SIST EN 61195:2000/A1:2013
(Amendment)Double-capped fluorescent lamps - Safety specifications
Double-capped fluorescent lamps - Safety specifications
This International Standard specifies the safety requirements for double-capped fluorescent lamps for general lighting purposes of all groups having Fa6, Fa8, G5, G13, 2G13, R17d and W4.38.5d caps. It also specifies the method a manufacturer should use to show compliance with the requirements of this standard on the basis of whole production appraisal in association with his test records on finished products. This method can also be applied for certification purposes. Details of a batch test procedure which can be used to make limited assessment of batches are also given in this standard.
NOTE – Compliance with this standard concerns only safety criteria and does not take into account the performance of double-capped fluorescent lamps for general lighting purposes with respect to luminous flux, colour,
starting and operational characteristics. Readers are referred to IEC 60081 for such characteristics.

Overview
SIST EN 61195:2000/A1:2013 is a European standard developed by CLC, aligned with IEC 61195:1999/A1:2012, that specifies the safety requirements for double-capped fluorescent lamps. This amendment, approved in 2013, enhances safety specifications with a particular focus on photobiological safety, integrating horizontal safety requirements from related standards such as IEC 62471. These lamps are primarily used for general lighting services (GLS) in occupied spaces, ensuring safe use within designated voltage limits under the Low Voltage Directive (LVD 2006/95/EC).
Key Topics
Safety Specifications
EN 61195 defines principle safety elements for double-capped fluorescent lamps to prevent electrical, ultraviolet (UV), blue light, and infrared (IR) radiation hazards during operation and handling.Photobiological Safety
The amendment introduces photobiological safety criteria according to IEC 62471 and IEC/TR 62471-2. It specifically addresses limits on UV radiation emitted by these lamps to protect human health without requiring additional hazard marking for blue light or IR radiation, as these remain within safe exposure limits.UV Radiation Limits
The specific effective radiant UV power must not exceed 2 mW/klm for general lamps and 2 mW/(m·klx) for reflector lamps. Compliance is validated through spectroradiometric measurements consistent with IEC 60081 protocols.Risk Classification and Marking
Based on measurements at 500 lx, double-capped fluorescent lamps are classified as risk group 1 for blue light hazard and risk group 0 for infrared radiation, which do not mandate labeling under EN 61195.Definitions and Test Methods
Key terms such as "specific effective radiant UV power" are introduced to standardize measurement and reporting. The standard outlines sampling, grouping, and quality control procedures related to safety testing.
Applications
General Lighting
Double-capped fluorescent lamps conforming to EN 61195 are widely used in homes, offices, commercial buildings, and public spaces. The standard ensures their safe operation without harmful UV, blue light, or IR emissions that could affect occupants.Product Development and Compliance
Manufacturers and designers leverage this standard to ensure safe fluorescent lamp designs, meeting European safety directives and facilitating market access across CENELEC member countries.Safety Assessment
Testing laboratories apply EN 61195 to certify lamps meet photobiological safety thresholds and electrical safety requirements, supporting regulatory compliance and consumer safety.Regulatory Framework
The standard supports implementation of the Low Voltage Directive by defining harmonized safety parameters, reducing conflicting national regulations and promoting uniform safety levels across Europe.
