Railway applications - Design for PRM Use - Accessibility of People with Reduced Mobility to rolling stock - Part 1: Steps for Egress and Access

This European Standard describes the specific ‘Design for PRM Use’ requirements applying to rolling stock on the Trans-European Network (TEN) covered by the TSI for PRM and the assessment of those requirements. The following applies to this standard.
-   The definitions and requirements describe specific aspects of ‘Design for PRM Use’ required by people with reduced mobility as defined in TSI PRM.
-   This standard defines elements which are universally valid for obstacle free travelling including steps for access and egress and boarding aids. The definitions and requirements of this standard are to be used for rolling stock applications.
-   This part of the standard covers those requirements relating to ‘Steps for Egress and Access’.
-   The standard only refers to aspects of accessibility for PRM passengers it does not define general requirements and general definitions for specific components and systems.
-   This standard assumes that the vehicle is in the defined operating condition, any damages or operating failures will not be taken into account when assessing these requirements.
-   Where minimum or maximum dimensions are quoted these are absolute NOT nominal requirements

Diese Norm beschreibt die spezifischen Anforderungen hinsichtlich der „Gestaltung für mobilitätseingeschränkte Menschen“ an Schienenfahrzeuge, die auf dem Trans-Europäischen Eisenbahnnetz (TEN) verkehren, und die Bewertung dieser Anforderung. Die nachfolgenden Punkte gelten für diese Norm:
 Die Definitionen und Anforderungen beschreiben bestimmte Aspekte der „Gestaltung für mobilitätseingeschränkte Menschen“, die, wie in der TSI PRM festgelegt, für mobilitätseingeschränkte Menschen erforderlich sind.
 Diese Norm beschreibt Elemente, die für das hindernisfreie Reisen im Allgemeinen gelten, und umfasst Ein- und Ausstiegsstufen und Einstiegshilfen. Die Definitionen und Anforderungen dieser Norm gelten für Schienenfahrzeuge.
 Dieser Normteil behandelt die Anforderungen an Einstiegsstufen.
 Die Norm behandelt ausschließlich spezifische Anforderungen von PRM-Fahrgästen. Sie definiert keine allgemeinen Festlegungen für Bauteile und Systeme.
 Diese Norm geht von der Annahme aus, dass sich die Schienenfahrzeuge im festgelegten Betriebszustand befinden. Bei der Nachweisführung in Bezug auf die Anforderungen werden Schäden oder Betriebsfehler nicht berücksichtigt.
 Sind Maße für Mindest- oder Höchstabmessungen angegeben, ist zu beachten, dass es sich hierbei NICHT um Nominalwerte handelt.
Die folgenden Themenbereiche aus „Barrierefreier Zugang zu Schienenfahrzeugen“ der TSI PRM werden in 2 Teilen behandelt:
 Teil 1 beinhaltet
Stufen für Ein- und Ausstieg;
 Teil 2 beinhaltet
Ein- und Ausstiegshilfen.
Diese Norm beschreibt diese Bereiche mittels eindeutiger und konsistenter Begriffe und Definitionen. Wo erforderlich, werden Messverfahren und/oder Verfahren für die Nachweisführung bereitgestellt, wenn diese für die Erstellung von Abnahmekriterien benötigt werden.

Applications ferroviaires - Conception à l'usage des personnes à mobilité réduite - Accessibilité du matériel roulant aux personnes à mobilité réduite - Partie 1: Dispositions permettant l'accès et la sortie

La présente Norme européenne décrit les exigences spécifiques relatives à la « conception à l’usage des PMR » s’appliquant au matériel roulant sur le réseau transeuropéen (TEN) couvertes par la STI relative aux PMR, ainsi qu’à l’évaluation de ces exigences. Les éléments suivants sont valables pour la présente norme.
-   Les définitions et exigences décrivent des aspects spécifiques de « conception à l’usage des PMR » requis par les personnes à mobilité réduite telles que définies dans la STI PMR.
-   La présente norme définit des éléments universellement valides pour les déplacements sans obstacles comprenant des dispositions permettant l’accès et la sortie, ainsi que des dispositifs d’aide à l’embarquement et au débarquement. Les définitions et exigences de la présente norme doivent être utilisées pour les applications de matériel roulant.
-   La présente partie de la norme traite des exigences relatives aux « Dispositions permettant l’accès et la sortie ».
-   Cette norme ne se rapporte qu’aux aspects d’accessibilité pour les passagers à mobilité réduite ; elle ne définit pas d’exigences et de définitions générales pour des éléments et des systèmes spécifiques.
-   La présente norme suppose que le véhicule se trouve dans les conditions d’exploitation définies. Toute détérioration ou tout défaut de fonctionnement ne sera pas pris en compte lors de l’évaluation des exigences.
-   Lorsque des dimensions minimales ou maximales sont mentionnées, il ne s’agit en aucun cas d’exigences nominales.
Les domaines suivants de l’« Accessibilité du matériel roulant aux personnes à mobilité réduite » de la STI PMR sont couverts dans deux parties :
-   la Partie 1 traite :
des dispositions permettant l’accès et la sortie ;
-   la Partie 2 traite :
des dispositifs d’aide à l’embarquement et au débarquement.
La présente norme décrit ces domaines avec des termes et définitions clairs et cohérents. Les méthodes de mesure et/ou les modes opératoires d’évaluation nécessaires à l’établissement d’une évaluation claire de succès/échec sont fournis en cas de besoin.

Ta evropski standard opisuje posebne zahteve za načrtovanje za osebe z omejenimi gibalnimi sposobnostmi, ki se uporabljajo za železniška vozila v vseevropskem železniškem omrežju (TEN) in so obravnavane v tehničnih specifikacijah za interoperabilnost za osebe z omejenimi gibalnimi sposobnostmi, ter oceno teh zahtev. Za ta standard velja naslednje.
– Definicije in zahteve opisujejo posebne vidike načrtovanja za osebe z omejenimi gibalnimi sposobnostmi, zahtevane za osebe z omejenimi gibalnimi sposobnostmi, kot je opredeljeno v tehničnih specifikacijah za interoperabilnost za osebe z omejenimi gibalnimi sposobnostmi.

EN 16586-1:2017 (E) 8 5 Requirements and Assessment 5.1 General Assessment of the requirements identified in Clause 5 shall be according to Annex C and Annex D. Where additional assessment criteria apply, these will be identified against the relevant clause. All dimensions are in millimetres (mm) unless otherwise stated. 5.2 Step position for vehicle access and egress 5.2.1 General requirements 1) Access steps of the vehicle shall be designed to meet the following requirements according to the type of platform where the Rolling Stock is intended to stop, in normal operation. 2) It shall be demonstrated that the point situated in the central position on the nose of the access step of each passenger access door on both sides of a vehicle, shall be located inside the area identified as “step location” in Annex A, Figure A.1. This requirement shall be validated by calculation using the nominal values of the construction drawing of the vehicle and the nominal values of the relevant platform or platforms where the rolling stock is intended to stop according to Annex A. For assessment, the vehicle shall be in 'working order' (the design mass in working order as defined in EN 15663) with new wheels standing centrally on the rails. The outer end of the floor at the passenger access door shall be considered as a step and this shall be marked with contrasting bands according to EN 16584-1. 5.2.2 Access/egress steps 1) All steps for access and egress: i.
shall be slip resistant. — Assessment for the slip resistant properties of the steps for access and egress shall be according to EN 16584-3. ii. shall have an effective clear width as large as the doorway width. — For assessment the step shall extend along the full doorway clear width and shall allow for production tolerances (i.e. minimum not nominal).
