Overview
EN 60700-1:2015/A1:2021 (CLC adoption of IEC 60700-1:2015/AMD1:2021) defines electrical testing requirements for thyristor valves used in high voltage direct current (HVDC) power transmission. Amendment A1 updates test procedures, normative references and reporting requirements to reflect current practice for type testing of valve modules and multi-valve units (MVUs). The document is intended for manufacturers, test laboratories and HVDC project stakeholders responsible for validating valve electrical performance and safety.
Key Topics
- Scope and status: Amendment A1 modifies EN 60700-1:2015 and was approved by CENELEC in October 2021. It aligns the European standard with the corresponding IEC amendment.
- Updated normative references: replaces IEC 61803:1999 with IEC 61803:2020 (power losses in HVDC converter stations) and ISO/IEC Guide 25 with ISO/IEC 17025 (competence of testing and calibration laboratories).
- Electrical tests and procedures:
- Valve d.c. and a.c. voltage tests: clarified test voltage ramp and timing (references changed to “50 % of 1 min test voltage” or “50 % of 15 s test voltage” in specific tests).
- Impulse testing: revisions to impulse test definitions and wording for non-repetitive peak off‑state voltages; MVU lightning impulse test may be omitted by agreement if other evidence demonstrates adequate clearance and withstand.
- Dielectric tests: atmospheric correction not needed between valve terminals, but for installations above 1 000 m internal valve air clearances require verification under corrected voltages.
- Heat‑run and intermittent DC tests: cross-referenced to IEC 61803:2020 for loss and thermal procedures; specific operating conditions for rectifier minimum α operation clarified.
- Fault current tests: procedures for multi-loop fault current tests revised, including conduction duration and initiation angles.
- Terminology and definitions: certain valve construction terms and one definition (valve protective firing) were removed as part of the amendment.
- Reporting and uncertainty: type test reports must follow ISO/IEC 17025 guidelines; allowances for expanded uncertainties and test tolerances are specified (e.g., 3 % expanded uncertainty plus up to 3 % test tolerance when IEC 60060-1 procedures are used).
Applications and Users
- Who uses it: HVDC equipment manufacturers, independent testing laboratories, utilities, system integrators, procurement and certification bodies.
- Practical use: performing and documenting type tests for thyristor valves and MVUs, validating dielectric strength, impulse withstand, thermal performance and fault tolerance before factory acceptance and site commissioning.
- Benefits: ensures consistent, traceable electrical testing, aids interoperability and safety, and supports conformity assessment for HVDC projects.

all national electrotechnical committees (IEC National Committees). The object of IEC is to promote
international co-operation on all questions concerning standardization in the electrical and electronic fields. To
this end and in addition to other activities, IEC publishes International Standards, Technical Specifications,
Technical Reports, Publicly Available Specifications (PAS) and Guides (hereafter referred to as “IEC

with the International Organization for Standardization (ISO) in accordance with conditions determined by
agreement between the two organizations.
2) The formal decisions or agreements of IEC on technical matters express, as nearly as possible, an international
consensus of opinion on the relevant subjects since each technical committee has representation from all
interested IEC National Committees.
