EN IEC 63404:2024 (CLC adoption of IEC 63404:2024) specifies radiocommunication‑related requirements for low‑voltage switchgear and controlgear (and their assemblies) that integrate a radiocommunication device with a carrier frequency above 380 MHz. The standard covers both the initial integration and subsequent updates of embedded radio transceivers into new or modified host equipment, defining classification, verification methods and required product information to achieve reliable radio performance and electromagnetic compatibility (EMC).

INTRODUCTION
In the context of the fast evolution of radiocommunication technologies and the long lifetime of
low voltage equipment, this document proposes the evaluation and verification of the initial
integration and update of radiocommunication devices within host equipment, including the
hardware or the software.
The aim of this document is to define the tasks of testing the host equipment when integrating
and updating the radiocommunication device into low voltage equipment (e.g. circuit-breaker,
sensor, electric actuator, etc.). In general, this document gives requirements for components
hosting a radiocommunication device in order to facilitate their integration into an assembly.
This document is intended to be referenced by product standards as common
radiocommunication requirements (see Annex C).
The test program has been elaborated based on the result of actual IEC 61000-4-39 testing by
equipment manufacturers and test laboratories. This test allows the characterisation of
radiofrequency band(s) and amplitude(s) which is called a capability profile. This capability
profile can be used to demonstrate the capability of an equipment to host various
radiocommunication devices when their characteristics are within the limits given by the
capability profile.
The integration of a pre-evaluated radiocommunication device according to its radiotechnology
standard into a host equipment can affect its radio transmitter performances. This document
includes the verification of the radiocommunication functions after integration following the main
guidance from ETSI EG 203 367, FCC KDB 996369 D04, MIIT No.129:2021 and
GRFC N 07-20-03-001:2007.

1 Scope
This document defines radiocommunication related requirements for equipment intended to
integrate a radiocommunication device. It includes the initial integration and update of a the
radiocommunication device, having a carrier frequency greater than 380 MHz, into new or
updated host equipment with:
– The classification of integration categories;
– The EMC immunity verification using a capability profile approach;
– The verification of the unwanted emission level of the radio transceiver.
This document also provides typical radiocommunication device integration use cases (see
Annex A).
The object of this document is to define the required evaluation when incorporating a
radiocommunication device into a new or updated host equipment.
This document is intended to be referred by the product standard of the host equipment for
providing additional characteristics, performance, and evaluation regarding the integration and
update of a radiocommunication device (see Annex C). It can also be used by the manufacturer
of the host equipment when no applicable product standard exists.
In addition, this document provides guidance on considerations to be addressed in product
standards including safety and security matter.
This document does not cover:
– The test of the radiocommunication device according to its radiotechnology standard or
specification (e.g. IEEE 802.11, IEEE 802.15.4);
– Allocation of radio frequencies;
– The impact on the application of the equipment;
– The safety related requirements of the host equipment (see the applicable product standard)
– Hazards related to remote control operations (see the applicable product standard);
– Over the air software updates (under consideration for the next revision).

4 Implementation categories
For the purpose of managing the update of the radiocommunication device of an equipment,
the following implementation categories are defined. These depend on whether the equipment
has electronic circuits and where the embedded software, called also firmware, if any,
supporting the non-radio functions of the equipment, is hosted.
The electronic circuit, including the embedded software, if any, supporting the non-radio
functions of the host equipment, can be either of:
a) Integrated fully or partially into the radiocommunication device or
b) Hosted only on the equipment, separately from the radiocommunication device or electronic
circuits without embedded software.
NOTE For the purpose of this document, the term “electronic circuit” excludes circuits in which all components are
passive (including diodes, resistors, varistors, capacitors, surge suppressors, inductors).

Five implementation categories are defined as follows:
1) Category 0: Equipment composed of a host part without electronic circuits and a
radiocommunication device intended to monitor and transmit the contact position, actuator
position or similar signal.
2) Category 1: The radiocommunication device is hosting the embedded software of the
equipment (a)) including the radiocommunication functions as illustrated in Figure 1, fully
integrated and Figure 2, partially integrated.

Within the equipment, the embedded software can be distributed in several microcontroller units
(MCU) as shown in Figure 2. If one of them is also hosting the radiocommunication capabilities,
then the equipment falls in category 1.

3) Category 2: The electronic circuit of the equipment including embedded software, if any, of
the equipment is not hosted by the radiocommunication device (b)). The
radiocommunication device area is located inside the equipment, non-user removable and
placed on an identified separate location either on the same printed circuit board as illustrate
in Figure 3 or on a different printed circuit board as illustrated in Figure 4 and is only
managing the radiocommunication functions. The connection to the radiocommunication
device is grouped in an identified path (PCB traces, board to board connection, ribbon cable,
etc.) and follows the implementation requirements given by the manufacturer of the
radiocommunication device.

NOTE In the case of two separate printed circuit boards, the connection between them can be realised by various
connecting means: e.g. flat cable, connectors, wires, direct soldering, etc.
4) Category 3: The radiocommunication device is integrated into a removable part of the
equipment which is hosting the radiocommunication functions (b)). This part as illustrated
on the right end side of Figure 5 can be added or removed on site.

NOTE Figure 5 shows a USB connection as an example. This connection can be realised also with other
standardised or manufacturer specific connection.
5) Category 4: The radiocommunication device is a separate device used as an interface to
several equipment as illustrated in Figure 6 where equipment a and b are connected through
field bus to a common radiocommunication interface named Radio device and equipment c
is a non-communicating equipment.

5 Characteristics
5.1 Radiocommunication
The characteristics of the radio transmitter integrated in the equipment are:
a) Centre frequency(s) and frequency bandwidth(s) in Hz;
b) Bit rate of the physical link in bit/s;
c) Duty cycle (ratio of the transmitter sequence to a given observation time for the used
frequency channel) in %, if applicable;
d) Equivalent radiated power (ERP) or Equivalent isotropic radiated power (EIRP) depending
on the associated antenna, in W;
e) Intended use: industrial and commercial (occupational) or public and domestic (general
public).
For coexistence management of multiple radiocommunication devices:
f) Coexistence parameters according to IEC 62657-2 (where applicable, the adjacent channel
selectivity, communication availability, communication reliability, communication load,
distance between the radiocommunication devices, dwell time, cut off frequencies per radio
channel, inter-visibility).
For host equipment intended to be incorporated within an assembly
g) Maximum number of units of the equipment with radiocommunication in a group, the relative
minimum distance between them and the group ERP or EIRP, if applicable;
h) Minimum distance from the equipment with radiocommunication to other equipment if lower
than the distance defined in 8.4.1.
NOTE 1 Nearfield phenomena can be effective at the distance lower than 200 mm from the electronic circuits of the
equipment. At greater distances, the existing EMC requirements given by the product standard are valid.
NOTE 2 These distances are given in the worst-case condition of electromagnetic reflection phenomena, typically
in metallic enclosure.
5.2 Radiocommunication device interfaces
User replaceable device:
a) Designation of the radiocommunication device;
b) Maximum power supply consumption;
c) Interface type;
d) Security parameters if any.
Antenna port:
e) Type of connector for external antenna on the equipment;
f) Antenna type (omni-directional, directional, arrays, smart antennas);
g) Antenna gain in dBi;
h) Antenna radiation pattern (directional (angular) dependence of the strength of the radio
waves).

Embedded software update:
i) Embedded software configuration of the radiocommunication device and of the equipment
including their version, their associated hardware version compatibility and with the
identification of the permitted antennas;
j) Interface description (local port, internet protocol port, over-the-air programming);
k) Security protection description.
5.3 Radiofrequency capability profile of the host equipment
The radiofrequency capability profile characterises the withstand immunity limit of the host
equipment at close proximity for integrating a radiocommunication device. It allows the update
(see Clause 4) of the equipment with a different radiocommunication device, possibly with a
different radiotechnology, without retesting the host equipment. Three examples of
radiofrequency capability profiles for three different equipment are illustrated in Figure 7.
The first example illustrates a capability profile covering the 2,4 GHz ISM band with an electric
field level of 100 V/m. The second example illustrates a capability profile covering the 2,4 GHz
ISM band with an electric field level of 100V/m and the frequency band from 5 GHz to 6 GHz
with an electric field level of 30 V/m. The third example illustrates a capability profile covering
the wider band which can be considered as described in the scope of this standard with an
electric field level of 300 V/m for the entire considered frequency band.

The limit is described as follows:
Capability profile:
a) The frequency bandwidth(s) according to the radiofrequency capability profile, see 8.4.2,
b) For each capability bandwidth, the equivalent radiated power in W corresponding to the
tested immunity level according to IEC 61000-4-39.
6 Product information and marking
6.1 General
The following information shall be provided with the equipment unless different requirements
are given in the product standard:
6.2 Identification
– When a marking is used for indicating the existence of the radio transceiver in the
equipment, the following symbol ISO 7000-3600:2014-12 or an equivalent representation of
a radio wave including a group of at least two curves shall be used.
– Type designation or serial number for replaceable radiocommunication device if any
according to items a) and c) of 5.2.
6.3 Characteristics
a) Items a) to d) of 5.1 in the operating conditions of the equipment, including any limit of use
for which the equipment and its radiocommunication device has been evaluated.
NOTE The value of duty cycle is given as resulting of the actual use of the radio transmitter by the host
equipment.
b) In addition to item e) of 5.1, when the equivalent radiated power of the radiocommunication
device is exceeding the low-power exclusion level determined according to IEC 62479 for
industrial use of the equipment, specific instructions shall be provided with the equipment
for proper operation of the equipment such that exposures will be compliant with the basic
restrictions. When appropriate, the equipment can be marked with the symbol
IEC 60417-5109:2002.10.
c) Items f) of 5.1 when several radio transmitters are integrated within the equipment.
d) Items g) and h) of 5.1 for equipment intended to be incorporated in an assembly.
e) Items e) to h) of 5.2 when an external antenna can be connected to the equipment by the
user. In addition, the symbol IEC 60417-5039:2006-08 shall be marked near the antenna
terminal.
6.4 Instruction for the upgrade of the radiocommunication device
– Items a) to d) of 5.2 when the radiocommunication device is intended to be replaceable by
an alternative radiocommunication device as designated in item a).
– Items i) and k) of 5.2 when the radiocommunication embedded software is updatable.

– Items a) and b) of 5.3 when the radiocommunication device is intended to be replaceable,
by the user, with a radio transceiver of other radiotechnology, other frequency band(s) or
with a different radiated power.
– For categories 0, 1 and 2, the contact information to the manufacturer should be provided
for changing the equipment to a new version equipped with a new updated
radiocommunication device.
– For categories 3 and 4, the following instructions about the upgrade procedure shall be
provided:
• the management of the hardware and embedded software configuration identified in 5.2,
• the safety and cybersecurity related aspects, and
• the contact information for obtaining a new version of the radiocommunication device.
Guidance for the preparation of product standards is given in Clause C.3.
7 Normal service, mounting and transport conditions
Normal service and mounting conditions of the radiocommunication devices among all
categories 0 to 4 are defined by the instruction manual associated with the device.
8 Constructional and performance requirements
8.1 General
According to the classification described in Clause 4, only categories 2, 3 and 4 can be
considered for the assessment of the capability profile because there is a separation between
the embedded software supporting the non-radio functions of the equipment and the
radiocommunication device (wireless part). In these cases, the requirements of this document
are sufficient and no re-evaluation of the non-radio functions of the equipment is necessary.
