  • Decommissioning: Ensure refrigerant is completely removed prior to cutting or dismantling equipment.
  • Competence and responsibility: Employers must perform risk assessments and ensure personnel are trained and competent for handling flammable refrigerants (see EN ISO 22712 draft).

Applications

  • Use for developing safe work procedures and method statements for equipment containing A3 flammable refrigerants.
  • Practical for system operators, owners, installers, service contractors, maintenance teams and decommissioning firms.
  • Useful to safety managers and compliance officers updating site zoning, PPE, tools, and training programs during the transition to low‑GWP flammable refrigerants.

Related standards

  • EN 378 series (safety and environmental requirements)
  • EN 60335‑2‑40 (appliance repair/maintenance with flammable refrigerants)
  • EN 60079‑14 / EN 60079‑17 (electrical installations and maintenance in hazardous areas)
  • EN ISO 22712 (competence of personnel - under preparation)
  • CEN/TR 17608 (installation, marking guidance)
  • ATEX Directives 99/92/EC and 2014/34/EU

CEN/TS 17607:2021 is a practical reference for organizations managing the safe lifecycle of refrigeration, air‑conditioning and heat pump equipment as the industry adopts flammable, low‑GWP refrigerants.

Introduction
The adoption of refrigerants with low Global Warming Potential, in response to concerns about the
effect of some fluorocarbons on climate, has raised the profile of fluids which were previously limited in
their use due to flammability. As the industry moves towards greater use of low GWP flammable
refrigerants, in particular from flammability class A3, it is important to ensure that operation, service
and decommissioning practices also change to support this technology transition.
The need for technical specifications for all stakeholders in operation and service is particularly
important.
The purpose of this document is to provide information to ensure acceptable risk levels when applying
flammable refrigerants.
This document therefore provides technical specifications to the companies and individuals directly
involved in activities at the worksite; the owner, his operational staff that provide routine maintenance,
subcontractors that undertake specialist service work of various types and decommissioning
contractors.
