IEC 60335-2-114:2018 deals with the electrical safety of self-balancing personal transport devices for use with batteries containing alkaline or other non-acid electrolytes.

1) The International Electrotechnical Commission (IEC) is a worldwide organization for standardization comprising

INTRODUCTION
It has been assumed in the drafting of this International Standard that the execution of its
provisions is entrusted to appropriately qualified and experienced persons.
This standard recognizes the internationally accepted level of protection against hazards such
as electrical, mechanical, thermal, fire and radiation of appliances when operated as in
normal use taking into account the manufacturer's instructions. It also covers abnormal
situations that can be expected in practice and takes into account the way in which
electromagnetic phenomena can affect the safe operation of appliances.
This standard takes into account the requirements of IEC 60364 as far as possible so that
there is compatibility with the wiring rules when the appliance is connected to the supply
mains. However, national wiring rules may differ.
If an appliance within the scope of this standard also incorporates functions that are covered
by another part 2 of IEC 60335, the relevant part 2 is applied to each function separately, as
far as is reasonable. If applicable, the influence of one function on the other is taken into
account.
When a part 2 standard does not include additional requirements to cover hazards dealt with
in Part 1, Part 1 applies.
NOTE 1 This means that the technical committees responsible for the part 2 standards have determined that it is
not necessary to specify particular requirements for the appliance in question over and above the general
requirements.
This standard is a product family standard dealing with the safety of appliances and takes
precedence over horizontal and generic standards covering the same subject.
NOTE 2 Horizontal and generic standards covering a hazard are not applicable since they have been taken into
consideration when developing the general and particular requirements for the IEC 60335 series of standards. For
example, in the case of temperature requirements for surfaces on many appliances, generic standards, such as
ISO 13732-1 for hot surfaces, are not applicable in addition to Part 1 or part 2 standards.
An appliance that complies with the text of this standard will not necessarily be considered to
comply with the safety principles of the standard if, when examined and tested, it is found to
have other features that impair the level of safety covered by these requirements.
An appliance employing materials or having forms of construction differing from those detailed
in the requirements of this standard may be examined and tested according to the intent of
the requirements and, if found to be substantially equivalent, may be considered to comply
with the standard.

devices for use with batteries containing alkaline or other non-acid electrolytes.

be necessary;
– in many countries, additional requirements are specified by the national health authorities, the national
authorities responsible for the protection of labour, the national transport authorities and similar
authorities.
NOTE 102 This standard does not apply to
– appliances intended exclusively for industrial purposes;
– appliances intended to be used in locations where special conditions prevail, such as the presence of a
corrosive or explosive atmosphere (dust, vapour or gas);

6 Classification
This clause of Part 1 is applicable except as follows.
6.1 Addition:
The functional part of a SPTD shall be of class III construction.
6.2 Addition:
The functional part of a SPTD shall be at least IPX4.
7 Marking and instructions
This clause of Part 1 is applicable except as follows.
7.1 Addition:
The functional part of the SPTD shall be marked with symbol IEC 60417-5001B (2004-09) and
its type reference along with symbol ISO 7000-0790 (2004-01) or with the substance of the
following:
Use only with battery
Batteries that are detachable shall be marked with their type reference and with the substance
of the following:
Use only with self-balancing personal transport device
The functional part of the SPTD shall be marked with the maximum load in kg with which the
SPTD can be operated.
The functional part of the SPTD intended for use off-road shall be marked with the IP first
numeral 5.
7.6 Addition:

7.12 Addition:
The instructions shall state the maximum load in kg with which the SPTD can be operated.
For SPTDs intended for use with lithium-ion batteries the instructions shall state the
– normal temperature range for charging the battery. This temperature range shall be within
the range T2 to T3 specified in IEC 62133-2;
– end-of-discharge voltage;
– upper limit of the charging voltage, for batteries comprising series connected cells;
– rated capacity of the battery (C Ah).
7.14 Addition:
The height of the marking indicating the maximum load with which the SPTD can be operated
shall be at least 10 mm.
7.15 Addition:
The maximum load in kg with which the SPTD can be operated, shall be visible when the
SPTD is in use.
8 Protection against access to live parts
This clause of Part 1 is applicable.
9 Starting of motor-operated appliances
This clause of Part 1 is not applicable.
10 Power input and current
This clause of Part 1 is applicable.
11 Heating
This clause of Part 1 is applicable except as follows.
11.2 Addition:
The SPTD is placed on the floor of the test corner and away from the walls.

For SPTDs where the battery is charged in the appliance, when operating as specified in
3.1.9.102, the appliance is supplied with the most unfavourable voltage between 0,94 times
and 1,06 times the rated voltage.
11.7 Replacement:
The appliance is subjected to the tests of 11.7.1, 11.7.2 and 11.7.3.
11.7.1 For appliances supplied with only one battery that is charged within the functional
part of the SPTD, the appliance is operated for two cycles.
11.7.2 For appliances supplied with only one battery that is not charged within the SPTD the
functional part of the SPTD is operated as specified in 3.1.9.101 until the appliance no longer
operates. The battery is then recharged as specified in 3.1.9.103. The tests are then repeated.
11.7.3 For appliances supplied with additional batteries, with the first battery installed or
connected the functional part of the SPTD is operated as specified in 3.1.9.101 until the
appliance no longer operates. An additional battery is then connected and the functional part
of the SPTD is again operated as specified in 3.1.9.101 until the appliance no longer operates.
The batteries are then recharged as specified in 3.1.9.102 or 3.1.9.103 as applicable. The test
is then repeated using each additional battery in turn.
12 Void

14 Transient overvoltages
This clause of Part 1 is applicable.
15 Moisture resistance
This clause of Part 1 is applicable except as follows.
15.1 Addition:
Inspection shall show that there is no trace of water within compartments that house electrical
parts.
15.101 The functional part of the SPTD shall have adequate protection against the effects of
immersion.
Compliance is checked by the following test.
The functional part of the SPTD fitted with a fully charged battery, is partially immersed to a
depth just below the foot support surface area in water containing approximately 1 % NaCl
and having a temperature between 10 °C and 25 °C.
For appliances supplied with batteries that are charged within the SPTD, after 5 min, the
functional part of the SPTD shall then be removed from the water, after which the SPTD shall
be operated under normal operation for one cycle.
For appliances supplied with batteries that are not charged within the SPTD, after 5 min, the
functional part of the SPTD shall then be removed from the water, after which the functional
part of the SPTD shall be operated as specified in 3.1.9.101 until steady conditions are
reached.
During and after the tests, the appliance shall not emit flames, molten metal, poisonous or
ignitable gas in hazardous amounts. No explosion or ignition of the battery shall occur.
NOTE Gas vented from batteries is not considered to be poisonous or ignitable in hazardous amounts.
16 Leakage current and electric strength
This clause of Part 1 is applicable.
17 Overload protection of transformers and associated circuits
This clause of Part 1 is applicable.
18 Endurance
This clause of Part 1 is not applicable.
19 Abnormal operation
This clause of Part 1 is applicable except as follows.
19.1 Modification:
Instead of the tests specified, appliances are subjected to the tests of 19.2, 19.4, 19.7, 19.11,
19.12, 19.14, 19.15 and 19.101 to 19.103, as applicable.
19.7 Modification:
The SPTD is operated as specified in 3.1.9.101 but with the rotor locked and is operated for
period of 5 min.
19.11.2 Addition:
h) the terminals of each motor are short circuited one at a time.
When any of the fault conditions a) to h) are simulated, the duration of the test is until steady
conditions are established.
19.11.4 Modification:
The tests of 19.11.4.1 and 19.11.4.2 are only applicable to the functional part of the SPTD
during the battery discharge conditions of Clause 11.
19.13 Addition:
During the tests, the temperature of the battery surface shall not exceed 130 °C, the SPTD
shall be able to brake normally or, shall come to a standstill with a deceleration between

1,5 m/s to 2 m/s and its self-balancing function shall continue to function.

Electronic circuits incorporated in the SPTD for protection of lithium-ion batteries and
electronic circuits incorporated in lithium-ion batteries shall not cause any cell in the battery
from exceeding its operating region for charging and discharging when tested in accordance
to 19.11.
No explosion or ignition of the battery shall occur during or after the test. Venting of the
battery is permitted provided that it is not vented by any means other than through its vents.
NOTE Gas vented from batteries is not considered to be poisonous or ignitable in hazardous amounts.
19.15 Addition:
For SPTDs incorporating a manual voltage selector switch intended to select battery voltage,
this switch is set to the lowest voltage position and the highest voltage is applied.
19.101 The functional part of the SPTD with a fully charged battery is subject to an overload
condition where the load is increased on the drive wheels until the overload protection or the
motor control operates. The motor current that caused the overload protection or motor
control to operate is measured.
The test is repeated with the functional part of the SPTDs drive wheels loaded to give a motor
current that is 90 % of the current that caused the protection or motor control to operate. If the
motor control or overload protection again operates, the test is repeated with the motor
current reduced in steps of 10 % of the current that caused the protection or motor control to
first operate until the motor control or overload protection does not operate.
During the test, the winding temperatures shall not exceed
– 140 °C, for class 105 (A) winding insulation;
– 155 °C, for class 120 (E) winding insulation;
– 165 °C, for class 130 (B) winding insulation;
– 180 °C, for class 155 (F) winding insulation;
– 200 °C, for class 180 (H) winding insulation;
– 220 °C, for class 200 (N) winding insulation;
– 240 °C, for class 220 (R) winding insulation;
– 270 °C, for class 250 winding insulation.
19.102 For lithium-ion batteries used in SPTDs that have cells or cell blocks connected in
series, compliance is checked by the following test.
to the end-of-discharge
All cells shall be discharged at a constant current equal to 0,2C
voltage specified in the instructions, except for one cell or cell block which is discharged to
50 % of the end-of-discharge voltage specified in the instructions.
The battery is then charged to the fully charged condition and the voltage across the partially
discharged cell of cell block is monitored to ensure that the charge voltage does not exceed
the upper limit of the charging voltage specified in the instructions. The selected cell or cell
block shall provide the most unfavourable condition of test.
19.103 With the surface of lithium-ion batteries outside of the normal temperature range for
charging specified in the instructions, compliance is checked by the following tests:
a) SPTDs fitted with a fully discharged battery, where the battery can be recharged in the

appliance, shall be conditioned in a chamber set to between 0 C and 5 °C below the
lower limit of the normal temperature range for charging the battery given in the
instructions. After thermal stabilization of the temperature on the surface of the battery,
the SPTD shall be connected to its designated detachable power supply part.
The detachable power supply part is supplied at rated voltage and charging of the
battery shall not occur.
b) For SPTDs where the battery cannot be recharged in the appliance, each supplied battery
shall be fully discharged and shall be conditioned in a chamber set to between 0 °C and
5°C below the lower limit of the normal temperature range for charging given in the
instructions. After thermal stabilization of the temperature on the surface of the battery, it
shall be connected to a battery charger.
The battery charger is supplied at its rated voltage and charging of the battery shall not
occur.
c) SPTDs fitted with a fully discharged battery, where the battery can be recharged in the
appliance, shall be conditioned in a chamber set to between 0 °C and 5 °C above the
upper limit of the normal temperature range for charging the battery given in the
instructions. After thermal stabilization of the temperature on the surface of the battery the
SPDT shall be connected to its designated detachable power supply part, whilst still in
the conditioning chamber.
The detachable power supply part is supplied at rated voltage and charging of the
battery shall not occur.
d) For SPTDs where the battery cannot be recharged in the appliance, each supplied battery
shall be fully discharged and shall be conditioned in a chamber set to between 0 °C and
5 °C above the upper limit of the normal temperature range for charging given in the
instructions. After thermal stabilization of the temperature on the surface of the battery, it
shall be connected to a battery charger whilst still in the conditioning chamber.
The battery charger is supplied at its rated voltage and charging of the battery shall not
occur.
20 Stability and mechanical hazards
This clause of Part 1 is applicable except as follows.
20.1 Not applicable.
21 Mechanical strength
This clause of Part 1 is applicable except as follows.
21.1 Modification:
Compliance is also checked by the tests of 21.101 and 21.102.
21.101 The functional part of the SPTD with a fully charged battery is subjected to the test
free-fall – procedure 1, of IEC 60068-2-31 from a 1 m height of fall. For SPTDs where the
battery can be recharged in the appliance, the SPTD shall then be operated for one cycle, the
battery shall not rupture or ignite and the temperature of the battery surface shall not exceed
130 °C.
21.102 A load of 200 kg or two times the maximum load specified in the instructions
whichever is higher, is applied evenly for ten minutes, to the foot support surface of the
functional part of the SPTD by two flat applicator plates each sized 100 mm by 250 mm. The
functional part of the SPTD shall be fitted with a fully charged battery for the test. After the 10
min period of the test, the load is removed.
For SPTDs where the battery can be recharged in the appliance, the SPTD shall then be
operated for one cycle. For SPTDs that are supplied with a battery that is not charged within
the appliance, the SPTD is operated as specified in 3.1.9.101 until the appliance no longer
operates.

The SPTD shall then be observed for 1 h during which it shall show no damage affecting
safety and in particular there shall be no fire or explosion.
21.103 The functional part of the SPTD fitted with a fully charged battery shall be designed
to withstand vibrations to which it may be subjected.
Compliance is checked by carrying out the vibration tests specified in IEC 60068-2-64 under
the following conditions:
– the functional part of the SPTD is strapped to the vibration generator with the functional
part in its normal position of use;
– the direction of vibration is vertical;
– the amplitude of vibration is 0,35 mm;
– the sweep frequency range is 10 Hz to 55 Hz;
– the duration of the test is for 1 cycle or 30 min, whichever is longer.
After the test, the SPTD shall continue to operate normally and show no damage affecting
safety; in particular, no connections and no parts that may impair safety shall have loosened.
Furthermore, there shall be no fire or explosion or explosion of the battery.
21.104 Additional batteries and interconnecting cords provided with the SPTD shall have
means to be securely mounted to the functional part of the SPTD.
Compliance is checked by inspection.
21.105 Additional batteries shall have adequate mechanical strength.
Compliance is checked by test Ehb of IEC 60068-2-75.
The battery is rigidly supported and an impact energy value of 0,5 J is applied to every point
of the enclosure that is likely to be weak.
The battery shall show no damage affecting safety and shall then be observed for an
additional period of 1 h during which it shall again show no damage affecting safety; in
particular, there shall be no fire or explosion.
22 Construction
This clause of Part 1 is applicable except as follows.
22.1 Addition:
The functional part of SPTDs intended to be used off-road shall have a degree of protection
against access to hazardous parts and against solid foreign objects of at least IP5X, its
enclosure being category 2.
After the test, an inspection shall show that there is no trace of dust on insulation which could
result in a reduction of clearances or creepage distances below the values specified in
Clause 29.
22.46 Addition:
If programmable protective electronic circuits alone are used to ensure compliance with the
requirements of 19.13, the software shall contain measures to control the fault/error
conditions specified in Table R.2.
22.101 SPTDs that are powered by lithium ion batteries shall be constructed so that the
vents of the battery are not obstructed in such a way to defeat their venting operation.
Compliance is checked by inspection.
22.102 Lithium-ion batteries that are not recharged in the appliance shall incorporate
independent control and protection for current, voltage, temperature and any other parameter
required for safety and to maintain the battery cells within their operating region.
Compliance is checked by inspection.
23 Internal wiring
This clause of Part 1 is applicable.
24 Components
This clause of Part 1 is applicable except as follows.
24.1.2 Addition:
The detachable power supply part of a SPTD is an associated power supply for specific use
and the relevant standard is the appropriate part 2 of IEC 61558.
24.101 Batteries used in the functional part of the SPTD shall comply with the requirements
of IEC 62133-1 and IEC 62133-2 as appropriate.
Compliance is checked by inspection and the tests in IEC 62133-1 and IEC 62133-2.
