IEC 61481-2:2014 is applicable to portable phase comparators of resistive type to be used on electrical systems for voltages from 1 kV a.c. to 36 kV a.c. and frequencies of 50 Hz and/or 60 Hz. This standard is applicable to phase comparators of resistive type used in contact with the bare conductive parts to be compared as a complete device including its insulating element or as a separate device, adaptable to an insulating stick which, as a separate tool, is not covered by this standard. A device that is designed to provide other functions than phase comparison is a different device and is not covered by this standard. For example a device designed to be also used as a voltage detector is not covered by this standard. This first edition, together with the first edition of IEC 61481-1, cancels and replaces the first edition of IEC 61481 published in 2001, Amendment 1:2002 and Amendment 2:2004. This edition constitutes a technical revision which includes the following major changes:
- split of the standard in two parts;
- review of the requirements for indication;
- elimination of class C (+/- 110°);

IEC 60990:2016 defines measurement methods for d.c. or a.c. current of sinusoidal or non-sinusoidal waveform, which could flow through the human body, and current flowing through a protective conductor.
The measuring methods recommended for TOUCH CURRENT are based upon the possible effects of current flowing through a human body. In this standard, measurements of current through networks representing the impedance of the human body are referred to as measurements of TOUCH CURRENT. These networks are not necessarily valid for the bodies of animals. The specification or implication of specific limit values is not within the scope of this standard. IEC TS 60479 series provides information regarding the effects of current passing through the human body from which limit values may be derived. This standard is applicable to all classes of EQUIPMENT, according to IEC 61140. The methods of measurement in this standard are not intended to be used for TOUCH CURRENTS having less than 1 s duration, patient currents as defined in IEC 60601-1, a.c. at frequencies below 15 Hz, and currents above those chosen for ELECTRIC BURN limits. This third edition cancels and replaces the second edition published in 1999. It constitutes a technical revision. The principal changes in this edition as compared with the second edition are as follows:
- the effects names have been updated to reflect increased understanding of the range of effects and is in concert with present usage;
- the conditions of use invoking a GRIPPABLE PART have been reduced in the application of the requirements based upon the current understanding of this effect;
- the references to ISO 10012-1, which has been replaced by management standard of the same number, have been replaced with explanatory text, where needed to maintain the sense of the document;
- former informative Annex H (GRIPPABLE PART) has been deleted from this update as it does not properly represent the full set of conditions under which immobilization can occur. A new informative Annex H (Analysis of frequency filtered touch current circuits measurement) has been added and the Bibliography (formerly Annex M) has been updated with additional references for completeness. This basic safety publication is primarily intended for use by technical committees in the preparation of standards in accordance with the principles laid down in IEC Guide 104 and ISO/IEC Guide 51. It is not intended for use by manufacturers or certification bodies independent of product standards.

It is accepted that assistance dog organisations vary greatly in structure and not every organization will have all the roles identified. Where one person performs more than one role, it is expected that they will have the competencies of all the roles they perform e.g. a dog trainer may also have the competencies of a dog care specialist. And there will be some organisations where some of these roles are not required, e.g. those with no breeding programme will not require the associated role competencies.

This document is applicable to the basic safety and essential performance of sleep apnoea breathing therapy equipment, hereafter referred to as ME equipment, intended to alleviate the symptoms of patients who suffer from obstructive sleep apnoea by delivering a therapeutic breathing pressure to the respiratory tract of the patient. Sleep apnoea breathing therapy equipment is intended for use in the home healthcare environment by lay operators as well as in professional healthcare institutions.
Sleep apnoea breathing therapy equipment is not considered to utilize a physiologic closed-loop-control system unless it uses a physiological patient variable to adjust the therapy settings.
This document excludes sleep apnoea breathing therapy equipment intended for use with neonates.
This document is applicable to ME equipment or an ME system intended for those patients who are not dependent on artificial ventilation. This document is not applicable to ME equipment or an ME system intended for those patients who are dependent on artificial ventilation such as patients with central sleep apnoea.
This document is also applicable to those accessories intended by their manufacturer to be connected to sleep apnoea breathing therapy equipment, where the characteristics of those accessories can affect the basic safety or essential performance of the sleep apnoea breathing therapy equipment.
Masks and application accessories intended for use during sleep apnoea breathing therapy are additionally addressed by ISO 17510. Refer to Figure AA.1 for items covered further under this document.
If a clause or subclause is specifically intended to be applicable to ME equipment only, or to ME systems only, the title and content of that clause or subclause will say so. If that is not the case, the clause or subclause applies both to ME equipment and to ME systems, as relevant.
Hazards inherent in the intended physiological function of ME equipment or ME systems within the scope of this document are not covered by specific requirements in this document except in 7.2.13 and 8.4.1 of the general standard.
