SIST EN 301 489-19:2001 is the Slovenian adoption of ETSI EN 301 489-19 V1.1.1 for Receive Only Mobile Earth Stations (ROMES) operating in the 1,5 GHz band. It is a harmonised Electromagnetic Compatibility (EMC) standard that specifies how ROMES and their associated ancillary equipment are tested and assessed. In practice, it tells manufacturers and test laboratories how to judge EMC behaviour for satellite receive-only terminals that carry data communications.
What does SIST EN 301 489-19:2001 specify?
SIST EN 301 489-19:2001 specifies the EMC assessment of ROMES and associated ancillary equipment, used together with EN 301 489-1. It gives the product-specific test conditions, performance assessment method, and performance criteria for this equipment family.
The scope is limited to ROMES as defined in Annex A. The document excludes technical specifications for the antenna port and for emissions from the enclosure port, because those belong to the relevant product standards for effective use of the radio spectrum. It also sits outside EMC requirements for equipment covered by the Marine Equipment Directive.
The document is organized into clauses 1 to 7 and Annex A.

What are the key requirements of SIST EN 301 489-19:2001?
SIST EN 301 489-19:2001 builds on EN 301 489-1, but adds ROMES-specific test arrangements and pass/fail rules.
Clause 4 - test conditions. The document applies the general test conditions from EN 301 489-1 and adds ROMES-specific arrangements for input and output test signals. For receiver testing, the wanted RF input signal must be set well above sensitivity but below overload, using values declared by the manufacturer. In practice, the lab needs manufacturer data to choose a realistic signal level that still exposes EMC problems.
Clause 4.2 - receiver input and output arrangements. The manufacturer may supply a test fixture and message generator if needed. Performance checks are based on the messages presented and, where relevant, the call received alert signal. That matters because ROMES may not give a conventional voice or data output that can be checked in the usual way.
Clause 4.3 - exclusion bands. There are no exclusion bands for ROMES, because the operating frequency lies outside the frequency range used for the immunity tests. In practice, the receiver is exposed across the test set-up without special frequency blocks.
Clause 5 - performance assessment. If the ROMES has optional features or configurations, testing is done on the minimum representative configuration, and the marketed minimum configuration must still meet the EMC requirements. The manufacturer must also keep records of the ancillary equipment intended for use and the options that were actually assessed.
Clause 6 - performance criteria. For most immunity tests, the ROMES is judged by message storage at the start, absence of unintended responses during the test, memory retention at the end, and the ability to receive and store messages after the test. For the radiated RF spot-frequency test, the accuracy of the call received alert signal is monitored instead. For continuous and transient phenomena, no false calls are allowed.
Clause 7 - emission and immunity applicability. Emission testing uses recognizable messages loaded into memory. For immunity testing, the ROMES normally operates in stand-by mode, except during the radiated RF spot-frequency test, where repetitive calls are coupled to the receiver input. For ancillary equipment without separate pass/fail criteria, a coupled ROMES is used to judge pass or fail.
Annex A - scope of ROMES. The document applies to ROMES operating in the Land Mobile Satellite Service (LMSS) space-to-earth bands and used in one-way data communications. This tells the user exactly which satellite receive-only terminals are covered.
What terms does SIST EN 301 489-19:2001 define?
- Receive Only Mobile Earth Station (ROMES) - A mobile earth station that receives data communications as part of a satellite system.
- Equipment Under Test (EUT) - The ROMES and selected ancillary equipment being assessed in the EMC tests.
- Continuous phenomena applied to ROMES receivers (CR) - The performance class used for continuous immunity effects on ROMES receivers.
- Transient phenomena applied to ROMES receivers (TR) - The performance class used for transient immunity effects on ROMES receivers.
- Stand-by mode of operation - A receiver mode in which the equipment is capable of receiving calls.
- Land Mobile Satellite Service (LMSS) - The satellite service context used to define the operating bands for ROMES.
- Radio Frequency (RF) - The radio signal domain used in the test methods and immunity checks.
Who uses SIST EN 301 489-19:2001?
SIST EN 301 489-19:2001 is used by ROMES manufacturers, EMC test laboratories, conformity assessment staff, and quality managers who need to verify satellite receive-only equipment. It is also relevant to buyers and integrators who need to confirm that ancillary equipment, configurations, and test evidence match the intended ROMES installation. The main tasks are EMC testing, configuration selection, pass/fail assessment, and documenting the optional features and ancillary equipment used.
Which standards are used with SIST EN 301 489-19:2001?
SIST EN 301 489-19:2001 is used with ETSI EN 301 489-1. EN 301 489-1 provides the common technical requirements, the general test framework, and the base emission and immunity applicability tables that this part modifies for ROMES. The document also refers to the ITU Radio Regulations for the band allocation used in Annex A.
What does the SIST EN 301 489-19:2001 document contain?
SIST EN 301 489-19:2001 contains the ROMES-specific EMC test conditions, performance assessment rules, and performance criteria needed to apply EN 301 489-1 to this equipment family. It includes methods for arranging test signals at receiver input and output, guidance for message handling during tests, and special conditions for emission and immunity measurements.
The document also includes a structured applicability overview that points to the relevant emission and immunity test methods, plus the special ROMES spot-frequency test under radiated RF immunity. Annex A gives the scope definition for ROMES operating in the 1,5 GHz LMSS bands, so users can check whether their equipment falls within the standard.
