SIST EN 300 673:2000 is a SIST standard that adopts ETSI EN 300 673 V1.2.1 for electromagnetic compatibility and radio spectrum matters. It specifies EMC tests, limits and minimum performance criteria for VSAT, SNG, SIT and SUT earth stations operating in the Fixed Satellite Service, so manufacturers, test labs and assessors can judge whether an earth station is suitable for use in residential, commercial and light industrial environments.

What does SIST EN 300 673:2000 specify?

SIST EN 300 673:2000 specifies how to assess the EMC behavior of the earth stations defined in annex B. The standard focuses on test methods, limit values and minimum performance criteria for the equipment and its terrestrial ports, while the antenna-port and enclosure-port-specific technical specifications are handled by the relevant product standards.

The document is organized into:

  • Scope, references, definitions and abbreviations
  • General test conditions and performance assessment
  • Performance criteria and overview tables
  • Emission test methods and limits
  • Immunity test methods and levels
  • Normative annexes for directive compliance and for the earth-station definitions within scope
AnnexWhat it covers
Annex AClauses and subclauses linked to compliance with the essential requirements of Council Directive 89/336/EEC
Annex BDefinitions of the earth stations within the scope, including Ku-band and C-band VSATs, SNG TESs, SITs and SUTs

What are the key requirements of SIST EN 300 673:2000?

SIST EN 300 673:2000 requires the equipment to be tested in representative configurations and within the manufacturer-declared humidity, temperature and supply-voltage ranges. In practice, the test report has to show which configuration was used and how the equipment was exercised.

Test setup and documentation

Clause 4 requires the manufacturer to provide special test equipment for normal operating mode, receive-signal emulation and state control, plus QTMA for transmission-quality measurement. This matters because the tests must reproduce normal satellite operation, not just a powered-up unit on a bench.

Clause 5 requires the manufacturer to declare the intended use, operational parameters, port list, ancillary equipment, user-control functions and minimum quality of transmission. The equipment is then classified as grade A or grade B, which sets the transient-immunity expectation: grade A may accept short transmission interruptions, while grade B may not.

Performance criteria

Clause 6 defines three performance criteria:

  • C for continuous phenomena
  • TA for transient phenomena on grade A EUT
  • TB for transient phenomena on grade B EUT

These criteria require the EUT to keep the declared quality of transmission, remain under control, avoid unintended transmission, and preserve user functions, stored data and the communications link as required by the test type.

Emission requirements

Clause 8 covers emission testing. For enclosure emissions from 30 MHz to 1000 MHz, the standard uses EN 55022 methods and Class B limits. For DC and AC power ports, it uses EN 55022 and CISPR 16-1 methods and Class B conducted-emission limits.

Clause 8 also applies EN 61000-3-2 for harmonic current emissions and EN 61000-3-3 for voltage fluctuations and flicker on AC mains input ports. In practice, this means the equipment has to stay within both radio-emission and mains-quality limits when it is connected to supply networks.

Immunity requirements

Clause 9 covers immunity tests on the complete EUT. The main tests are:

  • Radio-frequency electromagnetic field, 80 MHz to 1000 MHz, at 3 V/m
  • Electrostatic discharge
  • Fast transients on signal, control, DC and AC ports
  • RF common-mode conducted immunity, 0.15 MHz to 80 MHz, using current clamp injection at 3 V
  • Voltage dips and interruptions on AC mains
  • Surges, common and differential mode, on AC mains

These tests matter because they check whether the equipment can keep operating in realistic disturbance conditions, including momentary mains faults and cable-borne interference.

What terms does SIST EN 300 673:2000 define?

  • Earth Station (ES) - The apparatus covered by the standard, including the relevant ports and associated equipment used in the satellite system.
  • Equipment Under Test (EUT) - The ES configuration selected for EMC testing.
  • Centralized Control and Monitoring Function (CCMF) - The function that controls and monitors some VSAT transmit systems in unattended operation.
  • Network Control Facility (NCF) - The control point that monitors and controls transmit functions for SITs and SUTs.
  • Quality of Transmission Measurement Apparatus (QTMA) - The measurement setup used to assess communications quality during the tests.
  • Transmission disabled state - The state in which a transmitting ES is authorized to transmit but is not currently transmitting.
  • Carrier-on state - The state in which a transmitting ES is authorized to transmit and is sending a signal.

Who uses SIST EN 300 673:2000?

SIST EN 300 673:2000 is used by satellite terminal manufacturers, EMC test laboratories, conformity assessors, quality managers and buyers who need to verify EMC behavior before placing equipment on the market. It is relevant to VSAT, SNG Transportable Earth Stations, SIT and SUT equipment designers, especially where the product includes indoor and outdoor units, ancillary equipment and terrestrial ports that must be tested together.

What changed in SIST EN 300 673:2000 from the previous edition?

SIST EN 300 673:2000 extends the scope of ETS 300 673 to cover Satellite Interactive Terminals (DEN/SES-00026), Satellite User Terminals (DEN/SES-00027) and Satellite Earth Station User Terminals (DEN/SES-00028). The front matter also identifies this issue as EN 300 673 V1.2.1.
