SIST EN 301 091-2 V1.2.2:2006 is the Slovenian adoption of ETSI EN 301 091-2 V1.2.2 for road transport and traffic telematics (RTTT) radar equipment operating from 76 GHz to 77 GHz. It is a harmonised European standard that supports Article 3.2 of the R&TTE Directive by setting radio-spectrum requirements so the equipment uses spectrum effectively and avoids harmful interference. It is intended for manufacturers, suppliers, test labs, and conformity-assessment teams working on mobile road-vehicle radar with an integral antenna.
What does SIST EN 301 091-2 V1.2.2:2006 specify?
SIST EN 301 091-2 V1.2.2:2006 specifies spectrum-related requirements and compliance tests for RTTT radar equipment in the 76 GHz to 77 GHz band. It applies to mobile systems with an integral antenna and is focused on radar equipment for road vehicles.
The document is organized into five clauses plus two annexes:
| Annex | What it covers |
|---|---|
| Annex A | The EN Requirements Table (EN-RT), used to summarise and assess conformity requirements |
| Annex B | The EN title in the official languages |
Clause 1 sets the scope, Clause 2 lists references, Clause 3 gives definitions, symbols and abbreviations, Clause 4 gives technical requirements, and Clause 5 gives the compliance test approach.
What are the key requirements of SIST EN 301 091-2 V1.2.2:2006?
The standard mainly sets limits and test expectations for the transmitter and receiver, then points users to EN 301 091-1 for the detailed methods and limit values. In practice, that means a product team must both design to the limits and test against the named procedures.
Operating conditions
- Clause 4.1.1 requires compliance within the declared environmental profile. The provider has to declare the operating environmental conditions, and the equipment must meet the technical requirements across that declared range.
- Clause 4.1.2 requires compliance over the declared power supply conditions. This matters because the radar has to remain within limits whether it runs from an external battery or a stabilised supply.
Transmitter requirements
- Clause 4.2.1.1 limits the permitted operating frequency range. This keeps the radar inside the allocated band and is central to spectrum protection.
- Clauses 4.2.1.2 and 4.2.1.3 cover radiated mean power and radiated peak power, both in e.i.r.p. terms. These limits control how much energy the radar can put into the air.
- Clause 4.2.1.4 limits out-of-band emissions, and Clause 4.2.1.5 limits spurious emissions. In practice, these requirements reduce the risk of interference outside the intended band.
Receiver requirement
- Clause 4.2.2 limits receiver spurious emissions. A note says this is not required on receivers co-located with transmitters. This helps assess whether the receive chain can unintentionally radiate unwanted signals.
Testing and assessment
- Clause 5.1 requires testing at representative points within the declared environmental profile. If performance changes with conditions, testing has to cover enough variation to give confidence of compliance.
- Clause 5.2 points each requirement to the corresponding test in EN 301 091-1. That gives laboratories the exact test routes to follow.
- Clause 5.3 applies the EN 301 091-1 rule for interpreting results and measurement uncertainty. This is important when deciding pass or fail from measured data.
- Annex A shows which requirements are mandatory and which are optional in the EN-RT. That table is useful for static conformity assessment and for building a test plan.
What terms does SIST EN 301 091-2 V1.2.2:2006 define?
- RTTT - Road Transport and Traffic Telematics, the application area covered by this standard.
- environmental profile - the range of environmental conditions within which equipment is required to comply.
- EN-RT - the EN Requirements Table, a tabular summary of the requirements used for conformity assessment.
- M - mandatory, meaning the requirement shall be implemented under all circumstances.
- O - optional, meaning the requirement may be provided, but if provided it shall meet the stated requirement.
- R&TTE Directive - the directive named as the legal basis for the harmonised spectrum requirements in this standard.
Who uses SIST EN 301 091-2 V1.2.2:2006?
This standard is used by manufacturers of 76 GHz to 77 GHz road-vehicle radar, by providers declaring product characteristics, and by test laboratories running compliance measurements. Quality managers and conformity-assessment teams use it to build test plans, check declared operating conditions, and complete the EN-RT. Regulators and certification bodies use it to judge whether an RTTT radar product meets the spectrum-related essential requirements.
What changed in SIST EN 301 091-2 V1.2.2:2006 from the previous edition?
This version is identified in the history as V1.2.2, published in July 2005, and it replaces V1.2.1, published in November 2004.
Which standards are used with SIST EN 301 091-2 V1.2.2:2006?
- EN 301 091-1 - provides the technical characteristics, test methods, limit references, and the result-interpretation rule used throughout this part.
- CEPT/ERC Recommendation 70-03 - gives the general short-range device spectrum framework referenced for the band.
- CEPT/ECC/DEC(02)01 - designates the frequency bands for coordinated introduction of RTTT systems.
- EN 301 489 (all parts) - the EMC standard family referenced in the modular structure for radio equipment.
- Directive 1999/5/EC - the R&TTE Directive, which defines the essential requirement this harmonised EN addresses.
What does the SIST EN 301 091-2 V1.2.2:2006 document contain?
The document contains the scope, references, definitions, technical requirements, and compliance testing clauses for 76 GHz to 77 GHz RTTT radar. It also includes a modular-structure figure showing how spectrum, EMC, safety, and other essential requirements relate under the R&TTE framework. Annex A provides the EN-RT proforma for static conformity assessment, and Annex B lists the EN title in multiple official languages. The references in Clauses 4 and 5 point users back to EN 301 091-1 for the detailed limits, test setups, and measurement handling.

The left hand edge of the figure 1 shows the different clauses of article 3 of the R&TTE Directive [1].
For article 3.3 various horizontal boxes are shown. Dotted lines indicate that at the time of publication of the present
document essential requirements in these areas have to be adopted by the Commission. If such essential requirements
are adopted, and as far and as long as they are applicable, they will justify individual standards whose scope is likely to
be specified by function or interface type.
The vertical boxes show the standards under article 3.2 for the use of the radio spectrum by radio equipment. The
scopes of these standards are specified either by frequency (normally in the case where frequency bands are
harmonized) or by radio equipment type.
For article 3.1b the diagram shows EN 301 489 [6], the multi-part product EMC standard for radio used under the
EMC Directive [2].
For article 3.1a the diagram shows the existing safety standards currently used under the LV Directive [3] and new
standards covering human exposure to electromagnetic fields. New standards covering acoustic safety may also be
required.
The bottom of the figure shows the relationship of the standards to radio equipment and telecommunications terminal
equipment. A particular equipment may be radio equipment, telecommunications terminal equipment or both. A radio
spectrum standard will apply if it is radio equipment. An article 3.3 standard will apply as well only if the relevant
essential requirement under the R&TTE Directive [1] is adopted by the Commission and if the equipment in question is
covered by the scope of the corresponding standard. Thus, depending on the nature of the equipment, the essential
requirements under the R&TTE Directive [1] may be covered in a set of standards.
The modularity principle has been taken because:
• it minimizes the number of standards needed. Because equipment may, in fact, have multiple interfaces and
functions it is not practicable to produce a single standard for each possible combination of functions that may
occur in an equipment;
• it provides scope for standards to be added:
- under article 3.2 when new frequency bands are agreed; or
- under article 3.3 should the Commission take the necessary decisions without requiring alteration of
standards that are already published;
• it clarifies, simplifies and promotes the usage of Harmonized Standards as the relevant means of conformity
assessment.
