Overview

IEC TR 63065:2017/AMD1:2022 is an important amendment to the International Electrotechnical Commission's technical report providing guidelines for the operation and maintenance of Line Commutated Converter (LCC) High Voltage Direct Current (HVDC) converter stations. This update focuses primarily on enhancing fire protection systems within LCC HVDC installations, emphasizing safety, reliability, and operational continuity. These guidelines are essential for electrical engineers, safety managers, operators, and maintenance personnel involved in HVDC transmission networks.

Key Topics

Fire Protection System Operation

  • Automatic vs. Manual Modes
The fire fighting system automatically activates when converter transformers are energized, enabling rapid response via water, foam, or gas extinguishing agents. Manual operation is allowed during maintenance or de-energized conditions to prevent unintended activations.

  • Remote and Local Activation
Fire protection can be triggered remotely from operator workstations or locally by personnel, ensuring flexible and timely intervention.

  • Human-Machine Interface (HMI) Monitoring
Alarms from sensors such as high-temperature detectors, ultraviolet flame detectors, and very early smoke detection apparatus can be monitored via the HMI for early fire detection.

Inspection and Alarm Handling

  • Regular Local Inspections
Routine checks for leakage in extinguishing agent supply pipes and valve positions ensure system readiness.

  • Handling Typical Faults and Fire Alarms
Operators must verify fire incidents via video and coordinate firefighting efforts, involving local fire departments if needed. Specific actions are detailed for different scenarios:

    • Transformer fire: Confirm shutdown and firefighting activation, ensure adequate water supply.
    • Valve hall alarms: Emergency stops and ventilation control prevent fire spread.
    • Cable fire risks: Use temperature-sensitive cables and implement sand sealing in cable trenches to contain fires.

Routine Maintenance of Fire Protection Systems

  • Weekly inspections of water levels in reservoirs.
  • Monthly operation of redundant fire pumps to confirm functionality.
  • Annual fire emergency drills.
  • Testing of detection devices and fire suppression equipment during power outages.
  • Periodic tests, including foam effectiveness and nitrogen bottle pressure checks, to maintain system integrity.

Applications

IEC TR 63065:2017/AMD1:2022 guidelines are applied in:

  • HVDC Transmission Stations: Ensuring operational safety and fire risk mitigation in large converter stations using LCC technology.
  • Electrical Power Utilities: Establishing maintenance protocols for fire protection to prevent catastrophic equipment loss and downtime.
  • Industrial Facilities: Managing high-voltage equipment and associated fire safety systems effectively.
  • Engineering and Maintenance Services: Crafting maintenance schedules and emergency response procedures tailored to LCC HVDC converter stations.

Implementing these guidelines improves safety, minimizes outage risks, and extends equipment lifespan in high-voltage direct current power systems.

Related Standards

  • IEC 60076 Series - Power Transformers
  • IEC 60255 - Electrical Relays and Protection Equipment
  • IEC 61850 - Communication Networks and Systems for Power Utility Automation
  • IEC TR 63065:2017 - Original Guidelines for Operation and Maintenance of LCC HVDC Converter Stations
  • ISO/IEC Directives - Frameworks for Developing IEC and ISO Standards

These standards collectively support comprehensive safety, operational excellence, and equipment management within electrical power systems, specifically in HVDC technologies.

By following IEC TR 63065:2017/AMD1:2022, stakeholders in power transmission can ensure resilient and safe operation of LCC HVDC converter stations with robust fire protection mechanisms, critical for modern electrical grid reliability and disaster prevention.
