Safety rules for the construction and installation of lifts - Lifts for the transport of goods only - Part 31: Accessible goods only lifts
1.1 This document specifies the safety rules for new accessible goods only lifts with traction, positive or hydraulic drive, permanently installed and only used by users (see 3.57), serving fixed and permanent landing levels, having a carrier made of a single load carrying area, designed for the transportation of goods only, moving along a fixed path by rigid guide rails and inclined not more than 15° to the vertical, with rated speed not exceeding 1 m/s.
This document covers accessible goods only lifts with rated load exceeding 300 kg and not intended to transport persons.
1.2 For the purpose of this document, a goods only lift carrier is regarded as accessible where one of the following conditions is satisfied:
a) floor area of the carrier is greater than 1,0 m2;
b) depth of the carrier is greater than 1,0 m;
c) clear height of the carrier is greater than 1,20 m.
In case the carrier is without a roof, it is considered accessible when the clear height of the landing doors is greater than 1,20 m.
1.3 Two types of accessible goods only lifts are addressed:
a) Type A, where the intended use is bound to the maximum rated speed of 0,30 m/s;
b) Type B, where the intended use is bound to the maximum rated speed of 1,0 m/s.
1.4 In addition to the requirements of this document, supplementary requirements are to be considered in special cases (operation subject to ATEX rules, operational in ambiental condition not addressed by this standard, seismic conditions, transporting dangerous goods, etc.).
1.5 This document does not cover:
a) accessible goods only lifts:
1) with more than one lift machine;
i) where loading and unloading is automated, or the carrier floor is fitted with mobile devices (e.g. rollers) for loading and unloading purposes;
ii) intended to carry bulk loads (such as loose sand, gravel, etc.);
iii) with drive systems other than those stated in 4.8;
b) lifting tables according to EN 1570-1 and EN 1570-2;
c) lifting appliances, such as appliances with more than one carrier, skips, goods only lifts for construction sites, for underground applications, mine winding gear, goods only lifts on seagoing vessels and mobile offshore units, construction and maintenance appliances in wind turbines, goods only lifts specially designed and constructed for research purposes for temporary use in laboratories, goods only lifts specially designed and constructed for military or police purposes;
d) safety during operation of transport, erection, repairs and dismantling of accessible goods only lifts;
e) the use of translucent material for the walls of the well and machinery spaces, for the carrier with the exception of the landing doors vision panels;
f) the use of programmable electronic systems in safety related applications for lifts (PESSRAL);
g) hydraulic lifts where the setting of the pressure relief valve exceeds 50 MPa;
h) any form of radiation except EMC;
i) fire propagation;
j) energy dissipation type buffers;
k) the possibility of two simultaneous acts of imprudence and/or the abuse of instructions for use.
l) ambient temperature in the well and machinery spaces lower than +5 °C and higher than +40 °C;
m) health and safety of animals.
However, this document can usefully be taken as a basis.
Noise and vibrations are not dealt with in this document as they are not considered a significant nor relevant hazard for the actual type of the accessible goods only lifts.
1.6 The requirements of this document are such that the possibility of a failure of an electric safety device or a safety component complying with all the requirements of this document needs not to be taken into consideration.
1.7 This document is not applicable to accessible goods only lifts which were manufactured before the date of its publication as EN.
Sicherheitsregeln für die Konstruktion und den Einbau von Aufzügen - Aufzüge für den Gütertransport - Teil 31: Betretbare Güteraufzüge
1.1 Dieses Dokument legt die Sicherheitsregeln für neue elektrisch betriebene betretbare Güteraufzüge mit Treibscheiben-, Trommel- oder Kettenantrieb und neue hydraulisch betriebene betretbare Güteraufzüge fest, die in eingeschränkten Bereichen dauerhaft installiert sind und nur von Benutzern (siehe 3.57) genutzt werden, die ortsfeste und dauerhafte Ebenen bedienen und einen Träger besitzen, der aus einer einzigen, nur für den Transport von Gütern konstruierten Lastaufnahmefläche besteht, das sich zwischen starren Führungsschienen bewegt, die nicht mehr als 15° gegen die Senkrechte geneigt sind, und dessen Nenngeschwindigkeit 1 m/s nicht übersteigt.
Dieses Dokument gilt für betretbare Güteraufzüge mit einer Nennlast von mehr als 300 kg, die nicht für den Transport von Personen vorgesehen sind.
1.2 Für die Anwendung dieses Dokuments wird ein Güteraufzug dann als betretbar angesehen, wenn eine der folgenden Bedingungen erfüllt ist:
a) die Grundfläche des Trägers ist größer als 1,0 m2;
b) die Tiefe des Trägers ist größer als 1,0 m;
c) die Höhe des Trägers ist größer als 1,20 m.
Wenn der Träger kein Dach aufweist, dann gilt er dann als betretbar, wenn die lichte Höhe der Schachttüren mehr als 1,20 m beträgt.
1.3 Zwei Typen betretbarer Güteraufzüge werden behandelt:
a) Typ A, wobei die bestimmungsgemäße Verwendung an die maximale Nenngeschwindigkeit von 0,30 m/s geknüpft ist;
b) Typ B, wobei die bestimmungsgemäße Verwendung an die maximale Nenngeschwindigkeit von 1,0 m/s geknüpft ist.
1.4 Zusätzlich zu den Anforderungen dieses Dokuments müssen in speziellen Fällen weitere Anforderungen beachtet werden (Betrieb nach ATEX-Vorschriften, Betriebsbereitschaft unter in dieser Norm nicht behandelten extremen klimatischen Bedingungen, Erdbebenbedingungen, Transport gefährlicher Güter usw.).
1.5 Dieses Dokument behandelt nicht:
a) betretbare Güteraufzüge:
1) mit mehr als einem Triebwerk;
i) mit Einrichtungen für selbsttätige Be- und Entladung oder bei denen der Boden des Trägers für das Be- und Entladen mit Mitteln zur Fortbewegung ausgestattet ist (z. B. Rollen);
ii) mit denen Schüttlasten (wie beispielsweise Sand, Kies usw.) transportiert werden sollen;
iii) mit anderen als in 4.8 genannten Antriebssystemen;
b) Hubtische nach EN 1570 1 und EN 1570 2;
c) Hebezeuge, beispielsweise Einrichtungen mit mehr als einem Träger, Kübelaufzüge, Bauaufzüge für den Gütertransport, für den Untertageeinsatz, Schachtförderanlagen, Güteraufzüge auf Seeschiffen und beweglichen Offshore-Anlagen, Bau- und Wartungseinrichtungen in Windenergieanlagen, Güteraufzüge, die speziell für die vorübergehende Nutzung für Forschungszwecke konzipiert und errichtet werden, Güteraufzüge, die speziell für militärische Zwecke oder zur Aufrechterhaltung der öffentlichen Ordnung konzipiert und gebaut werden;
d) die Sicherheit während des Transports, der Errichtung, der Instandsetzung und Demontage von betretbaren Güteraufzügen;
e) die Verwendung von lichtdurchlässigem Werkstoff in Schachtumwehrungen und Maschinenräumen, für den Träger, mit Ausnahme der Sichtfenster in den Schachttüren;
f) die Anwendung von programmierbaren elektronischen Systemen in sicherheitsbezogenen Anwendungen für Aufzüge (PESSRAL);
g) Hydraulikaufzüge, bei denen die Einstellung des Druckbegrenzungsventils 50 MPa übersteigt;
h) Strahlung, ausgenommen EMV;
i) Brandausbreitung;
j) Energie verzehrende Puffer;
k) die Möglichkeit zweier gleichzeitiger unvernünftiger Handlungen und/oder die Missachtung der Gebrauchsanweisungen.
l) Umgebungstemperaturen im Aufzugschacht und in Aufstellungsorten von Triebwerk und Steuerung von weniger als +5 °C und mehr als +40 °C;
m) die Gesundheit und Sicherheit von Tieren.

1.1 Le présent document spécifie les règles de sécurité applicables aux nouveaux monte-charges accessibles électriques à entraînement par adhérence, à treuil attelé ou hydraulique, installés de façon permanente et uniquement utilisés par les utilisateurs (voir 3.57), desservant des niveaux fixes et permanents, comportant un habitacle constitué d'une seule surface de transport, conçus uniquement pour le transport d'objets, se déplaçant le long d'un parcours fixe par des guides rigides, d'une inclinaison ne dépassant pas 15° par rapport à la verticale et d'une vitesse nominale n'excédant pas 1 m/s.
Le présent document traite des monte-charges accessibles ayant une charge nominale supérieure à 300 kg et qui ne sont pas destinés au transport de personnes.
1.2 Dans le cadre du présent document, un monte-charges est considéré comme accessible lorsque l'une des conditions ci-dessous est remplie :
a) la surface au sol de l'unité de transport est supérieure à 1,0 m2 ;
b) la profondeur de l'habitacle est supérieure à 1,0 m ;
c) la hauteur libre de l'habitacle est supérieure à 1,20 m.
Si l'habitacle est sans toit, il est considéré comme accessible lorsque la hauteur libre des portes palières est supérieure à 1,20 m.
1.3 Deux types de monte-charges accessibles sont traités :
a) Type A, dont l'usage prévu est limité à la vitesse nominale maximale de 0,30 m/s ;
b) Type B, dont l'usage prévu est limité à la vitesse nominale maximale de 1,0 m/s.
1.4 Outre les exigences du présent document, des exigences supplémentaires sont à prendre en compte dans des cas particuliers (fonctionnement soumis à la réglementation ATEX, fonctionnement dans des conditions d'environnement qui ne sont pas traitées dans la présente norme, conditions sismiques, transport de produits dangereux, etc.).
1.5 Le présent document ne s'applique pas :
a) aux monte-charges accessibles :
1) ayant plus d'une machine ;
2) dont les chargements et le déchargement sont automatisés ou dont le plancher de l'habitacle est équipé de dispositifs mobiles (par exemple des rouleaux) à des fins de chargement et de déchargement ;
3) destinés au transport de marchandises en vrac (comme du sable, gravier, etc.) ;
4) à systèmes d'entraînement autres que ceux indiqués en 4.8 ;
b) aux tables élévatrices conformément à l'EN 1570-1 et à l'EN 1570-2 ;
c) aux appareils de levage comportant plus d'un habitacle, aux bennes, aux monte-charges des chantiers de construction, des applications souterraines, des dispositifs d'excavation de mine, aux monte charges des navires et unités mobiles en mer, aux appareils de construction et de maintenance d'éoliennes, aux monte-charges conçus et fabriqués spécialement à des fins de recherche pour un usage temporaire en laboratoire, aux monte-charges conçus et fabriqués spécialement pour un usage policier ou militaire ;
d) à la sécurité au cours des opérations de transport, d'installation, de réparation et de démontage des monte-charges accessibles ;
e) à l'utilisation de matériaux translucides pour les parois de la gaine et des emplacements de machinerie, pour l'habitacle, à l'exception des regards des portes palières ;
f) à l'utilisation de systèmes électroniques programmables dans les applications liées à la sécurité des élévateurs (PESSRAL) ;
g) aux monte-charges hydrauliques où le réglage du limiteur de pression dépasse 50 MPa ;
h) à toute forme de rayonnement, à l'exception de la CEM ;
i) à la propagation du feu ;
j) aux amortisseurs à dissipation d'énergie ;
k) à la possibilité de deux imprudences simultanées et/ou au non-respect des instructions d'utilisation ;
l) à une température ambiante dans la gaine et les emplacements de machinerie inférieure à +5 °C et supérieure à +40 °C ;
m) à l'hygiène et à la sécurité des animaux.
Le présent document peut cependant être utilisé comme guide.

Varnostna pravila za konstruiranje in vgradnjo dvigal (liftov) - Dvigala, namenjena samo za prevoz tovora - 31. del: Dostopna tovorna dvigala
1.1 Ta dokument določa varnostna pravila za nova dostopna tovorna dvigala z vlečnim, prisilnim ali hidravličnim pogonom, ki so trajno nameščena in jih uporabljajo samo uporabniki (glej točko 3.57) za fiksna in stalna vstopno/izstopna mesta, imajo nosilno konstrukcijo za prevoz posameznih tovorov in so zasnovana samo za prevoz tovora ter se premikajo po fiksnih tirnih vodilih pod kotom največ 15 stopinj od navpičnice, z največjo nazivno hitrostjo 1 m/s. Ta dokument zajema dostopna tovorna dvigala z nazivno obremenitvijo več kot 300 kg, ki niso namenjena za prevoz oseb. 1.2 V tem dokumentu se nosilna konstrukcija tovornega dvigala šteje za dostopno, če je izpolnjen eden od naslednjih pogojev: a) površina nosilne konstrukcije je večja od 1,0 m2; b) globina nosilne konstrukcije je večja od 1,0 m; c) uporabna višina nosilne konstrukcije je večja od 1,20 m. Če nosilna konstrukcija nima strehe, se šteje za dostopno, če je uporabna višina etažnih vrat večja od 1,20 m. 1.3 Obravnavana sta dva tipa dostopnih tovornih dvigal: a) tip A, pri katerem je predvidena uporaba omejena na največjo nazivno hitrost 0,30 m/s; b) tip B, pri katerem je predvidena uporaba omejena na največjo nazivno hitrost 1,0 m/s. 1.4 Poleg zahtev v tem dokumentu je treba v posebnih primerih upoštevati dodatne zahteve (uporaba v skladu s pravili ATEX, delovanje v okoljskih pogojih, ki niso obravnavani v tem standardu, potresne razmere, prevoz nevarnega tovora itd.). 1.5 Ta dokument ne zajema: a) dostopnih tovornih dvigal: 1) z več kot eno dvižno napravo; i) pri katerih je nakladanje in razkladanje avtomatizirano ali pa so tla nosilne konstrukcije opremljena s premičnimi napravami (npr. valji) za nakladanje in razkladanje; ii) namenjenih za prevoz tovora v razsutem stanju (kot je sipek pesek, gramoz itd.); iii) s pogonskimi sistemi, ki niso navedeni v točki 4.8; b) dvižnih miz v skladu s standardoma EN 1570-1 in EN 1570-2; c) dvižnih naprav, kot so naprave z več kot eno nosilno konstrukcijo, dvigala s prekucno transportno posodo, tovorna dvigala za gradbišča in uporabo pod zemljo, rudarske dvižne naprave, tovorna dvigala na pomorskih plovilih in premičnih naftnih ploščadih, gradbene in vzdrževalne naprave v vetrnih turbinah, tovorna dvigala, ki so posebej načrtovana in izdelana za namene raziskav in začasno uporabo v laboratorijih, tovorna dvigala, ki so posebej načrtovana in izdelana za vojaške ali policijske namene; d) varnosti med opravljanjem prevoza, montažo, popravili in demontažo dostopnih tovornih dvigal; e) uporabe materiala, prepustnega za svetlobo, za stene jaška in strojnice ter nosilno konstrukcijo, z izjemo zastekljenih plošč etažnih vrat; f) uporabe programirljivih elektronskih sistemov pri vrstah uporabe, povezanih z varnostjo, za dvigala (PESSRAL); g) hidravličnih dvigal, pri katerih je nastavitev tlačnega varnostnega ventila večja od 50 MPa; h) kakršne koli oblike sevanja, razen elektromagnetne združljivosti (EMC); i) širjenja požara; j) blažilnikov, ki razpršijo energijo; k) možnosti dveh sočasnih primerov nepremišljenosti in/ali zlorabe navodil za uporabo; l) temperature okolja v jašku in strojnici, ki je nižja od +5 °C in višja od +40 °C; m) zdravja in varnosti živali. Kljub temu je ta dokument mogoče uporabiti kot uporabno podlago. Hrup in vibracije v tem dokumentu niso obravnavani, saj ne predstavljajo večjega ali pomembnega tveganja za dejanski tip dostopnih tovornih dvigal. 1.6 V skladu z zahtevami tega dokumenta ni treba upoštevati možnosti okvare električne varnostne naprave ali varnostne komponente, ki izpolnjuje vse zahteve tega dokumenta. 1.7 Ta dokument se ne uporablja za dostopna tovorna dvigala, ki so bila izdelana, preden je bil objavljen kot standard EN.

This document (EN 81-31:2024) has been prepared by Technical Committee CEN/TC 10 “Lifts, escalators
and moving walks”, the secretariat of which is held by AFNOR.
This European Standard shall be given the status of a national standard, either by publication of an
identical text or by endorsement, at the latest by May 2025 and conflicting national standards shall be
withdrawn at the latest by November 2026.
Attention is drawn to the possibility that some of the elements of this document may be the subject of
patent rights. CEN shall not be held responsible for identifying any or all such patent rights.
This document supersedes EN 81-31:2010.
The main changes with respect to the previous edition EN 81-31:2010 are listed below:
— Requirements have been updated, taking into account EN 81-20:2020, EN 81-50:2020 and
EN 81-21:2022. Specifically: definitions; strength of the doors, screens, partitions; unintended
carrier movement; refuge spaces; inspection operation; rope's retainers; balustrade; lighting.
— The scope has been amended. Specifically: excluded overlapping with EN 1570, by use of rigid guide

0 Introduction
0.1 General
This document is a type-C standard as stated in EN ISO 12100:2010.
This document is of relevance, in particular, for the following stakeholder groups representing the market
players with regard to machinery safety:
— machine manufacturers (small, medium and large enterprises);
— health and safety bodies (regulators, accident prevention organizations, market surveillance, etc.).
Others can be affected by the level of machinery safety achieved with the means of the document by the
above-mentioned stakeholder groups:
— machine users/employers (small, medium and large enterprises);
— machine users/employees (e.g. trade unions, organizations for people with special needs);
— service providers, e.g. for maintenance (small, medium and large enterprises);
— consumers (in case of machinery intended for use by consumers).
The above-mentioned stakeholder groups have been given the possibility to participate in the drafting
process of this document.
The accessible goods only lift installation concerned and the extent to which hazards, hazardous
situations and events are covered are indicated in the scope of this document.
When provisions of this type-C standard are different from those which are stated in type-A or -B
standards, the provisions of this type-C standard take precedence over the provisions of the other
standards, for machines that have been designed and built according to the provisions of this type-C
standard.
0.2 General provision
0.2.1 The object of this document is to define safety rules related to the construction and installation of
accessible goods only lifts, with a view to safeguarding persons and objects against the risk of accidents
associated with the use, inspection, maintenance and emergency operation of accessible goods only lifts.
a) Persons to be safeguarded:
1) users;
2) maintenance and inspection personnel;
3) persons at the landings of the accessible goods only lift and in the machinery space(s) and pulley
room(s), if any.
Within CEN/TC 10 an interpretation committee has been established to answer questions about the spirit in
which the experts have drafted the various clauses of this standard. All such interpretations are published
within CEN/TS 81-11:2011 until incorporated by amendment into the standards concerned.
b) Property to be safeguarded:
1) loads in carrier;
2) components of the accessible goods only lift installation;
3) building in which the accessible goods only lift is installed.
0.2.2 A study has been made of the various possible hazards concerning accessible goods only lifts, see
Annex L.
0.3 Principles used
0.3.1 This document does not repeat all the general technical rules applicable to every electrical,
mechanical, or building construction including the protection of building elements against fire.
It has, however, seemed necessary to establish certain requirements of good construction, either because
they are peculiar to accessible goods only lifts manufacture or because in the case of accessible goods
only lifts utilization the requirements may be more stringent than elsewhere.
0.3.2 As far as possible this document sets out only the requirements that materials and equipment
have to meet in the interests of safe operation of accessible goods only lifts.
0.3.3 This document considers a building that has characteristics in accordance with Annex K.
0.4 Assumption
0.4.1 Relevant risks have been considered for each component that may be incorporated in a complete
accessible goods only lift installation.
Rules have been drawn up accordingly.
Components are:
a) designed in accordance with usual engineering practice and calculation codes, taking into account all
failure modes;
b) of sound mechanical and electrical construction;
c) made of materials with adequate strength and of sound quality;
d) free of defects;
e) free from harmful materials, e.g. asbestos.
0.4.2 Components are selected and installed so that foreseeable environmental influences and special
working conditions do not affect the safe operation of the accessible goods only lift.
0.4.3 Users have to be safeguarded against their own negligence and unwitting carelessness when
using the accessible goods only lift in the intended way.
0.4.4 The accessible goods only lifts are not intended to transport persons inside the carrier.
0.4.5 With the exception of the items listed below, a mechanical device built according to good practice
and the requirements of this document will not deteriorate to a point of creating hazard without the
possibility of detection, provided that all of the instructions given by the manufacturer have been duly
applied.
The following mechanical failures are considered:
a) breakage of the suspension;
b) uncontrolled slipping of the ropes on the traction sheave;
c) breakage and slackening of all linkage by auxiliary ropes, chains and belts;
d) failure of one of the mechanical components of the machine brake which takes part in the application
of the braking action on the drum or disk;
e) failure of a component associated with the main drive elements and the traction sheave;
f) rupture in the hydraulic system (jack excluded);
g) small leakage in the hydraulic system (jack included).
0.4.6 The possibility of devices providing protection against free fall or descent with excessive speed
not engaging, should the carrier free fall from a stationary position at the lowest landing, before the
carrier strikes the buffer(s) or fixed stop(s) is considered acceptable.
0.4.7 When the speed of the carrier is linked to the electrical frequency of the mains, the speed is
assumed not to exceed 115 % of the rated speed or a corresponding lower speed where specified in this
document for inspection operation, re-levelling, emergency operation.
0.4.8 The location of the accessible goods only lift to be such that users using the accessible goods only
lift have means available to them, to access the different landing levels served, either a staircase or a
means for the transportation of persons.
1 Scope
1.1 This document specifies the safety rules for new accessible goods only lifts with traction, positive
or hydraulic drive, permanently installed and only used by users (see 3.57), serving fixed and permanent
landing levels, having a carrier made of a single load carrying area, designed for the transportation of
goods only, moving along a fixed path by rigid guide rails and inclined not more than 15° to the vertical,
with rated speed not exceeding 1 m/s.
This document covers accessible goods only lifts with rated load exceeding 300 kg and not intended to
transport persons.
1.2 For the purpose of this document, a goods only lift carrier is regarded as accessible where one of
the following conditions is satisfied:
a) floor area of the carrier is greater than 1,0 m ;
b) depth of the carrier is greater than 1,0 m;
c) clear height of the carrier is greater than 1,20 m.
In case the carrier is without a roof, it is considered accessible when the clear height of the landing doors
is greater than 1,20 m.
1.3 Two types of accessible goods only lifts are addressed:
a) Type A, where the intended use is bound to the maximum rated speed of 0,30 m/s;
b) Type B, where the intended use is bound to the maximum rated speed of 1,0 m/s.
1.4 In addition to the requirements of this document, supplementary requirements are to be
considered in special cases (operation subject to ATEX rules, operational in environmental conditions not
addressed by this standard, seismic conditions, transporting dangerous goods, etc.).
1.5 This document does not cover:
a) accessible goods only lifts:
1) with more than one lift machine;
2) where loading and unloading is automated, or the carrier floor is fitted with mobile devices (e.g.
rollers) for loading and unloading purposes;
3) intended to carry bulk loads (such as loose sand, gravel, etc.);
4) with drive systems other than those stated in 4.8;
b) lifting tables according to EN 1570-1 and EN 1570-2;
c) lifting appliances, such as appliances with more than one carrier, skips, goods only lifts for
construction sites, for underground applications, mine winding gear, goods only lifts on seagoing
vessels and mobile offshore units, construction and maintenance appliances in wind turbines, goods
only lifts specially designed and constructed for research purposes for temporary use in laboratories,
goods only lifts specially designed and constructed for military or police purposes;
d) safety during operation of transport, erection, repairs and dismantling of accessible goods only lifts;
e) the use of translucent material for the walls of the well and machinery spaces, for the carrier with
the exception of the landing doors vision panels;
f) the use of programmable electronic systems in safety related applications for lifts (PESSRAL);
g) hydraulic lifts where the setting of the pressure relief valve exceeds 50 MPa;
h) any form of radiation except EMC;
i) fire propagation;
j) energy dissipation type buffers;
k) the possibility of two simultaneous acts of imprudence and/or the abuse of instructions for use.
l) ambient temperature in the well and machinery spaces lower than +5 °C and higher than +40 °C;
m) health and safety of animals.
However, this document can usefully be taken as a basis.
Noise and vibrations are not dealt with in this document as they are not considered a significant nor
relevant hazard for the actual type of the accessible goods only lifts.
1.6 The requirements of this document are such that the possibility of a failure of an electric safety
device or a safety component complying with all the requirements of this document needs not to be taken
into consideration.
1.7 This document is not applicable to accessible goods only lifts which were manufactured before the
date of its publication as EN.
