Overview

ISO/TS 28923:2012 is an international technical specification developed by the International Organization for Standardization (ISO) that addresses the safety requirements for guards on moving parts of power transmission in agricultural machinery. Specifically, it focuses on fixed guards that require a tool for opening and interlocking movable guards used on self-propelled ride-on machines as well as mounted, semi-mounted, or trailed agricultural machines.

The document provides guidelines on the design, construction, and verification of these guards to minimize risks associated with power transmission components such as crushing, shearing, entanglement, or drawing-in hazards. Additionally, it specifies the type of safety information manufacturers must supply to operators, including warnings and safe working practices.

Key Topics

  • Scope and Applicability
ISO/TS 28923:2012 covers guards on power transmission moving parts excluding:

    • Agricultural and forestry tractors
    • Aircraft and air cushion vehicles used in agriculture
    • Lawn and garden equipment
    • PTO drive shafts between tractors and implements
  • Guard Types

    • Fixed Guards: Must be opened only with tools to ensure intentional access.
    • Interlocking Movable Guards: Equipped with devices that prevent operation when open and disengage power transmission.
  • Design Requirements

    • Guards must prevent access to hazardous areas during normal operation and service.
    • Openings in guards (mesh, grille) must comply with safety distances specified by ISO 13857:2008.
    • Guard strength must meet ISO 4254-1 requirements.
    • Fixed guards should be attached securely, using permanent or tool-required fasteners or hinges with locking mechanisms.
    • Interlocking guards must remain attached when open and require intentional action for adjustment.
  • Safety Features

    • Safety signs on guards indicating rotating parts.
    • Audible or visible indicators when power supply is disengaged but parts are still moving.
    • Locking devices to prevent guard opening until hazardous movements stop.

Foreword
ISO (the International Organization for Standardization) is a worldwide federation of national standards
bodies (ISO member bodies). The work of preparing International Standards is normally carried out
through ISO technical committees. Each member body interested in a subject for which a technical
committee has been established has the right to be represented on that committee. International
organizations, governmental and non-governmental, in liaison with ISO, also take part in the work.
ISO collaborates closely with the International Electrotechnical Commission (IEC) on all matters of
electrotechnical standardization.
International Standards are drafted in accordance with the rules given in the ISO/IEC Directives, Part 2.
The main task of technical committees is to prepare International Standards. Draft International
Standards adopted by the technical committees are circulated to the member bodies for voting.
Publication as an International Standard requires approval by at least 75 % of the member bodies
casting a vote.
In other circumstances, particularly when there is an urgent market requirement for such documents, a
technical committee may decide to publish other types of document:
— an ISO Publicly Available Specification (ISO/PAS) represents an agreement between technical
experts in an ISO working group and is accepted for publication if it is approved by more than 50 %
of the members of the parent committee casting a vote;
— an ISO Technical Specification (ISO/TS) represents an agreement between the members of a
technical committee and is accepted for publication if it is approved by 2/3 of the members of the
committee casting a vote.
An ISO/PAS or ISO/TS is reviewed after three years in order to decide whether it will be confirmed
for a further three years, revised or withdrawn. If the ISO/PAS or ISO/TS is confirmed or revised, it is
reviewed again after a further three years, at which time it should preferably either be transformed into
an International Standard or withdrawn.
Attention is drawn to the possibility that some of the elements of this document may be the subject of
patent rights. ISO shall not be held responsible for identifying any or all such patent rights.
ISO/TS 28923 was prepared by Technical Committee ISO/TC 23, Tractors and machinery for agriculture
and forestry, Subcommittee SC 3, Safety and comfort.
This second edition of ISO/TS 28923 cancels and replaces the first edition (ISO/TS 28923:2007), which
has been technically revised.

Avant-propos
des membres votants du comité dont relève le groupe de travail;
