SIST EN 300 698-1 V1.2.1:2003 is the SIST adoption of ETSI EN 300 698-1 Version 1.2.1 for radio telephone transmitters and receivers used in the maritime mobile service on inland waterways. It specifies the technical characteristics, test methods and measurement conditions for shipborne VHF radiotelephone equipment, including simplex and duplex operation and, where required, ATIS.

It is mainly for manufacturers, test laboratories, conformity assessors, installers and buyers who need to check whether VHF maritime equipment is built and measured to the expected inland-waterway rules.

What does SIST EN 300 698-1 V1.2.1:2003 specify?

SIST EN 300 698-1 V1.2.1:2003 sets minimum requirements for VHF radiotransmitters and receivers fitted with a 50 Ω external antenna socket or connector and intended for ships on inland waterways in the 156 MHz to 174 MHz bands. The scope ties the equipment to the maritime mobile service allocations in the Radio Regulations and states that Annex B applies where ATIS is mandatory.

The document is organized into general requirements, test conditions, measurement methods, transmitter tests, receiver tests and duplex-operation tests. It then adds three normative annexes that support measurement and identification.

AnnexWhat it covers
Annex APower measuring receiver specification
Annex BAutomatic Transmitter Identification System (ATIS)
Annex CConversion of a radio callsign into an ATIS identification

What are the key requirements of SIST EN 300 698-1 V1.2.1:2003?

SIST EN 300 698-1 V1.2.1:2003 focuses on safe shipboard construction, controlled channel use and radio performance under normal and extreme conditions. The most important clauses are 4 to 10, because they define what the equipment must do and how compliance is checked.

Equipment and operating features

Clause 4 requires construction suited to shipboard use, controls large enough for normal operation, and a channel selector that shows the channel designator clearly. In practice, this means the set must be easy to use at sea and must not invite accidental mis-setting.

Clause 4 also limits the operating channels and blocks use of channels 75 and 76, while preventing use of channel 70 for anything other than Digital Selective Calling (DSC). It also requires automatic power reduction to 0.5 W to 1 W on specified channels, and it forbids transmission when the frequency synthesizer is unlocked or during channel switching.

Clause 4.2 requires an on/off switch, push-to-talk control, squelch, audio volume control, display dimming and a carrier-produced indicator. That matters because an operator must be able to verify power, mute audio and identify active operation without guessing.

Radio characteristics and testing

Clause 4.6 specifies phase modulation G3E for speech and G2B for ATIS and DSC signalling, with 25 kHz channel separation and 5 kHz deviation for 100% modulation. This is the core radio signature the equipment must meet.

Clauses 5 to 7 define test conditions, ambient limits, power-source tolerances, measurement uncertainty and environmental tests. The equipment is checked under normal and extreme temperature conditions, plus vibration and damp heat, so results reflect shipboard service rather than a bench-only condition.

Transmitter and receiver performance

Clause 8 covers transmitter performance such as frequency error, carrier power, frequency deviation, modulation limits, adjacent channel power, spurious emissions, residual modulation and transient frequency behaviour. Clause 9 covers receiver performance such as harmonic distortion, audio response, maximum usable sensitivity, co-channel rejection, adjacent channel selectivity, spurious response rejection, blocking, squelch operation and radiated or conducted spurious emissions.

Clause 10 adds duplex-operation checks, especially receiver desensitization during simultaneous transmit and receive. For users, this is the practical test for whether duplex installations can work without the transmitter overwhelming the receiver.

What terms does SIST EN 300 698-1 V1.2.1:2003 define?

ATIS, Automatic Transmitter Identification System, is the automatic station-identification system used on inland-waterway VHF radiotelephone equipment.

DSC, Digital Selective Calling, is the signalling facility used for selective maritime radio calls and related functions.

SINAD, Signal + Noise + Distortion/Noise + Distortion, is the receiver performance ratio used in several sensitivity and selectivity tests.

RF, Radio Frequency, is the high-frequency signal domain used for transmission and reception tests.

VSWR, Voltage Standing Wave Ratio, is the antenna-matching term used when the document notes how real antennas may differ from an ideal 50 Ω load.

Maximum usable sensitivity is the lowest receiver input signal that gives both a 20 dB SINAD result and the required audio output power.

Who uses SIST EN 300 698-1 V1.2.1:2003?

SIST EN 300 698-1 V1.2.1:2003 is used by radio equipment manufacturers, marine electronics suppliers, test houses and certification teams that evaluate VHF ship radios for inland waterways. It is also used by installers and procurement teams who need to confirm that the equipment supports the intended channel plan, power levels, DSC-related interfaces and, where applicable, ATIS operation.

What changed in SIST EN 300 698-1 V1.2.1:2003 from the previous edition?

SIST EN 300 698-1 V1.2.1:2003 is an editorial revision made to reflect the publication of ETS 300 698-2 and to incorporate technical changes from ERM#10.

Which standards are used with SIST EN 300 698-1 V1.2.1:2003?

The document relies on several named references for channel allocations, signalling and measurement practice. ITU Radio Regulations [1] set the channel framework, while ITU-T Recommendation E.161 [2] supports keypad numbering.

EN 300 338 [3] is used for DSC-related equipment, IEC 61162-1 [4] for binary interface functions, ISO 694 [5] for compass safe distance, and ETR 028 [6] for measurement uncertainty. ITU-T Recommendation P.53 [7] supports psophometric filtering, and ITU-R Recommendation M.493 [8] provides the DSC system basis.

What does the SIST EN 300 698-1 V1.2.1:2003 document contain?

SIST EN 300 698-1 V1.2.1:2003 contains detailed measurement arrangements for transmitter and receiver checks, including artificial antenna use, receiver signal injection, duplex-filter arrangements and test-channel selection. It also includes environmental-test procedures for vibration and damp heat, with performance checks before and after exposure.

Annex A specifies the power measuring receiver needed for adjacent-channel power measurements. Annex B gives the ATIS signal structure, ten-unit error-detecting code, modulation details and encoder checks. Annex C shows how a radio callsign is converted into an ATIS identification, which is useful for configuration and verification during testing.
