SIST EN 301 489-20:2001 is the Slovenian adoption of ETSI EN 301 489-20 V1.1.1, a harmonized EMC standard for Mobile Earth Stations (MES) used in Mobile Satellite Services (MSS). It specifies how MES and associated ancillary equipment are tested, assessed and judged for electromagnetic compatibility, mainly for manufacturers, test laboratories and conformity assessment users working with satellite radio equipment.
What does SIST EN 301 489-20:2001 specify?
SIST EN 301 489-20:2001 covers the EMC assessment of Mobile Earth Stations (MES) used within satellite radio services, together with their ancillary equipment. The document works with EN 301 489-1, and where there is a difference, this part takes precedence.
The scope excludes antenna port technical specifications and emissions from the enclosure port, because those are handled in the relevant product standards for effective radio spectrum use. It also excludes EMC requirements for equipment covered by the Marine Equipment Directive.
The document is organized into:
- Clause 1 Scope
- Clause 2 References
- Clause 3 Definitions and abbreviations
- Clause 4 Test conditions
- Clause 5 Performance assessment
- Clause 6 Performance criteria
- Clause 7 Applicability overview
- Annex A normative definitions of MES within scope

What are the key requirements of SIST EN 301 489-20:2001?
SIST EN 301 489-20:2001 sets up EMC testing around realistic operation. The manufacturer has to declare the intended use, the operating parameters, the associated equipment used for testing, and the method used to judge transmission quality. In practice, this means the test report must show how the equipment was actually exercised.
Clause 4 requires representative test configurations for MES with ancillary equipment or multiple ports. If the MES has an integral antenna, it must be tested with that antenna fitted in the normal way. If a voltage converter is physically separate, it forms part of the Equipment Under Test (EUT).
The test setup must include arrangements that put the MES into normal operation. For transmit-capable equipment, Special Test Equipment (STE) may be used to control the states of transmission disabled, carrier-on and carrier-off, and a Quality of Transmission Measurement Apparatus (QTMA) is used to monitor link quality. This matters because the standard checks that the radio still works, not only that it can survive an EMC disturbance.
For transmitter testing, the EUT is operated at maximum rated RF output Peak Envelope Power (PEP), or not less than 6 dB below that level if thermal limits are declared. For receiver testing, the wanted input signal is modulated to represent normal operation, and the communication link must remain established during the test.
Clause 4 also defines exclusion-band handling. For MES above 1 GHz, exclusion bands do not apply, and there are no exclusion bands for ancillary equipment. For MES below 1 GHz, the transmitter and receiver exclusion bands are defined around the operating frequency and occupied bandwidth. Narrowband responses of receivers are not covered by the general EN 301 489-1 rule.
Clause 5 allows two ways to assess MES connected to host equipment:
- Alternative A uses a specific host combination
- Alternative B uses a test jig that represents the intended range of host equipment
Clause 5.4 classifies equipment as vehicle-mounted MES (V-MES), portable MES (P-MES) or fixed MES (F-MES), and links each class to the corresponding general equipment category. This tells the user which baseline EMC behavior applies.
Clause 6 uses two performance criteria: Continuous Phenomena (CP) and Transient Phenomena (TP). In both cases, the communication link must stay up, transmission quality must not become worse than the manufacturer declares, user controls and stored data must remain intact as intended, and the transmitter must not operate unintentionally. For a specified voltage dip, CP criteria apply.
What terms does SIST EN 301 489-20:2001 define?
- carrier-on state - the MES is transmitting a signal, continuously or not.
- carrier-off state - the MES is powered on but not transmitting.
- host equipment - equipment that gives the MES extra functionality only when connected to it.
- Installable Equipment (IE) - equipment intended to be installed in a vehicle.
- Internally Mounted Equipment (IME) - the part of an IE that is mounted inside the vehicle installation.
- Externally Mounted Equipment (EME) - the part of an IE that is mounted externally and declared as such by the manufacturer.
- Portable Equipment (PE) - self-contained equipment intended to be carried and used as a portable unit.
- transmission disabled state - the MES is not allowed to transmit by the Network Control Facilities (NCF).
Who uses SIST EN 301 489-20:2001?
SIST EN 301 489-20:2001 is used by MES manufacturers, EMC test laboratories, conformity assessment bodies, and quality or compliance teams working on satellite radio equipment. It is especially relevant for vehicle-mounted, portable and fixed MES, and for ancillary or host equipment that must be tested with the MES.
It helps teams plan EMC testing, choose representative configurations, document operational frequencies, and decide whether the equipment keeps its communication link and intended user functions during disturbances.
Which standards are used with SIST EN 301 489-20:2001?
- ETSI EN 301 489-1 - provides the common technical requirements that this part builds on.
- ITU Radio Regulations - provides the occupied bandwidth definition used for exclusion-band handling.
- ETSI EN 301 426, EN 301 427, EN 301 441, EN 301 442, EN 301 444, EN 301 681 and EN 301 721 - related satellite earth station and MES standards for other service types and frequency bands.
What does the SIST EN 301 489-20:2001 document contain?
The document contains the test conditions, performance assessment rules and performance criteria for MES EMC evaluation. It also includes a suggested test configuration figure, a table of special immunity conditions, and the classification rules for different MES installation types.
Annex A is especially useful when identifying whether a MES falls within the scope of this part, because it groups MES by operating bands and service context. The bibliography points to related ETSI satellite standards that help users choose the right standard for other MES or earth-station cases.
