Overview
SIST EN 62841-2-21:2019/oprAB:2024 is a European draft amendment standard developed by the CLC/TC 116 committee. It focuses on the safety requirements for electric motor-operated hand-held tools, transportable tools, and lawn and garden machinery, specifically targeting hand-held drain cleaners. This document updates the 2019 edition of EN 62841-2-21, incorporating revisions notably related to battery-operated tools and safety isolation devices. The standard aims to enhance user safety, especially during servicing and operation, by specifying technical provisions for preventing mechanical hazards and accidental tool activation.
Key Topics
Scope and Application
This standard applies to hand-held drain cleaning tools powered by electric motors, including those with integral batteries. It addresses both mechanical and electrical safety elements critical to these specialized tools.Battery Tool Safety Enhancements
The amendment introduces detailed requirements for isolation and disabling devices in battery-powered tools to prevent injury caused by accidental starting or mechanical hazards during maintenance. These devices must:- Disconnect at least one battery pole from serviceable regions.
- Provide clear indication of connection status through manual controls.
- Include protection against accidental reconnection.
Disabling Device Options
Tools may incorporate disabling devices such as:- Self-restoring or non-self-restoring lock-off mechanisms needing two distinct user actions to start the motor.
- Removable disabling devices that prevent tool operation when applied or removed.
Conformity and Compliance
Compliance is verified through inspection and manual testing of isolation and disabling devices. The document specifies that these requirements align with the latest safety protocols, ensuring manufacturers meet stringent control and reliability standards.Regulatory Relationship
This European standard is linked with Directive 2006/42/EC on machinery safety, providing a presumption of conformity when followed. This connection facilitates easier certification and market access within the EU and EFTA member states.
Applications
Hand-Held Drain Cleaners
Professionals and service technicians using hand-held drain cleaning equipment benefit directly from this standard, which minimizes injury risk from mechanical parts and electrical failures.Manufacturing and Design
Producers of electric motor-operated hand tools can leverage this updated standard to design safer tools that comply with EU safety directives, enhancing market acceptance and user trust.Maintenance and Servicing
The enhanced safety features improve protection for maintenance personnel by ensuring tools can be safely isolated from power sources, reducing unintended startup incidents.Regulatory Compliance and Certification
Companies seeking CE marking for electric hand tools in Europe will utilize this standard to demonstrate compliance with essential health and safety requirements under Machinery Directive 2006/42/EC.
Related Standards
EN 62841-1:2015 – General safety requirements for electric motor-operated hand-held tools and transportable tools. The amendment clarifies that some of its subclauses do not apply to hand-held drain cleaners.
IEC 62841-2-21 – International counterpart focusing on safety aspects of motor-operated tools with similar technical provisions which the amendment modifies accordingly.
Directive 2006/42/EC – European Machinery Directive setting the regulatory framework for machinery safety harmonization across member states, duly referenced for product conformity assessment.
Other EN 62841 Parts – Covering different classifications of powered hand tools and machinery to collectively form a comprehensive safety regulation suite.
This amendment to EN 62841-2-21 provides necessary and practical safety guidelines for battery-powered hand-held drain cleaners, ensuring enhanced protection for end-users and maintenance staff while supporting compliance with European machinery safety legislation. Manufacturers and safety professionals in the hand tool and garden machinery sectors should closely follow these developments to maintain market access and uphold best safety practices.
